A Food Security and Livelihoods Activities Manager

I. Presentation of the organization
Solidarités International is a French humanitarian organization present in Cameroon since July 2014. Since 2014, the mission has been carrying out several emergency and post-emergency programs in the East and Far North regions. After a first base opened in Garoua Boulaï in 2014 to respond to the Central African crisis and the massive arrival of CAR refugees in the region, then in Makary in early 2017 to respond to the crisis in the Lake Chad basin, SI opened in October 2017 a base in Mokolo, then Maroua in order to meet the basic needs of vulnerable populations in the border areas of the Mayo Tsanaga department. Thus in Cameroon, Solidarités International operates in the areas of Water, Hygiene and Sanitation (WASH) and Food Security and Livelihoods (SAME).
II. Responsibilities and job description
The SAME activity manager provides support in defining and monitoring the project in close collaboration with the local partner.
The RA SAME is in charge of implementing and achieving the objectives defined in the operation proposals. As such, he (she) guarantees the proper execution and quality of the activities of the SAME implemented, and, if necessary, proposes adjustments and developments to guarantee their relevance.
He/she is responsible for supervising the operational teams assigned to his/her activities.
He (she) provides regular reporting on the progress of activities to the PR.
He (she) participates in the drafting of donor reports.
Diagnosis and design of projects
• Participate in the identification of new areas of intervention
• Participate in the preparation and realization of diagnoses
• Participate in the design, financial, human and logistical dimensioning of the programs to be implemented
• Write the annexes and technical chapters (including logical framework) of the operation proposals
• Implement activities in compliance with the annual operational strategy, Solidarités International technical requirements and donor criteria
• Participate in developing the capacities of the SAME team on techniques or new methodologies for implementing activities.
• Regularly monitor indicators of activities, results of the agricultural program(s) and contextual monitoring.
Implementation and operational monitoring
• Plan, in collaboration with the operational teams, the activities of the SAME.
• Supervise the implementation of the activities of the SAME in compliance with the deadlines and technical specificities defined
• Regularly visit the sites covered by the activities
• Assess the relevance of the activities carried out, the effectiveness of the interventions and their adequacy with regard to the evolution of the context and the needs of the beneficiary populations
• Propose adjustments for the programs if necessary
• Ensure the achievement of the results of the activity for which he is responsible
• Propose and set up indicators for monitoring the activities of the SAME
• Contribute with the SAM program manager to the improvement of the activities carried out on the field
• Propose reorientations of agricultural production activities according to the evolution of the context and indicators
• In collaboration with the administrative department, contributes to the development of budgets relating to its activity(ies) and monitors expenditure and provisional budgets
• Prepare purchase requests (BCI) and track orders with the logistics department
• Report to the RP SAME all identified logistical and financial needs
• Reporting to the logistics department the status of decentralized stocks (“field” stock)
• Participating in updating the financial, logistical and operational monitoring tools of the SAME (budgetary monitoring, BCI monitoring and operational monitoring).
• Check that the safety of people and equipment on the intervention sites and/or construction sites is guaranteed.

Capitalization
• Write capitalization documents while respecting the IS tools
• Write the handover reports before the end of his employment contract, and transmit to the interested parties on the mission and at the headquarters
• Be responsible for the distribution of the IS technical documentation.
Human Resource Management
• Welcome and brief new employees/service providers or volunteers working under his responsibility
• Be the functional link with the teams of the implementation partner
• Supervise, support the team under his responsibility
• Facilitate workshops and regular meetings or ad hoc
• Evaluate and assess the performance of the members of his/her team(ies)
• Identify the development potential of the members of his/her team(s) and send the information back to the Program Manager/HR referent of the Desk
• Participate to the assessment of the performance of his team, identify the potential for development and forward them to his PR SAME
• Ensure compliance with safety rules by his team(s)
Reporting / communication / representation
• Report to whom it may concern any information on the security context or any event having a possible consequence on the IS activities and the security of the teams
• Write regular reports on the progress of the activity(ies) for which he is responsible
• Write reports and annexes related to his/her activity(ies) for donor reports and/or endorsements
• Ensure compliance with deadlines and formats for reporting
• Communicate with Heads on the progress and results obtained from the activity(ies)
• Locally maintain an operational communication network and good relations with government/local authorities, donor representatives, UN agencies and other international agencies in liaison with the Program Manager and the Field/LOG Coordinator
Ensure the representation of Solidarités International at meetings or forums concerning the activities of SAME
III. Profile sought
KEY SKILLS
• Level: Bac + 3 minimum, diploma in the field of agronomy, socio-economics, rural development or equivalent.
• Desired professional experience: 2 years in the humanitarian sector
• Mandatory experience in a humanitarian SAME or Nutrition program within an international organization.
• Desirable experience in the field of SAME
• Knowledge of the Far North of Cameroon
• Knowledge of issues and tools for monitoring and evaluation
• Ability to manage a team
• Good writing skills and ability to synthesize
• Experience in negotiation, coordination and communication
• Excellent level of French, knowledge of the local language desired
• Good knowledge of basic software (Word, Excel, Outlook, Power point etc.).
REQUIRED QUALITIES

o Organizational skills (important) at the field level
o Open-mindedness, rigour, dynamism, responsiveness
