THE RESTRICTED CALL FOR TENDERS FOR THE SELECTION OF A REGIONAL EXPERTISE CABINET FOR THE SUPPORT FOR THE DEVELOPMENT AND COLLECTION OF DATA FOR THE NATIONAL AGRICULTURAL FINANCING STRATEGY (SNFA) IN CAMEROON
1. BACKGROUND
In Cameroon, agriculture is at the center of all political discourse. The transition from subsistence agriculture to modern agriculture, through state intervention, is still awaited by farmers. The various governments that have succeeded each other at the head of the State have implemented several agricultural financing policies. Thus, different policies/strategies were implemented, namely: five-year development plans (1960-1986); the New Agricultural Policy drawn up in 1990; Agricultural Policy – New Challenges; the National Agricultural Investment Plan (PNIA 2015 – 2020); the Interim Poverty Reduction Strategy Paper” (interim PRSP), drawn up in 2000;
Despite all these remarkable efforts by the Cameroonian government, farmers continue to have difficulty accessing financing for the implementation of their activities. Thus the Minister of Agriculture and Rural Development (MINADER) seized the project “Promotion of agricultural financing in favor of agricultural holdings and agro-industrial enterprises in rural areas” (ProFinA), for the development of a National Agricultural Financing Strategy (SNFA).

The ProFinA project aims to improve the provision of financial services adapted to the business models of agricultural holdings and agro-industrial small and medium-sized enterprises (SMEs) in rural areas. To do so, the project intervenes both on the demand side and on the supply side of financial services. The implementation extends over a period of 6 years and seven months (01/2018 until 07/2024) and is carried out as a priority in the regions of the West, North-West, South- West, Adamaoua and Center.
Hence the German cooperation through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is launching on behalf of the Project for the Promotion of Agricultural Financing (ProFinA) a call for expressions of interest in view of a call for tenders restricted for the recruitment of a regional consulting firm for data collection and support for the development of the National Agricultural Financing Strategy (SNFA).
2. PURPOSE
The purpose of this Call for Expression of Interest is the preselection of at most 5 structures to participate in the restricted consultation for the recruitment of a regional consulting firm for data collection and support for the development of the National Agricultural Financing Strategy (SNFA).
3. DURATION
The consultation will take place in the period from November 2022 to June 2023, for a maximum of one hundred and fifty-one man-days distributed between the various Experts.
The mission could probably start in November 2022.
4. SERVICE PROVIDER’S MISSIONS
Overall, the regional firm is required to perform the following activities:
• Conduct the data collection and analysis study;
• Support the moderation of the various mini-workshops and working groups;
• Support the organization and orientation for South-South exchanges;
• Support in the operationalization of the SNFA.
5. INSTRUCTIONS TO INTERESTED PERSONS
1. Conditions relating to the expression of interest
a- Eligibility
This consultation is open to firms/offices:
– Based in Africa
– Having already developed national or sub-regional rural development policies (having carried out at least two (02) strategy document development missions in the agricultural sector in the sub-region including at least one national agricultural financing strategy in an
African
country
) bearing administrative file containing:
o A letter expressing the interest duly signed by the legal representative of the firm;
o A copy of the Trade and Personal Property Credit Register or any document that takes its place depending on the country of origin;
o A copy of the tax certificate (up to date) – or any document that takes its place (depending on the country of origin); o A copy of the single tax registration certificate (IFU); o A certificate of non-bankruptcy dated less than three months;
o A certificate for submission to be requested from the CNPS (national social security fund) or CNSS (national social security fund) or equivalent structure in the bidder’s country, o Bank Identity Statement (RIB).
➢ A file with information documents on the structure:
o A presentation of the cabinet/office
o The references of the firm (or its experts) in connection with the mission o Copies of contracts for similar works or certificates of successful completion.
➢ Qualifications required
The firm must mobilize a multidisciplinary team with a regional head of mission. The team must be composed (50% regional and 50% national) of:
o One (01) Head of Mission Specialist in Agricultural Finance o One (01) Agricultural Economist Engineer o One (01) Economist -Statistician o One (01) Gender Specialist o Ten (10) Interviewers (only nationals)
NB: Failure to present any of the above documents will result in the discretion of GIZ pure and simple rejection of the file.
2. Methods of selection:
Expressions of interest will be selected on the basis of:
1) The justification of a legal existence in an African country (see administrative documents file);
2) The justification of technical experiences in the development of a national agricultural financing strategy (see at least a certificate of successful completion).
3) The justification of experiences in support of the development of national strategies in the agricultural sector (at least 03 certificates of successful completion of execution or execution contract) 4) The presentation of all documents in the up-to-date administrative file .
3. Submission of files
Interested service providers are requested to express their interest no later than October 10, 2022 at 11:59 p.m., strict deadline.
Expressions of interest will be made exclusively electronically in PDF format only to CM_Quotation@giz.de under penalty of rejection.
The maximum capacity of attachments should not exceed 15 Mbps.
In addition, the subject of the expression of interest email must be: AMI No. 83419304 -BRY-Preselection of firms/design offices _ “Name of the structure” SNFA.
In case of difficulties related to the interpretation of a clause of this file, you are requested to send an email to the address CM_Quotation@giz.de. Requests for clarification thus formulated will be admissible until September 30, 2022.
4. Responsibilities of GIZ Service
providers participate freely in this Call for Expression of Interest.
As such, the costs incurred for the constitution of the file are at their sole expense.
Participation in this call for expressions of interest does not create any obligation between the Service Providers and GIZ, which reserves the right to modify or cancel this procedure at any time.
