Job description of MEAL Coordinator
The monitoring and evaluation coordinator is a qualified and experienced staff member for the CoSMO project. The project is implemented by CENC with funding from the United States Agency for International Development (USAID).
Job Title: Monitoring, Evaluation, Accountability and Learning (REPAS) Coordinator

 

 




 

Key Responsibilities
Reporting to the Project Coordinator, the MEAL Coordinator will be responsible for supporting monitoring, evaluation, accountability and learning activities. This includes coordinating data collection and entry, carrying out regular quality assessments of physical (questionnaires and other collection) and electronic data, ensuring that the feedback and response mechanism of the project is functional and effective, support the implementation of the project accountability and learning process, support data use initiatives and capacity building of CoSMO staff using standard operating procedures of the project.
In collaboration with the Project Coordinator, the Case Management Coordinator; the liaison officer and the data entry clerk, the MEAL Coordinator is responsible for ensuring the implementation of the monitoring, evaluation, accountability and learning system within the CoSMO project. Under the supervision of the Project Coordinator, the MEAL Coordinator will be responsible for.
• Check and validate the physical forms completed by the case workers after validation by the CMC and the liaison officer to ensure that they are complete.

 

 

• Ensure the quality of data communicated in accordance with procedures; Inform the CMC, AL and Case Workers of any inconsistencies identified and follow up on relevant actions to provide feedback so that they can be corrected in a timely manner;
• Coordinate the real-time entry of quality data into the management information system by data entry clerks using standard tools validated by the project Support data entry clerks to ensure that they receive real-time field quality data and can meet their data capture goals;
• Cross-reference and validate data between source documents and the project management system after their entry by data entry clerks;
• Ensure follow-up with the CMC; liaison officer and data entry clerks to ensure that any inconsistencies between source documents and MIS are corrected in both sources in real time.
• Promote data use practices by conducting routine analysis of project KPIs to highlight the following and ensure corrective actions have been implemented to address them.
• Coordinate monthly data review meeting involving program/MEAL teams to ensure regular monitoring of performance and inform improvement strategies.
• Regularly train and supervise the CMC, liaison officer, social workers and data entry clerks on data collection tools and related quality requirements, using the various standard operating procedures put in place by the project ;
• Maintain copies of all MEAL SOPs and guidelines and ensure that program and MEAL teams are constantly informed of current MEAL SOPs;

 

 

• Perform basic data analysis to meet ad hoc or planned data needs, which will facilitate the compilation of monthly/quarterly reports;
• Support the project team in the interpretation of indicators and their use for decision-making purposes, while maintaining quality data in real time;
• After verification, ensure that the data received by the CENCICoSMO MEAL manager via the GIS are of good quality;
• Monitor the availability of standard data collection tools to ensure that CPs always have forms for field work;
• Conduct quarterly data quality assessments using a standard data quality assessment template provided by CoSMO and ensure implementation of corrective action plans formulated after the assessment
• In collaboration with the CMC, verify that robust support services (medical care, scholarships, legal support, etc.) provided to project participants are real and accurate Ensure that source documents for all participants are archived in accordance with the project archiving procedure
• Act as the point person for feedback and accountability for the project by actively seeking and responding to feedback from all members of the targeted communities and other stakeholders defined by the FCRM • Support the

implementation implementation of accountability and learning within the project;
• Regularly participate in monitoring and evaluation meetings as well as program meetings and share lessons learned, resolutions, challenges and recommendations for program implementation, Improve program quality, • Carry out any
other additional task entrusted by the CENC/CoSMO team
Qualifications and experiences
• Hold at least a higher national diploma in the field of data processing (statistics, IT, development, public health) and/or have significant experience in data processing;
• At least two years of experience in monitoring and evaluation. Experience within a local NGO or within the Orphans and Vulnerable Children (OVC) program would be an advantage
• I to 2 years of experience in data processing, preferably in a similar position within from a humanitarian and/or development organization •
• Good command of Excel and Word and experience working with databases such as Microsoft Access;
• Knowledge of the use of electronic data collection tools is an asset.
Skills:
• Computer skills (Word, Excel, Power Point)
• Good analytical skills
• Fluency in written and spoken English and French
• Composition of the file
• A cover letter (addressed to the Secretary General of CDD)
• IJn updated detailed CV
• A copy of the highest diploma
• Copy of the national identity card
• A copy of work certificates (and employer recommendation if possible)
