The Noé association is looking for a Cashier position for the
CaSeVe project in Voko (Cameroon)

Department of Noé: administrative and financial center

1) General context of the position
Noé is an association for the protection of nature , of general interest and non-profit, created
in 2001. It deploys in France and internationally actions to safeguard biodiversity
for the good of all living species, including the human species. To

 

 

 

do this, Noé implements programs for the conservation of threatened species, the management
of protected natural areas, the restoration of ordinary biodiversity and natural environments.

civil society organizations favorable to biodiversity.
Within its international activities, Noé is organized into 3 complementary missions: i)
endangered species, ii) protected areas, iii) pro-biodiversity sectors.
Through these 3 missions, Noé’s objective is to contribute to the conservation of biodiversity
by i) the sustainable development of ecosystems and their resources by and for the
benefit of local communities and by ii) the structuring of protected areas decentralized systems
allowing populations to be put back at the heart of territorial issues and therefore to better
protect certain key species. Noé has been working in Cameroon since 2012 and has supported the development of sectors around various protected areas, in partnership with Cameroonian
NGOs . Noé is involved in the implementation of component 3 of the “Cameroon Septentrion Vert et Résilient” (CaSeVe) project, initiated and supported by the European Union and which aims to increase the resilience of the North, Far North and Adamaoua regions. in the face of, among other things, the food and climate crises. The project has three components with complementary objectives . Component 3 proposes a global approach to the conservation and enhancement of biodiversity as a driver of green economic growth and

 

inclusive for the benefit of local communities and the preservation of natural resources
and habitats. This component is led by the African Wildlife Foundation (AWF), Noé
ensures the coordination of the components of support for local communities, development
of economic activity, and transparency on the mechanisms of redistribution of the
benefits of the Zones of Game Interest (ZIC ). Conserve Global is the third
consortium member of the project.
Noé will work more specifically with local actors on:
• The promotion of income-generating activities for local communities

Noé will support the development of pro-biodiversity value chains, linking the
conservation of biodiversity and the economic development of local populations
living around Faro National Park and ZICs, through the promotion of
non-timber forest products and other natural products with a low impact on biodiversity
• The evaluation of economic benefits potentials of biodiversity and
ecosystems around the PNF
Noé will conduct an assessment of the potential of the biodiversity components of the North
to generate economic benefits for local communities, the government and the
private sector.
• Improving governance and the redistribution of benefits that ZICs
share with local communities
Noé will assess opportunities compatible with hunting and conservation for communities
bordering ZICs, and support the incubation of community projects. Noé
will also participate in improving a transparent mechanism for redistributing the
benefits of ZICs.
In this context, Noé is looking for an accounting assistant for the CaSeVe component 3 project, in Voko,
who will be responsible for monitoring Noé’s field expenses.
2) General objective of the position and conditions
Under the hierarchical responsibility of the CaSeVe Project Coordinator (Voko) and in conjunction with
the Administrator Noé Cameroon, the cashier is responsible for all
accounting and the conformity of the documents and their archiving on the
Voko base, in accordance with the procedures of Noé and donors (EU). The cashier
is also involved in the administrative, HR and logistics follow-up of the base.
The Cashier will be based in Voko in the project premises (MINFOF living base). Travel
will be expected occasionally to, Garoua and Yaoundé to the office of Noé
Cameroon.
3) Functions and responsibilities
Noé’s cashier is responsible for ensuring the accounting management of projects and assisting
the CaSeVe coordinator in his administrative, HR and logistical management missions.
In detail, the Cashier performs the following tasks:
Ensure the accounting management of projects
✓ Ensure rigorous management of the Voko fund following Noé’s procedures;
✓ Supply the fund and carry out ordinary operations within the limit of the
authorized ceiling;
✓ Participate in the establishment of cash requests;
✓ Systematically record incoming/outgoing transactions on the
cash slips and in the cash journals;

✓ Make the reconciliation of the cash on the last day of each month with the
accounting department and edit the monthly statements (cash report, cash journal, ticketing);
✓ Make payments for operational advances duly authorized by the
line manager of the person responsible for the advance;
✓ Liquidate advances related to the above activities before disbursing a
subsequent advance;
✓ For each purchase, and before payment, check whether the product has been delivered and received
by the competent department;
✓ Before payment; check the accounting documents (completeness, validity, authorization) and
verify that the specific procedures have been complied with;
✓ Carry out verification and recording of accounting documents;
✓ Prepare monthly closings: cash count, bank reconciliation;
✓ Send the monthly closing to Yaoundé according to Noé procedures;
✓ Ensure the archiving, backup, classification of documents and media
accountants according to Noé procedures (numbering, scanning, etc.);
✓ Ensure the payment of invoices and ensure the compliance of supporting documents;
✓ Produce any accounting information requested by his superior;
Participate in the administrative, HR and logistical management of projects
✓ Participate in monitoring compliance with local legislation (labour code, etc.);
✓ Participate in the planning of purchases in compliance with the procedures of Noé and donors
(EU);
✓ Participate in the management of the base’s human resources as needed;
✓ Support the logistics of activities related to the Voko project and office (organization of
field missions, etc.);
✓ Participate in support activities for the implementation of projects at the request of the
line manager (participation in field activities, etc.).
4) Monitoring and evaluation
The cashier will report to the CaSeVe Project Coordinator (Voko). At least one
quarterly meeting will be organized with his line supervisor on the progress of the
objectives. A formal evaluation will be conducted at least every year with the
hierarchical and technical supervisors on the work accomplished and future prospects.
5) Profile sought
Diplomas / Training
– Training in Accounting and/or Finance
Experience / Professional
– Confirmed experience of at least 2 years in a similar position in an NGO;
– Knowledge of the financial and accounting management procedures of
cooperation projects, and of the European Union would be a plus;
– Mastery of the pack Office ;
– Good financial and editorial analysis skills.
Qualities / Abilities
– Sense of organization and method;
– Ability to adapt, be flexible and to work in difficult areas;

– Dynamism and capacity for initiative;
– Sense of analysis;
– Team spirit and good interpersonal skills.
Other knowledge:
– Good computer skills;
– Fluency in English desired;
