JOB OFFER at OHADA – Organization for the Harmonization of Business Law in Africa – Yaoundé: DIRECTOR OF HUMAN RESOURCES

PROFILE OF THE POSITION OF
DIRECTOR OF HUMAN RESOURCES,
MATERIALS AND GENERAL ADMINISTRATION
International position based in Yaoundé (Cameroon), 4-year contract
renewable once

 




 

MISSIONS
Under the responsibility of the Permanent Secretary, the Director of Human Resources, the
Equipment and General Administration supervises:
– administration and management of human resources;
– management of purchases and equipment;
– the material organization of institutional meetings.
The Director of Human Resources, Equipment and General Administration also ensures,
under the same conditions, the functional supervision of the Resources Services
Human, Material and General Administration of all Institutions of
the Organization.

 

 

Administration and management of human resources
• Management and monitoring of recruitment
o recruitment plan;
o preparation of call for applications files;
o participation in recruitment interviews;
o preparation of recruitment notification letters;
o preparation of draft employment contracts.
• Administrative management of personnel
o maintenance of personnel administrative files;

 

 

o management of attendance at the service (leave of absence, illness);
o management of annual and maternity leave;
o discipline and behavior management;
o organization of social events;
o payroll administrative management (advances, loans, deductions, etc.);
o administrative management of missions;
o management of social litigation.
Functional supervision of Human Resources Services and equipment of
OHADA Institutions
• Human Resources Management
o development and implementation of the recruitment plan;
o development and implementation of the motivation plan;
o development of the salary policy;
o harmonization of the implementation of the staff regulations;
o harmonization of the personnel evaluation policy;
o assessment of training needs, development of the multi-year training plan,
implementation monitoring;
o updating of the consolidated personnel file of OHADA.
• Acquisition and management of equipment
o coordination of the development of the procurement plan;
o establishment of files of approved suppliers;
o development of the purchasing policy;
o application of procurement procedures;
o updating of the consolidated inventory file;
o verification, in conjunction with the DFC, of ​​the consistency and reliability of
extra-accounting data with accounting balances.
Materials administration and management
o materials accounting management;
o planning (needs assessment);
o harmonization of documents and management supports;
o setting up and management of non-accounting files for fixed assets and
stocks;
o administrative management of assets (insurance, maintenance, etc.);
o receipt and monitoring of movements (entry – exit);
o coding system;
o inventory of fixed assets and stocks.
Procurement management
• procurement plan;
• establishment of files of approved suppliers;
• acquisition of capital goods (vehicles, furniture, equipment):
o preparation of tender documents;
o selection;
o establishment of the contract award report;
o establishment of purchase orders;
o certification of deliveries or services performed;
o Monitoring of maintenance and repair of equipment.
• service and consultancy contracts:
o development of terms of reference (TOR);
o preparation of tender documents;
o preparation of contract award minutes;
o preparation of draft contracts;
o monitoring of the execution of contracts.
Organization of OHADA meetings and missions
• official missions organized by the Permanent Secretariat
o preparation of mission orders for SP staff;
o logistics and protocol management.
• general Administration
o liaison with the local public administration for administrative matters
concerning visa applications, exemptions and customs clearance of
equipment, vehicles;
o organization of official meetings initiated by the institution inside
and outside the country.
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
The candidate must:
– hold a diploma of at least BAC+5 level in administration, management,
human resources management or any other equivalent discipline;
– have a minimum of 10 years’ experience in human resources management and/or
administration, within a public administration and/or international organization
;
– demonstrate proven knowledge of procurement processes for goods
and services, order and inventory management, administration,
operational and strategic personnel management and material management;
– have good managerial skills and the ability to lead and work in a team
;
– have a strong sense of responsibility, listening and fairness;
– have a good ability to manage difficult situations as well as an ability
to work in a multicultural professional environment;
– have a sense of confidentiality, communication, initiative,
autonomy and organization;
– have a good knowledge of French and one of the three other working languages
​​of the Organization, namely: English, Spanish and Portuguese;
– have a good experience in the use of common software (Word, Excel,
Power Point, Email and other IT communication tools).
ELIGIBILITY
Applicants must meet the following conditions:
– be aged 55 or less on 1 January 2023;
– be a national of one of the 17 States Parties to the OHADA Treaty, namely: Benin,
Burkina Faso, Cameroon, Central African Republic, Comoros, Congo, Côte d’
Ivoire, Gabon, Guinea, Guinea-Bissau, Equatorial Guinea, Mali,
Niger, the Democratic Republic of Congo, Senegal, Chad and Togo.
