The Lutheran World Federation (LWF)
is a global communion of churches of the Lutheran faith comprising 148
member churches in 99 countries around the world, with 77 million Christians. World Service
represents the humanitarian and development service of
the Federation whose actions are defined around three key areas: Livelihoods
, Quality Services and Protection &
Social Cohesion, which include transversal axes such as Climate Justice,
Gender Justice and Advocacy for respect for Fundamental Rights.
The Lutheran World Federation has its headquarters in Geneva, Switzerland. It has been
present in Cameroon since 2014 and operates mainly in the areas of
livelihoods (Livelihoods), Education, Peace and social cohesion,
Environment / Energy and, Water, Hygiene and Sanitation (WASH); in four
regions namely: the East, Adamaoua, the North and the Far North with a representative office
in Yaoundé in the Center region
As part of the new project “Nature-based Solutions – NBS” with the technical support
from “Canadian Lutheran World Relief” (CLWR) and financial support from “
Global Affairs Canada” (GAC), the FLM is recruiting:
Position title: One (01) Zone Coordinator
Reporting to: Program Coordinator
Place of assignment: Kousseri
Duration of contract: One year renewable depending on performance with 3 months of
trial period.
Main objective of the position:
The Project Area Coordinator is responsible for the overall management of the project,
planning, implementation, monitoring and evaluation of activities, Quality control
and Accountability of the Project.
He/she will be based in Kousseri, Logone and Chari Department, Far
North Region of Cameroon with frequent travel to the
Project implementation sites and villages. He/she will report technically to the Coordinator
cross-border project and will have a line of supervision from the
Program Coordinator.
He/she supervises the livelihoods/Environment and Peace, Soc.cohesion &
Gender officers.
He/she works in close collaboration with the Ndjamena support departments
(Finance, Logistics, Human Resources and Administration) to ensure
the application of FLM procedures and overall objectives, the conformity of
narrative and financial documents, regulations, donor requirements
and periodic reporting.
Specific Job Responsibilities
➢ Promote the overall objectives of the LWF in the execution of work and facilitate
the involvement of target groups through a participatory and
capacity-building process as well as the integration of the
Rights-Based Approach;
➢ Represent, where necessary, the FLM in the Region to partners, authorities
at all levels, villages and population groups;
➢ Be responsible for the effective coordination and management as well as the
implementation, monitoring, evaluation and quality control of
project operations;
➢ Be the technical guarantor in the areas of Livelihoods,
Economic Inclusion, Environment and Promotion of innovative solutions
based on nature, quality Services and Protection & Social Cohesion.
As such, he must develop guides and/or intervention strategies for
the operationalization of activities and provide the
necessary and essential technical guidance to the technical and support teams of the project;
➢ Be the guarantor of management, procurement and finance procedures for
all FLM operations in the region of assignment. As such, he is
required to strictly follow the procurement procedures of the FLM
and/or those of the donor in the event that their requirements are stricter than
those of the FLM procurement manual;
➢ Be the guarantor of the process of targeting and identification of beneficiaries and
needs, as well as the monitoring of project indicators;
➢ Be the guarantor of the protection of the database containing all
confidential information on the beneficiaries of the project;
➢ Liaise and collaborate closely with state
administrative and traditional structures in the province;
➢ Actively participate in workshops, technical meetings,
formal coordination meetings in clusters and sectoral groups in order to promote
a coordinated approach to project implementation and keep the
national coordination of the LWF Cameroon program informed;
➢ Develop, in conjunction with the project teams, the detailed overall planning
of the project and ensure a common understanding of the content and approach
of the project by each member of the team;
➢ Develop, in conjunction with the logistics and finance teams, the
overall project procurement plan for submission and approval by the
national coordination office in Yaoundé;
➢ Ensure appropriate and periodic monitoring and evaluation of each of the
project interventions with a view to facilitating rapid decision-making and acting
proactively;
➢ Production of weekly, monthly, quarterly, half-yearly and
quality and timely final results in accordance with the requirements and formats of
the LWF and/or the donor;
➢ Ensure control and monitoring of the application of CHS standards and
complaints collection and management mechanisms during the implementation of
project activities;
➢ Advocate complementarity between the different FLM projects in the region;
➢ Manage and promote lessons learned, good practices, exchange
of information through periodic meetings with all
FLM field staff in the Region;
➢ Supervise all project staff (technical and support) in your province
according to the established organization chart, ensuring exemplary leadership,
tailor-made periodic supervision and providing the team, within the limits of its
responsibilities, with all other support for the accomplishment of tasks according to
quality and accountability standards;
➢ Enforce the content of the Code of Conduct, the LWF PEAS policy and
the Safegaurding and Child Protection policy;
➢ Collaborate effectively with other project teams from other provinces,
teams from other LWF projects as well as those from LWF
support departments (finance, logistics, human resources and administration)
who must provide partial support to the project;
➢ Periodically provide briefing, debriefing and orientation sessions
induction for project staff assigned to their province, including briefings
on transparency, accountability, security and
overall FLM Cameroon program guidelines;
➢ Coordinate regular project staff meetings, develop the agenda
and produce reports;
➢ Be responsible for the safety of project staff as well as project assets
and those of the FLM overall in the Region;
➢ Execute, within the limits of his responsibilities at FLM and overall support
to the FLM Cameroon program, all other tasks (interim work for other
managers on leave, contribution to the development of new proposals
project, carrying out formal or informal surveys and studies, etc.) entrusted
by his/her hierarchical supervisor, the national program coordination and
the Country Management Team.
Qualifications required
1. A higher education diploma recognized as Baccalaureate level + 5
university years in Environment/Renewable Energy, Agronomy, or
in other fields of study directly relevant to the position,

Recruitment procedure
• Recruitment will be carried out according to the following procedure:
– Examination of files
– Pre-selection of candidates
– Written test/and or oral interview (Only pre-selected candidates).
• The application files are composed of:
– A Curriculum vitae containing three (03) reference people
mentioning their emails and telephone contacts,
– A letter of application addressed to the FLM Country Representative in
Cameroon.
– A cover letter addressed to the FLM Country Representative in
Cameroon,
– An extract from the criminal record bulletin number 3 dating back less than three
months,
– Copies of diplomas/work certificates.
