Senior Officer, People and Culture (Open to Cameroon Nationals Only), Yaounde, Cameroon

Po s it i on S ummary

This position will be an integral part of AWF’s global People and Culture team and will support all generalist HR functional areas across the organization but with a primary focus on AWF’s Central and West Africa operations in Niger, DRC and Cameroon. In liaison with the supervisor, the role will provide advisory, operational and technical HR support services in a professional, customer focused and effective manner. These services include but are not limited to recruitment and selection, employee relations, remuneration and benefits management, payroll policy development and compliance, change management and culture enhancement initiatives.

The jobholder will be responsible for regular updating of AWF’s HR Information Systems to ensure that workforce data is recorded accurately in the HR systems to facilitate proper and meaningful analysis for information reporting, HR management, workforce development and planning and to produce regular management information on KPI’s. In addition, the role holder will ensure that key information is easily accessed and properly drawn on by the different groups, information is well filed, in both soft and hard copies where applicable.

 

 




 

This position may require occasional travel to field offices and HQ.

Re sp o ns ib i l it ies: A. Recruitment & Selection

  •  Coordinate recruitments, assist with the development and review of job descriptions, post advertisements, respond to applications, short-list candidates, schedule interviews, (as applicable) assist in selection process, prepare interview and recruitment reports and conduct reference and background checks on selected candidates.
  •  In liaison with the supervisor, provide guidance to managers on the recruitment process including, appropriate compensation packages and recruitment options and job boards.
  •  Circulate vacancies and place them on appropriate job boards and ensure job advertisements on AWF website are up-to-date.
  •  Generate employment offer letters and contracts, including new contracts, amendments, and renewals and electronically file executed documents.
  •  Support employee onboarding, off boarding and ongoing people related processes in the relevant countries.

 

 

 

 

B. Systems, Policies and Procedures

  •  Participate in updating HR policies, HR templates and related documents as needed.
  •  Suggest changes to the policies aligned to the relevant laws in each country of support.
  •  Makes recommendations for policies and activities to improve the organizational culture including suggestions to attract and hire qualified candidates, to motivate and retain employees, to address staffing issues, and to maintain legal compliance.
  •  Ensure compliance with data privacy regulations and best practices.
  •  Support in the implementation of policies and processes such as performance management, on boarding, training, talent acquisition & retention.
  •  Maintain HR information systems. Ensure that workforce data is recorded accurately on HR systems to facilitate proper meaningful analysis for information reporting, HR management, workforce development and planning and to produce regular management information on KPI’s.

 

 

 

C. Payroll Management

  •  In collaboration with the Finance teams, coordinate the outsourced regional payroll where applicable, update data to reflect new hires, terminations, changes in employment terms and benefits eligibility.
  •  Ensure all statutory payments are submitted and filed by or before the different set deadlines.
  •  Ensure accurate and consistent filing of payroll data, reports, payslips and relevant documents.
  •  Act as a point of contact with the Finance teams to coordinate accurate and timely monthly payroll processing ensuring that all staff are paid accurately.
  •  Support in payroll inputs while working closely with the finance teams on a monthly basis.

D. Benefit Administration

  •  Facilitate work permits requests for International staff to ensure timely inclusion of staff on the benefits and communicate these changes.
  •  Coordinate and provide support to staff members around relocations, temporary accommodation, starting and leaving procedures, travel insurance, per diems, visas, work permits, workstations, health, safety and office equipment.
  •  Manage the different local insurance benefits in close partnership with the various vendors.
  •  Respond timely to employee inquiries regarding payroll and benefits.
  •  Support the supervisor in compiling, updating and maintaining a detailed benefits schedule and fringe benefits.

Other duties

  •  Support an effective performance management process.
  •  Participate in AWF’s People and Culture change initiatives.
  •  Ensure maximum efficiency for the People and Culture function and systems, from hiring and payroll to employee training and development.
  •  Support the management of compliance issues
  •  Serve as an trusted partner to leaders and staff,

Requirements and Skills

  •  Bachelor’s degree in Human Resources, Business Administration, Labour Relations, Psychology or related. Master’s degree is an advantage.
  •  At least 6 years progressive experience in Human Resources and consistent with above responsibilities.
  •  Ability to manage sensitive and confidential matters with the highest level of professionality.
  •  Demonstrated expertise in labor laws and human resource practices specific to Niger, Cameroon and DRC. Knowledge of other parts is an advantage. Proven experience in an international context with strong ability to interact at all levels within the organization.
  •  Ability to balance staff and organizational needs in an objective manner.
  •  Demonstrated professional and personal maturity and comfort working with all levels of staff .
  •  Excellent organizational skills and possess the ability to work collaboratively in a team environment.
  •  Professional, diplomatic and thoughtful communication skills.
  •  Experience of managing People Data and Metrics.
  •  Fluency in written and spoken English and French is a must.
  •  Ability to work under minimal supervision.
  •  High emotional intelligence with excellent interpersonal skills.
  •  Strong problem-solving skills, organizational skills and attentive to detail.
