RECRUITMENT OF A NATIONAL CONSULTANT TO CARRY OUT A FEASIBILITY STUDY FOR THE IMPLEMENTATION OF A PILOT SYSTEM FOR THE DISTRIBUTION OF REPRODUCTIVE HEALTH PRODUCTS BY DRONES IN THE NETWORK SONU NATIONAL

Purpose of the consultancy:
The 8 th program of UNFPA Cameroon devotes several interventions to the strengthening of the supply chain with emphasis on the provision of vital maternal health products at the last mile. Working closely with governments and partners, these interventions aim to ensure that all women and girls have access to a range of reproductive health commodities when they want them, whenever they need them. This is in line with the 2nd of its four strategic objectives of UNFPA’s support to countries, namely: To ensure that the supply of reproductive health commodities reaches the last mile and to promote the harmonization and integration of systems of supply in countries
Direct last mile delivery by ground transportation enables more efficient routine and scheduled deliveries for bulky products that do not rely on the cold chain and have a longer shelf life. However, routine and on-demand direct delivery by drone is more appropriate for transporting light and cold chain-dependent commodities, enabling healthcare workers in remote and hard-to-reach settings to respond to unpredictable demand. and give their full attention to patient care and needs. The integration of drone technology as an additional transport modality helps improve the efficiency, responsiveness and resilience of supply chains,
Thus, as part of the implementation of its 8th Country Development Program (2022-2026), the UNFPA Cameroon office supports the implementation of actions aimed, among other objectives, at promoting access to quality RH/FP services to the hardest-to-reach girls and women. One of the key interventions in 2023 is the implementation of a pilot system for the distribution of RH/FP products by drones in the National SONU network.
Tasks
(Description of services, activities or results)
General objective
Conduct a feasibility study based on socio-economic data and technological challenges for a pilot phase of delivery of SR/FP products by drone in the national SONU network.
Specific objectives
More specifically, it involves:
Carrying out an international benchmark of drone delivery projects;
Propose a project deployment strategy in the SONU network;
Analyzes and maps the human, financial and technical risks related to the implementation;
Create a database and set up a data monitoring and reporting system for technical and social analyses;
Carry out a mapping of the actors according to the PESTEL structure;
Support the implementation of advocacy actions alongside the MINSANTE (DPML, DSF, DRFP, etc.) with the CCAA, MINPOSTEL;
Propose a roadmap for the pilot phase (implementation mechanism and monitoring plan).
Modalities of the consultancy
The work will be carried out by a national consultant for a period of 02 (two) months.
Place of execution of the tasks
The consultant will be based in Yaoundé, with descents outside Yaoundé if necessary
Delivery dates and methods of delivery of the work (for example, in electronic form, on paper, etc.
On completion of this consultation, the consultant must produce the following deliverables:
A roadmap for the pilot phase of the project;
The concept note to summarize the axes of implementation of the project;
An advocacy strategy and a global action plan of the activities relating thereto;
A mapping of key actors within the framework of the project as well as a capacity building plan;
A platform for electronic reporting and real-time access to data and analyzes collected in the field;
A final analysis report in (04) blocks of data: technical, financial, human and sociological;
A final consultation report taking into account a project monitoring plan.
The consultant must submit the above-mentioned deliverables in the form of documents in paper format (except for electronic data) and in electronic version sent to the UNFPA Country Office.
Supervisory arrangements
The consultant will be under the direct supervision of the Reproductive Health Specialist and under the general supervision of the Deputy Representative of UNFPA Travel

The Consultant’s travel plan will be validated in agreement with the supervisors and the support of UNFPA for the logistical preparation of the trips.
Required expertise,
qualifications and
skills,
including
linguistics:
Profile sought:
At least a Master’s degree in economic intelligence, strategy or equivalent with skills in data analysis and artificial intelligence issues on technological projects.
Professional experience :
Experience of at least 5 years in economic/social data analysis for high impact projects using drones or any similar activity;
Experience of at least 5 years in the management of social impact projects using drones;
At least 5 years’ experience in drone assembly or similar experience;
At least 1 experience in drone delivery project management with a major international player;
Knowledge of data cybersecurity;
Knowledge of the implementation of drone solutions and civil aviation regulations in Cameroon;
Knowledge of Cameroonian laws and regulations regarding the financing of innovation and mapping projects;
Experience of at least 5 years in training in the fields of robotics;
Knowledge of the Cameroonian health system and ethical issues.
Knowledge of the UN environment would be an asset
Language: Fluency in French and good knowledge of English

Work space for the consultant:
The consultant will be free to work from the place that suits him, but he will be required to make himself available for any work session organized at the office UNFPA Cameroon.
