DESCRIPTION OF THE OFFER

CALL FOR INTERNAL AND EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A (01) TECHNICAL ADVISOR IN URBAN PLANNING FOR THE “GREEN MOBILITY YAOUNDE” (GIZ/ MoVe) PROJECT OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ) IN YAOUNDE.

 

A. CONTEXT

As part of global cooperation between Germany and the European Union, the “Green Mobility (MoVe) Yaoundé” project is part of the global “TUMI – Just mobility” project.

The objective of the project is to improve the access of the population, in particular women and marginalized groups, to active mobility in the city center (field of action 1) as well as to the mobility offer in the adapted transport sector (field of action 2) in Yaoundé.

 




 

It is based on urban plans, national strategies and recommendations from World Bank studies (“Inclusive and Resilient Cities Development Project”) aimed at improving pedestrian infrastructure in Yaoundé and a road map for transport. adapted, resulting from the “Yaoundé Cœur de ville” project (French Development Agency/AFD). Action area 2 focuses on improving shared taxi services: reviewing safety and service quality, driving the taxi regulatory process as well as developing a digital taxi licensing platform.

Action area 2 focuses on improving shared taxi services: reviewing safety and quality of service, piloting the taxi regulatory process as well as developing a digital taxi licensing platform. The project is developed in close collaboration with the Ministry of Housing and Urban Development (MINHDU) and the Urban Community of Yaoundé (CUY), in collaboration with partners from the European Union (EU) and the AFD and will be based in Yaoundé.

As part of its mission, the GIZ/MoVe Project is therefore looking for a (01)  Technical Advisor  in urban planning , as a focal point with the informal sector of urban transport and urban mobility.

 

 

B. AREA OF RESPONSIBILITY

The incumbent of the position is responsible for the following activities:

  • Support the planning, management and implementation of activities and deliverables defined in action field 2 – High quality informal transport – of MoVe Yaoundé,
  • Support collaboration with the local implementation partner (Communauté Urbaine de Yaoundé and AFD) in the planning, design and implementation of Action Field 2,
  • Support engagement with key stakeholders and all actors involved in the formalization of informal transport services (mainly vehicle owners, drivers and users).

In this context, the post holder has the following responsibilities:

  • Research, write and evaluate technical reports on key milestones, highlighting project findings and recommendations as well as assisting in the preparation of annual project reports to project donors (EU & BMZ),
  • Recommend acceptance, rejection or modification of proposed plans,
  • Recommend changes to the current informal transport ecosystem plan, in order to improve efficiency, reduce environmental impact, reduce costs or implement other improvements that will result in better integration of project activities into the local context and culture,
  • Focus on the implementation of urban mobility and the informal sector of urban transport,
  • Present studies to different institutions and negotiate cooperation,
  • Supervise the implementation of the proposed transformations,
  • Respect the project program and budget,
  • Assist the project director and international subject matter experts of the team in both aspects of the project,
  • Manage and actively participate in the technical design and monitoring of projects,
  • Participate in collaboration with all project stakeholders by advising and supporting them throughout the implementation of the project, for example through studies and presentations to different institutions and negotiating cooperation,
  • Assist in the planning, design and implementation of project communications and outreach activities as well as events.

 

 

 

REQUIRED PROFILE

D. REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCE

Qualification  :

  • Hold at least a master’s degree in transport and urban mobility, transport economics, urban geography or any other equivalent diploma.

Professional experience

  • Have at least 5 years of experience in urban transport planning and sustainable urban mobility,
  • Have worked on or participated in at least 3 sustainable urban mobility planning projects/studies in African cities,
  • Have a perfect knowledge of urban mobility systems in Cameroon, particularly artisanal/informal urban transport, and of local and national actors relevant to the professionalization of the informal transport sector,
  • Have a strong knowledge of artisanal transport in Cameroon.

Other knowledge/skills

  • Be sensitive to soft mobility planning,
  • Be sensitive to environmental issues and gender aspects,
  • Be able to work and lead the production of a multidisciplinary team,
  • Have technical rigor, analytical and synthesis skills, organizational skills, methods, team spirit and initiative,
  • Be available and involved, have a culture of results,
  • Have a perfect command of French with a good command of English; knowledge of German would be an asset,
  • Having experience in AutoCAD or PhotoShop would be added value.

Start date of the contract  :  November 1, 2023

Contract period  :  Fixed-term contract until May 31, 2025,  renewable for 02 years

Duty station  :  Yaoundé

Internal classification of the position  : Band  4T , under the hierarchical authority of the Project Manager.
