(SERA)

I. PURPOSES OF THE POSITION
Guarantee and support the implementation of Monitoring, Evaluation, Accountability and Learning (SERA) throughout
the project cycle and across the ACF Cameroon mission.

 




 

II. POSITION MISSIONS
Mission 1: Roll out the strategy and action plan of the SERA Department
The SERA Coordinator is responsible for:
 Designing and operationalizing the department’s strategy, prioritizing development areas through
a diagnosis of the SERA system within the mission;
 Establish clear SoPs (processes, roles and responsibilities, etc.) internally and in cooperation with other
ACF program departments and monitor their application;
 Develop solid tools in line with ACF policies and rework
existing core documents in line with the position;
 Develop and manage the WILL budget in conjunction with the finance department;
 Development of the strategy in terms of human and budgetary resources of the
SERA department at the mission level;
 The integration of the SERA sector with other technical sectors (EAH, SAME, SMSPS, NUT-
Health, protection) in the SERA strategy;
 The integration of inclusion, gender and transversal protection themes into the
SERA strategy.

Supervised by: The Deputy Director of Programs.

Mission 2: Supervise, supervise and support the SERA team
The SERA Coordinator is responsible for:
 Ensuring the recruitment of their team, and supporting the recruitment process for all
SERA positions in the mission according to current HR directives;
 Establish action plans based on job descriptions and mission priorities;
 Functional management of the SERA Manager or SERA Manager according to the HR setup of the
SERA department;
 Evaluate the performance and training needs of the SERA team;
 Development of skills will be part of the mission, in particular by ensuring the creation of a
training plan and its monitoring, and the facilitation of training and workshops;
 Resize the team according to the needs of the mission and its financial capacity;
 Technical support for SERA field staff in budgeting and planning
SERA activities in accordance with the indicator measurement plan and
contractual requirements, with the Field Coordinator;
 Technical support for SERA field personnel in the creation of
quantitative, qualitative or mixed survey/evaluation/analysis methodologies (TOR, methodological note,
collection tools and processes) and their validation, in coordination with the programs.
Mission 3: Design and provide methodological support for the development of
SERA procedures and tools for the entire mission

 

 

The SERA Coordinator is responsible for:
 Directing the design, preparation and implementation of SERA procedures for the entire
mission including accountability at internal and external levels;
 Support the coordination teams for the development of SERA plans for each project
of the mission;
 Ensure the orientation and capacity building of the coordination teams for the
methodologies and tools intended for SERA activities, in accordance with the
methodologies of those responsible/in charge of SERA base;
 Identify and develop innovative approaches and tools based on new technologies;
 Development of guidelines and adaptation/creation of tools based on what already exists and in connection
with ACF policies and tools.
Mission 4: Coordinate the functioning of the SERA department through support
for the implementation of programs/projects in terms of monitoring, evaluation, accountability and
learning
The SERA Coordinator is responsible for:
 Providing methodological guidance for the workshop management at various stages of the project:
launch, intermediate and closure;
 Ensure that previous recommendations and lessons learned from evaluations and
other data are incorporated into the design of new projects;
 Monitor, coordinate, support and control the implementation of SERA across the entire mission;
 Control and coordinate the flow of feedback from APRs (Activity Progress Report) on a
monthly basis;
 Coordinate the national reporting process of operations performance data (ISP);
 Consolidate project performance monitoring data at mission level and ensure reporting
of difficulties;
 Ensure the implementation and monitoring of recommendations emanating from evaluations or visits;

