RECRUITMENT NOTICE  a Deputy Manager of the Vitamin A Project (VAS GIVEWELL)

Helen Keller International is a non-profit International Non-Governmental Organization whose mission is to save the sight and the life of the most vulnerable and disadvantaged people. She fights the causes and consequences of blindness and malnutrition by establishing data-driven projects and research work around vision, health and nutrition. Present in Cameroon since 1992, we intervene more specifically in the fight against Neglected Tropical Diseases and malnutrition.

 

As part of the implementation of the Vitamin A Supplementation (VAS) project, Helen Keller International Cameroon is launching a call for applications for the recruitment of a “VAS Deputy Manager”, based in Yaoundé , which will carry out the tasks described below:

 

Job title : VAS Deputy Manager

Duty station : Yaoundé, Cameroon with possibility of deployment or travel to Douala, Bafoussam and Ebolowa

Supervised by : VAS Project Manager

He Supervises : 3 VAS Associates from the Littoral, West and South regions

Type of contract : Fixed-term contract

Duration of the contract : 1 year renewable

 

Brief summary of the duties of the position.

Under the supervision of the VAS Project Manager, the SVA Deputy Manager provides support for the functions of coordination, planning, implementation and monitoring and evaluation of the major components. In addition, the Deputy Manager SVA supervises the activities of the VAS Associates in the coastal, western and southern regions. He will have collaborations with the M&E Officer, the VAS Project Officer, the VAS Associate, the Program assistant and the other projects of the Food System, Health system department as well as the support departments (Finance, logistics, procurement, IT communication, HR and Grants).

 

I-          Description of main responsibilities

Placed under the supervision of the VAS Project Manager, the VAS Deputy Manager will have the main responsibilities of:

  • Provide support for the coordination, planning, implementation and monitoring-evaluation of the Vitamin A / Givewell project

 

  • Supervise all VAS Associate activities in the Littoral, West and South Cameroon regions.

 

In addition, he/she will have to maintain functional relations with the M&E Officer, the VAS Project Officer, the VAS Associates, the Program assistant and the other projects of the Food System department, Health system as well as the support departments (Finance, logistics, procurement). , IT communication, HR and Grants).



Planning

 

Provides support to the VAS Project Manager for:

  • The definition of promising strategies in terms of preparing VAS campaigns and surveys, post-campaign coverage survey and monitoring at central and regional level;
  • The technique at the central and operational level for the preparation of annual action plans, the preparation of VAS campaigns, evaluations and their execution
  • The definition of a strategy for the implementation of routine VAS in the target districts in accordance with the transition plan

 




 

  • Development of an annual action plan for the vitamin A supplementation project (campaign and routine);
  • Ensure compliance of the project’s VAS activities with national strategies and policies and their integration into the annual plans of the health directorates involved at national, regional and departmental level;
  • The design of new projects and proposals.
  • The development of the work plan of activities for the support of the VAS Associates of the Littoral, West and South regions

Monitoring and evaluation

  • Ensure the effective implementation of the project in accordance with the monitoring and evaluation framework of the project;
  • Ensures the establishment of a joint monitoring and evaluation framework for the project between Helen Keller and the Ministry of Public Health;
  • Initiates and facilitates the holding of regular technical meetings with the various stakeholders at the central level and in the regions in order to monitor the proper implementation of the project;
  • Ensure the execution of activities in accordance with the work plan and target indicators.
  • Contributes to the development of the tools and guides needed to support the project, including training modules , social mobilization tools, advocacy tools and technical guides
  • Constitutes a base of information and follow-up of activities, communicates and ensures a good visibility of the achievements of the project;

 



 

  • Contributes to the search for new approaches and the evaluation of the impacts of strategies in the field of Vitamin A supplementation, and proposes a research activity at least once during the life of the project;
  • Contributes to the process of project evaluations including publications
  • Provides supervision of project activities in the field;
  • Support the M&E Officer in monitoring the conduct of post-campaign coverage surveys and monitoring;
  • Support the M&E Officer in the collection and analysis of data related to the execution of the project and propose the necessary improvements;
  • Participates in the preparation of quality programmatic and financial reports within the required deadlines;
  • Participates in work relating to the VAS in Cameroon and in the sub-region.

 Resource mobilization and management

  • Monitors all technical, administrative and financial activities to ensure effective operational implementation of the project
  • Participates in the development of project budgets;
  • Ensures the follow-up of the execution of the budgets in the respect of the procedures; financial contributions from Helen Keller and donors;
  • Participates in the preparation of the annual budget and the quarterly and annual financial report of the Project
  • Ensures timely availability of funds for the smooth running of activities according to the schedule.

 

Communication

  • Keeps informed on innovations in the field of micronutrients and fortification and sharing with our partners;
  • Ensures the visibility of the activities of the project and of Helen Keller at the national, regional and departmental level;
  • Participates in the writing and publication of articles in scientific journals.

 

Human Resource Management

▪     Sets performance targets for direct reports and monitors their performance through regular reviews and annual performance reviews.

▪     Provides appropriate and timely feedback to the Project Coordinator regarding staff performance, including annual staff performance.

▪     Supervises the VAS Project Associates of the regions for which he is responsible

▪     Ensures compliance with Helen Keller’s Human Resources procedures in the implementation of the project;

Capacity Building

▪     Coordinates the activities of the VAS Associates of the coastal, western and southern regions in order to ensure full and effective participation in project activities.

▪     Assists the VAS associate under his responsibility in the implementation of planned activities (training of all actors, supervision, coordination meeting, implementation, evaluation etc…) to ensure compliance with MOH directives and standards Helen Keller International.

▪     Document lessons learned through project activities in the coastal, western and southern regions and recommend future strategies and interventions.

▪     Provides support for the training of staff and partners involved in the execution of project activities.

 

Others

  • Provides support to other nutrition and micronutrient projects within Helen Keller’s office;
  • Accomplish, within the framework of his competences, any other mission and activity according to the needs of the project entrusted by the direct supervisor.

 

II- Qualifications and Skills :        

  • Holdera Master’s degree in Social Science, Development, Public Health or Master’s degree in Nutrition Humanitarian Action or equivalent;
  • Professional experience of at least five (5) years in the management of nutrition projects/projects preferably in an international NGO, in strategic planning, budgeting and project monitoring and evaluation;
  • Experience in relations with the government of Cameroon, NGOs and organizations of the United Nations system;
  • Experience in scaling up Nutrition projects, particularly in complex environments;
  • Have experience in the organization and supervision of mass nutrition or health activities ;
  • Have experience in conducting coverage surveys and monitoring;
  • Have a good command of data processing software:STATA, SPSS, Epi-Info, Power-Bi
  • Experience in leading and supervising teams;
  • Be familiar with the regulations of major donors;
  • Have an excellent level in French and a good command (spoken and written) of English;
  • Have excellent writing and communication skills, in writing project proposals and scientific articles and publications
  • Mastery of computer tools is mandatory: Word, Excel, PowerPoint, Outlook ODK, ONA, and web browsers and ease of use of the Internet;
  • Have very good interpersonal relationships;
  • Be able to solve problems;
  • Be able to work in a complex environment
