As part of its humanitarian activities,

the French association Première Urgence Internationale is looking for:
A HUMAN RESOURCES EMPLOYEE (part-time / 20 hours per
week)

Context
Première Urgence Internationale (PUI) is a Non-Governmental Organization of international solidarity,
non-profit, apolitical and secular. Its objective is to meet all the basic needs of
civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations
of economic collapse. PUI is present in 22 countries, in Africa, Asia, the Middle East,
the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition,

 

 




 

infrastructure rehabilitation, water and sanitation and economic recovery.
PUI has been present in Cameroon since 2008, first on the East / Adamaoua front then in the Far North
(EN) in 2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water, Hygiene and Sanitation (WASH), Nutritional Food Security and Livelihoods (SANME), Essential
Household Items (AME)/Shelter.
Since 2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri
where teams carry out projects in SANME, EHA, Abri AME as part of the Rapid Response Mechanism
(RRM).

 

 

 

In addition, Cameroon has been facing an internal crisis since 2016 in the English-speaking regions of the North-West.
and South West. This situation leads to population movements fleeing to areas considered
safer, particularly in the West region which is one of the main reception points for the
displaced and in which PUI has decided to implement a project RRM inspired by the project in the Far North and
adapted to the local context. This project covers the Food Assistance, WASH and Shelter/AME sectors.
In this context, PUI is recruiting a Human Resources Employee.
Overall objective:
Under the direct responsibility of the Human Resources Coordination Officer, the
Human Resources employee is in charge of supporting the administrative management of the mission’s human resources.
By virtue of his duties vis-à-vis the association, the position of Human Resources Employee requires a high sense
of integrity; Première Urgence Internationale cannot tolerate any conflict of interest or embezzlement.

and associated activities teams concerned and submit the whole to the Human Resources Coordination Officer. – Contribute to Disseminate these offers after validation and prepare the sign-in grids for the deposit of the

records if applicable.
– Participate, if necessary, in the examination of application files and selection interviews.
– Participate, if necessary, in the drafting of interview grids, selection tests and the drafting of the
selection report.
– Check, in collaboration with the Human Resources Coordination Officer, the recruitment offers
received from the bases before transmission to the Human Resources Coordinator for
validation.
– Call, at the request of the Human Resources Coordination Officer or the
Human Resources Coordinator, the candidates selected at the various stages of the
recruitment process.
– Ensure, in collaboration with the Human Resources Coordination Officer, that the recruitment processes
are traceable and transparent.
2. WELCOMING NEW ARRIVALS AND MONITORING PERSONNEL FILES
– Develop, update, complete or print the documents related to taking up a position and submit them to the
Human Resources Coordination Officer.
– Distribute the letter or email constituting the administrative file before the scheduled start date
of the contract.
– Participate in the reception of new staff and contribute to the administrative briefing with a
presentation of the welcome kit, HR procedures, contract, RI, PUI charter and code of conduct
.
– Ensure that each employee’s file is complete, in accordance with the rules of the Première
Urgence Internationale mission and compliance with national labor legislation.
– Contributes to controlling the end dates of the contract and anticipating renewals in collaboration with the
Human Resources Coordinator and sending requests for confirmation of
renewal or transfer to the Human Resources Coordinator .
3. ARCHIVING
– Ensure that all documents relating to attendance, leave, recoveries and absences are archived
according to the mission procedure in the times provided for this purpose.
– Perform electronic and physical archiving of employee HR files.
– Carry out the electronic and physical archiving of files relating to recruitments carried out at the
coordination level once the recruitment process has been completed.
– Ensure that the recruitment files carried out at the base level are reported to the
coordination and classified according to the mission procedure.
– Compile and classify recruitment files for the entire mission.3
4. OTHERS
– Follow up on correspondence and letters in connection with external partners (CNPS,
Labor Inspectorate, Police Station, etc.) under the supervision of the (e) Human Resources Coordination
– Contributes to the preparation of HR reporting under the supervision of the
Human Resources Coordination Officer
Profile sought:
Hold a Bac + 2 in) or equivalent in Human Resources Management.
 Professional Experience:
– Experience of at least 1 year in a similar position.
– NGO experience is an asset

Conditions
 Position based in Yaoundé (Centre region)
 Part-time fixed-term contract of 20 hours per week.