 Validation in methodological terms of any investigation/evaluation/analysis report in which the
SERA department collaborated, via the successive validation of the different key stages (
initial methodology, data analysis, report, etc.);
 The development of methodological approaches/tools aimed at strengthening the quality of the data
collected and their analysis, in particular mixed or qualitative approach;
 The development of processes/tools aimed at supporting the program learning process;
 Active participation in technical groups WILL be within the framework of mission consortia
and leadership of these when ACF is Consortium Lead or in
external coordination mechanisms
Mission 5: Participate in the drafting of Action Against Hunger Cameroon project proposals
and ensure their quality from a Monitoring, Evaluation, Accountability and
Learning point of view
The SERA Coordinator is responsible for:
 Support program teams in the creation of logical frameworks, choice of indicators,
target values, monitoring-evaluation methods and ensuring the presence of an FCRM in project proposals
;
 Ensure the design, drafting and integration into the budget of SERA activities;
 The identification of the necessary approaches/activities and resources WILL be according to the nature of the project
and the context of intervention, their formulation and budgeting, in support of the bases and
ensure the final technical validation;
 Formulation of the SERA parties of project proposals in accordance with the formats and deadlines
of the donors, by actively linking them with the other program departments concerned,
and the field implementation team;
 Validation of the SERA narrative and budgetary components in the event of a
contractual amendment to a project;
 Validation of methodologies for calculating indicators within logical frameworks when
the evaluation methods involve the SERA department;
 Validation, on time, of the SERA parts of internal reports and donor reports,
as well as amendments to projects with the contribution of the teams;
 The creation of a process and tools for analysis and dissemination of feedback/complaints received
allowing operational exploitation of them;
 Analysis of feedback/complaints received at the mission level and their dissemination internally
and externally, in order to support the mission in guiding its strategy;
 To coordinate with the Safeguarding and Compliance departments in order to support them in
the development of approaches/processes/tools requiring SERA sensitivity;
 Support for the development of community participation approaches/processes/tools within
the framework of Accountability.
Mission 6: Strengthen the capacities of development and research program staff
in monitoring-evaluation and supporting them in the development of monitoring-evaluation tools for their
program
The SERA Coordinator is responsible for:
 Organizing training for the coordination teams in the use of SERA tools;
 Provide continuous support for the use of the tools, make regular corrections and feedback to
improve use, in particular the tools to be completed monthly with the
program teams and SERA base managers;
 Raise awareness among the coordination teams on the accountability mechanisms and
minimum standards to be implemented on the mission and support the SERA team in this implementation;

 Train coordination teams in survey methodologies (KAP surveys, basic surveys
, rapid diagnostics, etc.), data entry and analysis in order to improve
mission capacity/competence in this area;
 To train the coordination teams, in particular, in the use of new technologies
in the field of Monitoring & Evaluation
Mission 7: Strengthen and structure the Information Management System (IMS) in
programmatic terms, and coordinate Geographic Information System initiatives ( GIS)
The SERA Coordinator is responsible for:
 Creating data management SOPs, adapted to the context (field realities and
donor requirements) and resources on the mission;
 Ensure that field teams develop centralized project databases
with appropriate levels of data protection, storage and management;
 Manage the data collection platforms used in the mission (Kobo, DHSI2, etc.)
; lead the deployment of mobile data collection within the mission, to include
training, troubleshooting and support for the use of Kobo/DHIS2 in the field;
 To implement Data Quality Assurance (DQA) processes and tools;
 To develop a GIS strategy for the mission;
 To strengthen the development of ICT in the mission, in particular by promoting the use
GIS and spatial analysis, including research, identification of the context and
needs of the project in collaboration with technical and field teams, and piloting new
initiatives;
 To ensure the archiving and dissemination of GIS
III products. DIPLOMA/LEVEL OF STUDY AND EXPERIENCE
 Higher diploma (Bac +5) in project management, statistics, international development,
demography, epidemiology, public health or related field.
 Experience of at least 4 years in the humanitarian sector, including at least 2 in NGOs;
 Experience in terms of emergency response, chronic crisis and/or development,
experience in a difficult security context with high protection risks would be a plus;
 Experience within a structure implementing multi-sectoral projects required;
 Multiple Manager experiences WILL be mandatory.
 Prior experience in a SERA department coordination position would be a plus.
 Good command of English and French
IV. REQUIRED SKILLS
 In-depth knowledge of the project cycle, the logical framework approach, the
main indicators of ACF areas;
 In-depth knowledge of database management, information analysis,
presentation of results and writing of reports;
 Excellent command and experience using Excel, one or more software programs
statistics (e.g. Epi Info, SPSS, Stata, R, NVivo, Spinx, etc.),
data management and visualization systems (e.g. Power BI, Tableau, etc.);
 Proficiency in the use of geographic information processing software is a
major asset (for example QGIS, ArcGIS, etc.);
 Very good command of platforms commonly used in data collection (e.g.
KoBoToolbox, ODK, iFormBuilder, Comcare, etc.);

 In-depth knowledge of the statistical tool (sampling calculation and drawing, etc.).
 Good mastery of the use of quantitative, qualitative and mixed methods in conducting
surveys;
 Spirit of synthesis, great rigor, meticulous (proofreading & layout), sense of
organization, respect for deadlines, ability to manage different priorities, curious, autonomous
and honest
