Solidarités International is a French humanitarian organization present in Cameroon since July 2014. Since 2014, the mission has been carrying out several emergency and post-emergency programs in the East and Far North regions. After a first base opened in Garoua Boulai in 2014 to respond to the Central African crisis and the massive influx of CAR refugees in the region, then in Makary in early 2017 to respond to the Lake Chad Basin crisis, SI opened in October 2017 a base in Mokolo, then Maroua in order to meet the basic needs of vulnerable populations in the border areas of the Mayo Tsanaga department. Thus in Cameroon, Solidarités International intervenes in the areas of water,

 

 




 

He. Responsibilities and job description

The multi-sector activity manager provides support in defining and monitoring the project in close collaboration with the local partner.
The multi-sector activity manager responsible for implementing and achieving the objectives defined in the operation proposals. As such, he (she) is responsible for the proper execution of the quality of Food & Nutrition Security, Water, Hygiene and Sanitation, cash transfers and, if necessary, proposes adjustments and developments to ensure their relevance.
He (she) is responsible for supervising the operational teams assigned to his activities. “(she) provides regular reporting on the progress of activities to the PR. He (she) participates in the drafting of donor reports.

 

 

 

Diagnosis and project design

  • Participate in the identification of new areas of intervention
  • Participate in the preparation and realization of diagnostics
  •  Participate in the design, financial, human and logistical dimensioning of the programs to be implemented
  •  Write the annexes and technical chapters (including logical framework) of the operation proposals
  •  Implement activities in compliance with the annual operational strategy, Solidarités International technical requirements and donor criteria
  •  Participate in the development of the team’s capacities (WASH, Shelter/AME, Food security, cash transfers) on techniques or new methodologies for implementing activities.
  •  Regularly monitor indicators of activities, results of the agricultural program(s) and contextual monitoring.
  •  Develop with the Program Manager the methodological tools and documentation necessary for the proper implementation of actions (study and diagnosis, planning tools, training material, evaluations, etc.)

 

 

Implementation and operational monitoring

  •  Plan, in collaboration with the operational teams, food and nutrition security activities, water, hygiene and sanitation, cash transfers
  •  Supervise the implementation of Food & Nutritional Security, Water, Hygiene and Sanitation, cash transfer activities in accordance with defined deadlines and technical specifications
  • Regularly visit the sites covered by the activities
  •  Evaluate the relevance of the activities carried out, the effectiveness of the interventions and their adequacy with regard to the evolution of the context and the needs of the beneficiary populations Propose adjustments for the programs if necessary
  •  Ensure the achievement of the results of the activity for which he is responsible
  •  Propose and implement indicators for monitoring food security & nutrition activities, water, hygiene and sanitation, cash transfers

Contribute with the program manager to the improvement of activities carried out in the field

  •  Propose reorientations of Food & Nutritional Security, Water, Hygiene and Sanitation, cash transfers activities according to the evolution of the context and indicators
  •  In collaboration with the administrative department, contributes to the development of budgets relating to his/her activity(ies) and monitors expenses and provisional budgets Prepare purchase requests (BCI) and follow his orders with the logistics department
  •  Report to the PR all the logistical and financial needs identified
  •  Report to the logistics department the status of decentralized stocks (“field” stock) Participate in the updating of financial, logistical and operational monitoring tools for food & nutrition security, water, hygiene and sanitation, monetary transfers (budget monitoring, monitoring BCIs and operational monitoring).
  •  Check that the safety of people and equipment on the work sites and/or construction sites is guaranteed.
  • Capitalization
  •  Write capitalization documents respecting Solidarités International tools;
  •  Write the handover reports before the end of his employment contract, and transmit to the interested parties on the mission;
  •  Ensure the distribution of Solidarités International technical documentation.

Human Resource Management

  •  Welcome and brief new employees/service providers or volunteers working under his responsibility;
  •  Be the functional link with the teams of the implementing partner;
  • Supervise, support the team under his responsibility;
  • Facilitate workshops and regular or ad hoc meetings;
  •  Evaluate and assess the performance of the members of his/her team(s);
  •  Identify the development potential of the members of his/her team(s) and send the information back to the Program/HR Manager of the base;
  •  Participate in the assessment of the performance of his team, identify potential for development and report them to his Program Manager; Ensure compliance with safety rules by his/her team(s).

Reporting / communication / representation

  •  Report to whom it may concern any information on the security context or any event having a possible consequence on the activities of Solidarités International and the security of the teams;
  •  Write regular reports on the progress of the activity(ies) for which he is responsible; Write reports and annexes related to his/her activity(ies) for donor reports and/or endorsements;
  •  Ensure compliance with deadlines and formats for the submission of reports;
  •  Communicate with the Team Leaders on the progress and the results obtained from the activity(ies);
  •  Support the Team Leader in estimating the human, logistical and financial needs necessary for the different stages of implementation of activities in their respective sectors;
  •  Support technical staff in drafting specifications and terms of reference;
  •  Plan and supervise awareness and distribution activities (EHA, Shelter/AME, Food Security);
  •  Supervise the implementation of construction/rehabilitation activities in accordance with the deadlines and technical specifications defined;
  •  Ensure the good cohesion of the team through effective communication (proximity to the team, organization of meetings…);
  • Carry out staff evaluation in accordance with HR procedures;
  •  Manage, with the support of the Project Manager if necessary, any internal conflicts within the team through mediation, communication, evaluations, individual interviews, or any other method appropriate to the situation;
  •  Ensure compliance with administrative, logistical, operational and health procedures by the staff under his responsibility;
  •  Locally maintain an operational communication network and good relations with government/local authorities, donor representatives, UN agencies and
  •  other international agencies in conjunction with the Program Manager and the Field/LOG Coordinator;
  •  Ensure the representation of Solidarités International at his place of employment at meetings or forums concerning activities (EHA, Shelter/AME, Food Security).

III desired profile

KEY SKILLS

  •  Level: Bac + 3 minimum, in rural development, Agronomy or any other field related to Food Security, Nutrition, WASH;
  •  Desired professional experience: 2 years in the humanitarian sector;
  •  Mandatory experience in a humanitarian SAME or Nutrition program within an international organization;
  • Desirable experience in the field of SAME / Wash;
  • Knowledge of the Far North of Cameroon;
  • Knowledge of issues and monitoring and evaluation tools;
  • Ability to manage a team;
  • Good writing skills and capacity for synthesis;
  • Experience in negotiation, coordination and communication;
  •  Excellent level of French, knowledge of the local language desired; Good knowledge of basic software (Word, Excel, Outlook, Power point etc.).

REQUIRED QUALITIES 

  •  Diplomat and good communicator, autonomy, independence, initiative; 
  • Organizational skills (important) at field level; 
  • Open-mindedness, rigour, dynamism, reactivity.
