Consultant for salary survey at Catholic Relief Services

Catholic Relief Services (CRS) seeks an experienced national consultant to conduct a salary survey and develop a salary grid to improve the compensation policy for employees of the Diocesan Development Committee (CDD)/Caritas Maroua-Mokolo with a view to strengthening staff retention and thus reduce turnover, improve equity, strengthen employee involvement, retain employees and develop attractiveness.

 




 

Catholic Relief Services (CRS) is a US-based humanitarian and development agency that works in nearly 100 countries to reduce poverty and suffering. CRS programs are based on need and not on religious affiliation, race or nationality. CRS has worked in Cameroon since 1960, with the main office in the capital Yaoundé and sub-offices in Maroua, Mokolo and Bamenda.

Objective of the consultation
The general objective is to conduct a salary survey and develop a salary grid to improve the
remuneration policy for employees of the Diocese of Maroua-Mokolo with a view to strengthening
staff retention and thus reducing turnover, improving fairness, strengthen employee involvement, retain
employees and develop attractiveness.

 

 

Scope of services
– Develop an internal compensation audit report that will highlight the strengths, areas
for improvement and risks of current compensation practices
– Carry out a “weighing” of positions to achieve a consistent classification and transparent
, allowing a salary assessment to be carried out for each position. Classify and categorize
all CDD/Caritas Maroua-Mokolo positions.
– Develop a repository of professions and determine salary ranges for each type of
position.
– Present a comparative table of similar positions in at least 5 other structures of the same size
as CDD/Caritas Maroua-Mokolo.
– Develop a harmonized and official salary grid
– Present the salary grids of these other structures presented above
– Propose a salary grid to the CDD / Caritas Maroua-Mokolo according to existing positions, its
realities and on the basis of a salary survey based on the salary grids of
similar structures

 

 

– Propose a series of allowances, bonuses, advantages or other elements of remuneration linked
to the different positions according to the degree of responsibility, the complexity of the tasks, the risk
and the legislation in force
– Propose a mechanism for the evolution of the proposed grid

Expected results
The consultant must provide the following reports:

  1. Carry out an inventory of the current remuneration system for CDD/Caritas Maroua-
    Mokolo positions:
    This synthetic inventory will be the basis for the creation of a new position weighing system,
    taking into account the following different elements:

    • Mapping of current positions and salary levels
    • Grid of existing functions
    • Analysis of existing compensation schemes by identifying strengths and
      weaknesses
  2. Define a weighing system for posts: Taking into account the characteristics of the Diocese (sector
    of activity, competition, etc.)
  3. Analyze existing positions and define a new salary grid based on
    current positions and using the criteria and factors defined in the position weighing system.

Expected deliverables
– An analysis of the current compensation system
– A weighting system for positions
– A new compensation grid

Qualifications and experience
– Confirmed expertise in strategic HR consulting and remuneration policy.
– A graduate degree in human resources management and/or business management
– Relevant experience of at least 5 years in the associative environment and if possible in the
religious environment
– Have prior experience on similar projects with references provided.
– Ability to carry out the work independently either remotely or with travel to
the Far North. Preference given to candidates already based in Maroua.
