Appointments with technical cooperation contracts do not confer the right to a career in the ILO or to automatic renewal of contract or conversion to a commitment of another nature within the Organization. Furthermore, extensions of technical cooperation contracts are conditioned in particular on the following elements: the availability of funds, the continuity of the need for the functions carried out and satisfactory services and conduct.

Introduction

Long considered a haven of peace and a driver of sub-regional integration, Cameroon has been facing multiple security and humanitarian challenges since 2013. These are the attacks perpetrated by the Islamic sect Boko Haram in the Far North, the large flow of refugees in the eastern region and in the northern zone which has favored the emergence of social conflicts linked to the displacement of populations and access to resources. There is also the stalemate of the socio-political crisis in the English-speaking regions of the North-West and South-West since 2016. The security crises have increased the vulnerability of the Cameroonian population and young people in particular, who represent 77, 8% of this population (3rd RGPH).

It is in this context that four UN Agencies (UNESCO, ILO, ONUFEMMES and UNFPA) obtained joint funding from the UN PBF to implement the project “Support for the implementation of the National Civic Education Program for the strengthening peace, peaceful cohabitation and living together in communities affected by crises in Cameroon.” This project highlights knowledge and respect for civic and citizen values ​​by young people as the basis for promoting peaceful cohabitation, the spirit of entrepreneurship, intergenerational dialogue and community management of resources.
The interventions will be based mainly on the National Development Strategy (SND 2020-2030), the national youth policy, the Cameroonian national integration strategy, the National Civic Education Program through Moral, Civic and Entrepreneurial Rearmament (PRONEC- REAMORCE) and the national youth, peace and security commission. As for the United Nations, the project aligns with ILO Recommendation No. 205 on Decent Work for Peace and Resilience, which frames the role of the ILO in the Humanitarian-Development-Peace (HDP) Nexus. , to the United Nations Cooperation Framework Plan for Sustainable Development in Cameroon 2022-2026.

The ILO mainly ensures the lead on the implementation, monitoring and evaluation of result 2 of the Project, namely “Sustainable peace and living together in communities are promoted through the strengthening of technical skills and the spirit of young women and men, including the vulnerable”. Although the geographical target of the project is 40 communes in 8 regions of Cameroon, the ILO’s interventions will be concentrated in 8 communes taking into account the available budget, its interventions already underway and the priority communes of the Nexus. The ILO will use several national implementing partners to rapidly scale up its activities. The Project team, based in Bertoua, will be composed of a National Project Coordinator, a Program Assistant and a Messenger Driver.

The National Coordinator (CNP) will be primarily responsible for the smooth running and management of the project, as well as the achievement of the targeted results and products. He will have to ensure that the activities are implemented within the strict deadlines set. He will be assisted in the implementation of project activities by a Program Assistant for questions of monitoring-evaluation, administration and finance and communication.

Essential Functions and Responsibilities

The National Project Coordinator will work under the general responsibility and direct supervision of the Director of ETD/BP – Yaoundé. He/she will be under the technical supervision of the Business Development and Job Creation Specialist and will also benefit from technical support from the SME/ENTERPRISE, CSPR and SKILLS/EMPLOYMENT units at ILO headquarters in Geneva. He/she will be responsible in particular for: Summary

of the main tasks and responsibilities:

1. Prepare, in consultation with all stakeholders, joint annual, semi-annual and quarterly budgeted work plans focused on results and consistent with the orientations of the Technical Committee and the PBF Secretariat of Cameroon, and submit them to the ETD/BP-Yaoundé;

2. Coordinate the implementation of activities, in conjunction with national implementation partners (Ministries, FNE, CMPJ, Vocational Training Centers, youth-led NGOs, social partners, etc.) as well as with other Agencies Joint Project partners (UNESCO, UNWOMEN, UNFPA);

3. Ensure synergy between the activities of the ILO component and those of the other components of the Project, or even those of similar projects implemented in Cameroon by other partners, for complementarity and good coordination of the actions of the HDP nexus in the country ;

4. Regularly provide relevant information relating to the activities of the ILO project, as well as the periodic reports expected; Constitute a base of information and monitoring of activities, communicate and ensure good visibility of the PBF and the achievements of the ILO project; Record good practices and lessons learned to improve such similar projects in the future.

5. Develop and implement the monitoring-evaluation plan for the ILO component which will be integrated into the joint monitoring-evaluation plan, in accordance with the broad outlines of the Project monitoring-evaluation mechanism contained in the project document; Provide the remaining baselines for certain indicators of the ILO component; Evaluate the extent to which strengthening the technical, professional and entrepreneurial capacities of young people have contributed to peace and social cohesion in the municipalities of intervention.

6. Prepare and support monitoring and evaluation missions, including the final independent evaluation which will be conducted with the involvement of the PBF Secretariat.

7. Develop, in the Project launch phase, the sustainability strategy of the ILO component which is integrated into that of the Joint Project, in accordance with the guidelines of the Project sustainability strategy contained in the project document.

8. Contribute to the adaptation of documents and training programs useful within the framework of the ILO Project;

9. Identify implementing partners, consultants, draft terms of reference and monitor the work of implementing partners and consultants involved in the implementation of the ILO project; gather and verify the information necessary for the preparation of external collaboration contracts, service contracts and implementation partnership contracts, for the implementation of program activities;

10. Contribute to the administrative and financial management of the project in relation with the competent services of ETD/BP-Yaoundé;

11. Contribute to the preparation of concept notes and/or the formulation of project documents for resource mobilization;

12. Carry out any other tasks that may be entrusted to him by the hierarchy according to needs and for the smooth running of the project.

Required qualifications
Training

The position holder must have obtained an undergraduate university degree (Bachelor’s degree or equivalent) in one of the following fields: economics, entrepreneurship, professional training, peace, social sciences, political science, law, international relations or similar fields.

Experience

At least three years of professional experience working at the national level, in youth employment and entrepreneurship, with relevant experience on issues of peace and social cohesion in Cameroon.

Experience in planning, management, coordination, monitoring and evaluation of development cooperation projects is essential. Good knowledge of youth participation in peacebuilding is essential. Good knowledge of the ILO, national tripartite mandates and Cameroon’s technical and financial partners would be an asset.

Languages

​​Excellent knowledge of French. The ability to read, speak and write in English will be considered an asset.

SKILLS

– Ability to implement and manage development cooperation projects, including negotiations with the Government and social partners, monitoring and evaluation techniques and practices, and carrying out surveys;

– Good knowledge of the role and functions of the activities of the ILO and United Nations system;

– Excellent organizational skills and ability to work independently and diligently;

– Excellent communication, writing and analytical skills;

– Ability to adapt and develop training materials, write coherent technical and financial reports in accordance with ILO and PBF standards and strictly respect deadlines;

– Know how to communicate information and ideas clearly and effectively, adapting the language, tone and style to the interlocutors;

– High level of integrity, professionalism, personal discipline, and impartiality;

– Knowledge of MS Excel, Word and PowerPoint, use of social networks;

– Ability to defend social, ethical and organizational standards and values ​​specific to the ILO;

– Ability to link the project to other initiatives of the decent work program in Cameroon;

– Ability to create broad and effective professional networks internally and externally.

– Be comfortable carrying out frequent field missions and in vulnerable areas.

– Being able to anticipate and prepare in order to manage difficulties.

– Ability to work in a multicultural environment and demonstrate non-discriminatory and gender-sensitive behavior
