CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A TECHNICAL ADVISOR IN CHARGE OF CROSS-BORDER PLANNING, MANAGEMENT AND MANAGEMENT AND CO-MANAGEMENT (M/F) FOR THE SUSTAINABLE FOREST MANAGEMENT PROGRAM IN THE CONGO BASIN/D PROJECT SUPPORT FOR THE BINATIONAL COMPLEX SENAOURA-BOUBA NDJIDDA (BSB YAMOUSSA), OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ/BsB YAMOUSSA) GmbH IN GAROUA.

 

General context

The biological diversity of the Sena Oura – Bouba Ndjida Binational Complex is representative of that of the Central African Savannas. The area abounds in a very rich biodiversity which constitutes an inestimable potential in particular, the large emblematic mammals including elephants, Derby elks, damalisques and felines necessary for its socio-economic development. Unfortunately, these resources are under various pressures, sometimes leading to considerable and generally irreversible losses due to factors such as the poverty of local populations, the increase in local and international demand for wildlife products. For example, the massacre of elephants in Bouba Ndjidda National Park in 2012 considerably reduced the number of these pachyderms.

 

 

Faced with this situation, the states concerned continue to make considerable efforts to curb this phenomenon. This desire is materialized by the adoption of new forest and wildlife control strategies, the assignment in the area of ​​numerous agents and the construction of infrastructures in the protected areas, to tackle this sensitive issue.

 

It is within this framework that the Sustainable Forest Management Program in the Congo Basin / Support Project for the Binational Complex Sena Oura – Bouba Ndjidda (BSB Yamoussa), aware of the high risk of disappearance of certain wildlife species of ecological importance and economic, is committed to promoting and integrating the concepts of environmental education and biodiversity conservation in schools in the peripheral areas of the BSB Binational Complex.

 

 

To support it in the implementation of its activities, the BSB Yamoussa Project is looking for  a technical advisor in charge of planning, cross-border management and co-management  for its coordination office in  Garoua.

A- Area of ​​responsibility and powers

The incumbent will support the implementation of the activities of the BSB Yamoussa project and will have the following main missions:

  • Advise the institutions and structures provided for the implementation of intergovernmental treaties concerning BSB Yamoussa (national coordination structures, cross-border working groups, Geomatics Unit (CEL-TRA), Cross-border Intelligence Unit (CELRENS), Cross-border Communication Unit (CELCOM );
  • Advise in the development of the cross-border anti-poaching strategy and other important strategic documents for cross-border management;
  • Advise stakeholders on cross-border cooperation;
  • Promote discussions on a sustainable financing concept and an effective management model for the BSB Yamoussa complex (advice, consultations, exchange visits);
  • Evaluate the experience gained in cross-border cooperation and incorporate it into regional discussion processes;
  • Facilitate team members’ access to data related to their area of ​​responsibility;
  • Actively participate in the production of activity reports and other strategic documents, as well as the updating of project indicators.

 

The post holder will be based with the Coordination of the BSB Yamoussa project and will however assume other activities and tasks on the instructions of his superior.

REQUIRED PROFILE

B-  Qualifications required :

 

Qualification

  • BAC+5 minimum in Protected Areas Management, environmental sciences, rural engineering or other similar qualifications;

Professional experience

  • At least 5 years of practical experience in the field of participatory natural resource management and/or protected area management;
  • Have a good experience in strategic planning;
  • Have a good experience in leading workshops and other field missions;
  • Have a good experience in managing relations and advising administrations and authorities in charge of the environment, as well as local organizations;
  • Have a good experience in conflict management;

Other knowledge/skills

  • Good knowledge of the institutions of the COMIFAC system;
  • Familiar with the issues of protected area management and biodiversity conservation, as well as conservation and development actors in Central Africa;
  • Good ability in management and organization of work;
  • Ability to establish and maintain good working relationships;
  • Good communication skills in rural areas and ability to mobilize and motivate;
  • Ability and willingness to carry out field work and to live in the project intervention area, sometimes in difficult conditions;
  • Experience in advisory, organizational and institutional support;
  • Proven skills in reporting;
  • Mastery of GIS and GIZ procedures would be an asset, as would knowledge of the Chadian area of ​​intervention of the project;
  • Very good oral and written communication in French;
  • Be able to work under pressure in a multicultural environment;
  • Very good knowledge of French and Fulfulde (local language).

 

Duty station:  Garoua

Desired starting date: October 01, 2023

Duration of the contract: Until September 30, 2025
