BACKGROUND position

The Violence Prevention and Response Unit (VPRU) works to reduce people’s risk of violence, support their recovery and promote transformative work for a violence-free future. The unit houses expertise in child protection, protection and rule of law, and women’s protection and empowerment to support women, children and other at-risk groups through child abuse prevention programs. violence that help stop violence before it happens, and violence response programs that provide life-saving services to people affected by violence. VPRU has programs in over 40 countries in Africa, Asia, Latin America and the Middle East.

 

 

 

The Women’s Protection and Empowerment (PAF) team strives to achieve a vision that women and girls, together with their communities, work to create a world where they are valued and live in free from violence, and can exercise their rights to promote their safety, equality and voice. The team supports programs to adhere to minimum standards and good practices in preventing and responding to gender-based violence and to address the safety, health, psychosocial and justice needs of women and girls who experience violence.

JOB OVERVIEW
As the PAF Technical Advisor for Central Africa, alongside another PAF Technical Advisor, you are responsible for ensuring high quality technical assistance to an IRC region comprised of 6 country programs. You will promote and collaborate with relevant stakeholders to deliver high-quality, high-impact interventions that are informed by evidence and best practices, context-specific, guided by client and partner voices, and broadly inclusive .

 

 

Program Design and Proposal Development: You will help national programs design winning submissions and generally position IRC for continued success in our technical areas:
• Support the designated Country Programs Technical Lead by participating and/or facilitating program design meetings
• Promote and support design collaboration with partners and clients
• Advise on program modalities and partnership development strategies based on how best to support, complement and strengthen local systems
• Advise and/or provide hands-on support on assessments, including the application and contextualization of technical standards
• Review the quality of technical design, including alignment of narratives, logframes and budgets with IRC standards and results

Implementation support: you will support country program staff and other key stakeholders to implement technical interventions: •
Support national programs and other stakeholders in the recruitment and training of technical coordinators
• Assess program quality and inform improvements, providing follow-up support to country programs as needed
• Collaborate with country program colleagues to monitor and analyze key indicators to inform periodic review, adaptation of the program and course correction, if necessary
• Provide technical capacity building through mentoring,ongoing coaching and training for country program focal points

Knowledge and Learning: You will support IRC’s ongoing sector learning and technical leadership:
• Document lessons learned from program activities and share takeaways and opportunities
• Share learnings from different contexts with program staff across the region
• Update sectoral evidence in collaboration with global and regional staff to influence approaches
• Collaborate with other technical advisors in the region to promote leadership of integrated programming
• Contribute to the achievement of strategic priorities of the PAF and the Violence Prevention and Response Unit – VPRU
• Maintain industry best practices through continuous learning and development

PROFESSIONAL PROFILE
Success in this role requires someone with expertise in designing and delivering technical assistance to GBV programs, and with a deep understanding cultural, societal and political contexts in at least one of the regions where IRC operates.

Work experience:
• A minimum of 5 years of relevant experience implementing and/or managing GBV programs, with programmatic field experience in a service delivery organization, NGO or international agency .
• Experience and familiarity with related donors, agencies and country contexts required, preferably in humanitarian and transitional post-crisis contexts.
• Demonstrated expertise in the design, monitoring and evaluation of technical programs, with the ability to translate concepts and strategy into measurable actions.

Demonstrated skills and competencies:
• Excellent verbal and written communication skills
• Strong organizational and time management skills; proven ability to prioritize and deliver projects on time and independently.
• Demonstrated ability to navigate a dynamic, cross-functional and global team structure in a large multinational organization.
• Demonstrated ability to work effectively with internal and external stakeholders at all levels.
• Strong analytical problem solving skills.
• Very good knowledge of Microsoft Office tools.
• Ability to manage and adapt to change proactively and positively.

Education: Bachelor’s degree in GBV, gender, public health, social work, humanities or relevant field required, master’s degree preferred.

Language skills: Excellent spoken and written French is essential. Fluency in English highly appreciated.

Key Working Relationships: This position reports to the PAF Senior Technical Advisor within the VPRU Unit, based in London. This position may potentially supervise occasional consultants and/or interns. Regular communication with other VPRU colleagues, Economic Recovery and Development, Education, Governance and Health technical unit staff, regional and country program teams, fellowship management staff and grants, as well as other internal stakeholders.

Work Environment: Standard office work environment. This role may require international travel up to 40% of the time. This role is based in one of our international hubs in Dakar or Nairobi. Other IRC locations may be possible.

For staff based in IRC’s New York or London offices: This role may require full or part-time remote working and part-time remote employees may be required to share workspaces.
