CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A (01) HEALTH CHECK TECHNICAL ADVISOR FOR THE FAMILY PLANNING PROJECT AND HEALTH SYSTEM SUPPORT FOR RESILIENCE OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ/Pro- PASSaR) GmbH BASED IN YAOUNDE .

 

A.  BACKGROUND

The project “Family Planning and Support to the Health System for Resilience in Cameroon” (GIZ/ProPASSaR) focuses on the national level as well as on the regions of Adamaoua, West, Littoral and the two English-speaking regions South West and North West. The objective is to improve the provision of quality health services, particularly in terms of sexual and reproductive health and rights and psychosocial support, to the population, including internally displaced and vulnerable people.

Four areas of action contribute to the implementation of this objective: (1) the reduction of barriers to access to health services and psychosocial support, (2) the improvement of the quality of services, (3) strengthening the role of Regional Health Promotion Funds (FRPS) and (4) strengthening the health information system.

 

Through the FRPS fields of action, ProPASSaR intends to support the FRPS of the Project intervention regions as well as other Regions with regard to their role as independent players in the health system, particularly in their Institutional Strengthening, the Management of Generic Essential Medicines and Health Promotion, as well as the management of health financing mechanisms. Indeed, ProPASSaR collaborates with the MINSANTE and the FRPS not only to consolidate the Health Check (CS) already housed in the FRPS of the Far North, North and Adamaoua, but also for its extension to the East. and to the South.

It is with this in mind of supporting the CS mechanism in the FRPS that GIZ/Pro-PASSaR is looking for a (01)  Technical Advisor (CT)  Chèque Santé (Strategy specialist in extension and organizational development Chèque Santé)  to  Yaounde .

 

 

B.  DESCRIPTION OF ACTIVITIES

Under the supervision of the person responsible for the field of action, the Technical Advisor will:

1. Main functions

  • Provide support to the FRPS Field of Action team of ProPASSaR in the implementation of activities planned for the consolidation and extension of CS in the FRPS;
  • Provide support to the FRPS Field of Action team of ProPASSaR in the development of the ToRs of the consultants and Experts to be mobilized;
  • Accompany the ProPASSaR FRPS Field of Action team in setting up management teams for the “Health Check” in the FRPS
  • Support the FRPS in the process of accrediting health facilities (FOSA) for the delivery of reproductive health services listed in the Health Check health basket
  • Support the FRPS Field of Action and the FRPS in the organization of FOSA training sessions for service providers and community actors
  • Support support the CA FRPS and the FRPS in the implementation of the extension methodology, in particular the follow-up of the achievement of the objectives of membership, the Control and support-advice on the CS device, as well as the control and support -advice on invoicing -Purchase of services;
  • Support the FRPS in carrying out the evaluation of the level of autonomy of the health facilities, in particular the analysis of the data of the health facilities of the extension district with regard to the criteria of autonomy, namely the rate of achievement of the sale of the cheque, the security of check receipts, the percentage of rejected service invoices, the completeness and promptness in the transmission of monitoring and evaluation data
  • Ensure the transfer of skills to the ProPASSaR team and the FRPS on the Health Check mechanism, its implementation strategies and its management tools
  • Contribute to the monitoring of the indicators of the M&E plan of the ProPASSaR Field of Action FRPS in accordance with the ProPASSaR offer;
  • Contribute to the capitalization of lessons learned during the execution of project activities in the field of community participation and, in view of these learnings, adapt the processes.

 

2. Other powers

The incumbent:

  • Assumes other activities and tasks entrusted by his hierarchy or on his own initiative after discussion with the hierarchical superior
  • Make every effort to respect the deadlines provided for by the administrative procedures.

REQUIRED PROFILE

C. REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCE

1.  Qualifications

  • Have at least a Master’s degree (BAC+5) in Development, Anthropology, Sociology of Development, Social Sciences, Humanitarian Action, Political Science, International Relations, Socio-economics, Rural Economy, Local Development or any equivalent diploma.
  • Additional (qualifying) training in project monitoring and evaluation (M&E) is an asset.

 

2.  Experience

  • General
  • Have at least 5 years of relevant professional experience in sectors related to the mission (mid-term and ex-ante program evaluation;
  • Have an excellent mastery of programming, management and monitoring of field activities;
  • Have proven experience in reporting;
  • Have skills in risk identification and management;
  • Have proven experience in the development of good practices and capitalization of projects;
  • Have skills in the field of quality assurance and local community development (etc.).
  • Specific
  • Have at least 03 proven experiences over the past 5 years in the monitoring and evaluation of international cooperation programs;
  • Have at least 03 proven experiences in the monitoring and/or support of international cooperation projects in the health sector, in particular in the design and implementation of adequate monitoring and evaluation frameworks and mechanisms;
  • Have specific professional experience of at least 05 years in Cameroon, including at least 02 years in the North and preferably in the three Regions;
  • Have previous experience as a trainer;
  • Having experience with the Health Check mechanism is an asset.
  • Other knowledge/skills
  • Have very good knowledge of health sector development initiatives in Cameroon and the decentralized institutional landscape;
  • Have excellent analytical, synthesis, design and writing skills;
  • Have excellent communication and consultation skills with various actors;
  • Have a perfect command of MS Office software and databases;
  • Be able to efficiently organize work according to the objectives to be achieved and deadlines.
  • Linguistic knowledge and qualities
  • Have a perfect command of French (written and oral);
  • Be motivated, dynamic, autonomous, flexible and rigorous;
  • Have a good capacity for initiative, resilience to work under pressure;
  • Be able to work in a team and perform several tasks at the same time.

Contract period:  until 31.01.2024 (CDD renewable).

Duty station:  Yaoundé
