OFFER DESCRIPTION

CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF AN EXPERT.E IN COMMUNICATION FOR THE SUPPORT PROGRAM FOR MUTATIONS IN THE COTTON BASIN – SUPPORT PROGRAM FOR RURAL DEVELOPMENT OF GERMAN COOPERATION, IMPLEMENTED BY THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT GmbH IN YAOUNDE.

  1. Context

The Rural Development Cluster (CDR) is made up of several projects in the sector that aim to improve the economic situation of the rural population, especially women and young people in Cameroon. The target group of the projects varies between the technical ministerial departments involved, the specialized institutions, the practical agricultural training schools and the private sector associated with the organizations of producers and processors and the small and medium-sized enterprises (SMEs).




 

To ensure the visibility of the projects and the implementation of the various aspects of communication, the Rural Development Cluster (GIZ/CDR), in particular the Accompaniment Program for Changes in the Cotton Basin – Rural Development Support Program (ABC-PADER), co-funded by the European Union and German Cooperation, is looking for a communication expert based in Yaoundé.

 

  1. Area of ​​responsibility

The incumbent will allocate 60% of his time for the ABC-PADER program and 40% of his time for other CDR projects. The expert will be responsible for the quality control of the communication and its consistency with other GIZ projects. This role will ensure consistency and complementarity in terms of visibility, by ensuring the implementation of the communication and visibility plan drawn up according to the procedures of the European Development Fund.

 

 

 

  1. Allocations

In this context, he it has the following responsibilities:

External communication

  • Develops, ensures the implementation and monitoring of communication concepts (digital communication concept, participation in fairs, radio broadcasts, for example) and the choice of types of publications and production (design, content, layout, printing, distribution) ;
  • Designs and produces a quarterly newsletter or any other publication that regularly informs other projects and partners of the activities of the Cluster projects;
  • Ensures strict compliance with GIZ/BMZ corporate design standards and European Union communication and visibility rules (in the context of co-financing) for the layout of all communication media, reports, etc. ;
  • Ensures press relations for media coverage of events and activities in the field in collaboration with the communication managers of the partners and the Yaoundé Regional Office (BRY);
  • Manages the design/production of public relations material (notepads, personalized folders, pens, roll ups, banners, etc.);
  • Supports colleagues in optimizing the layout of various project reports and other publications intended for an external audience;
  • Ensure the updating and content of an interactive map of the ABC-PADER Program and consider the possibility of setting up the same system for other CDR projects/programmes;
  • Supports the design of appropriate communication and public relations tools with partners and/or beneficiaries (brochures, information sheets, other publications);
  • Provides support for the organization of events for Cluster projects/programmes and especially visits by high-level delegations (donors, GIZ officials, ministers, etc.).
  • Assumes any other task requested by the superior.

 

 

 

Internal communication within the Cluster and GIZ Cameroon

  • Development of the capacities of colleagues on essential communication subjects and for the good mastery of communication tools;
  • Ensures the exchange of information and news between the projects of the Cluster;
  • Ensures visibility of cluster projects/programs in GIZ communication channels (BRY Newsletter, websites, Facebook, IDA Cameroon, Digital Digest) and partners for general questions on cluster projects/programs and/or its activities in close collaboration with the colleagues responsible for the various technical files (writing articles for the newsletter and local GIZ brochures, the GIZ website, etc.).

REQUIRED PROFILE

    1. Qualifications, skills and experience required

    Qualifications

    • Bac+5 in a specialty related to journalism, communication, public relations, sociology or similar qualification.

    Professional experience

    • Have at least 5 years of professional experience in a similar position;
    • Experience in GIZ and in development organizations is desirable.

    Other knowledge/skills

    • Have excellent writing, design and graphic skills;
    • Knowledge in the rural/agricultural sector is an asset;
    • Have excellent management and organizational skills;
    • Have excellent communication skills;
    • Have a very good practical knowledge of the use of information and communication technologies;
    • Willingness to develop innovative products for different target groups;
    • Have a constructive attitude in the event of difficulties or conflicts;
    • Respond positively to criticism and differing points of view;
    • High level of personal initiative;
    • Ability to work under high pressure;
    • Great flexibility and adaptability;
    • Meticulousness and precision;
    • Have a sense of aesthetics;
    • Interest in rural contexts and issues;
    • Have very good knowledge of French and English, both written and spoken;
    • Knowledge of German is an advantage.
