Medical non-governmental organization (NGO), Médecins du Monde Suisse (MdM-CH) works on the ground to restore sustainable access to healthcare for excluded people. MdM-CH fits into an international context by favoring a programmatic approach in conjunction with civil society. It develops a specific conceptual and operational framework for contexts in chronic crisis and/or conflict, managing emergencies when they arise but favoring long-term development strategies. It favors a direct approach while articulating these closely with local partners, guarantors of sustainability.
Present in Cameroon since 2013, MdM-CH with the help of these partners is implementing a project on pediatric palliative health (PPS) in Yaoundé, Center region, another project on sexual and reproductive health and child health in the District (DS) of Foumban, western region. Since 2018, Médecins du Monde Switzerland has also been running a project to combat violence and specifically gender-based violence (GBV) in the cities of Bamenda, North-West region and Mbouda, West region.
After the outbreak of the COVID-19 pandemic in Cameroon in March 2020, MdM-CH participated in the national response against SARS-COV2 with the implementation of 02 projects to combat the spread of the virus in the DS of Foumban and Mifi, West region and the DS of Bamenda, North-West region.
Since the outbreak of the crisis in the North-West and South-West regions in 2017, the West region currently hosts more than 160,000 internally displaced people, the majority of whom are in the towns of Mbouda, Bafoussam , Foumbot and Foumban. The capital of the North-West region, Bamenda, enjoying relative security, also hosts a population of internally displaced persons. These internally displaced persons and members of host communities in these two regions and specifically in the cities of Bamenda, Mbouda, Bafoussam, Foumbot and Foumban are facing a dual health and humanitarian crisis.
Capitalizing on its know-how and expertise in the field of SSRE, the fight against gender-based violence and against the COVID-19 pandemic, MdM-CH, with the help of its partners, is implementing a project with as objective: Consolidate the health response against the COVID-19 pandemic through better acceptance and proximity of immunological prophylaxis associated with holistic care of patients from host populations and internally displaced persons from 05 Health Districts (DS Bamenda, DS Foumbot, DS Mbouda, DS Mifi & DS Nkwen). It is in particular to support the operational teams of this project that MdM-CH is recruiting an Administrative Assistant and Logistics Support Accountant.
OBJECTIVE
Under the direct supervision of the Financial and Logistics Administrative Coordinator (CAF-Log), the employee will be responsible for carrying out the activities and functions indicated below:
The Administrative Assistant and Logistics Support Accountant is in charge of managing the financial services, logistics and administration on its base in Bafoussam
More specifically, he (she) is in charge of:
ACCOUNTING AND FINANCIAL MANAGEMENT
Monitor payment schedules for contracts executed on its base;
Carry out the archiving of accounting documents, prepare and send the archives in coordination;
Execute cash and safe activities, and ensure the supply of funds as well as their security;
Execute disbursements and payment of advances, in accordance with established procedures;
Ensure that the book of advances and accounting journals are kept;
Check before registration that the supporting documents comply with Médecins Du Monde procedures;
Check cash balances daily and report any discrepancies to the CAF-Log;
Guarantee the security of his cash register and the confidentiality of information;
Carry out the accounting treatment of entries according to the Employer’s accounting organization (including analytical allocations according to donor contracts and the reference budget);
Prepare monthly accounting reports and submit them for the approval of the CAF-Log;
Record accounting operations (cash and bank) on the Employer’s software;
Submit payments in checks for signature, invoices, ensuring proper compliance with the rules for the latter;
Process banking transactions in accordance with the Employer’s procedures;
Perform the preparation of tax returns according to the legal frequency;
Carry out the monthly control of the journals and the monthly closing of the accounts for the approval of the CAF-Log;
Be responsible for the proper keeping of the accounts and the quality of the supporting documents presented;
Apply all standards described by the Employer;

LOGISTICS MANAGEMENT
Be responsible for the application of the Employer’s purchasing procedures on its base;
Develop and submit for the approval of the general coordination the discharge documents for the handovers and transfers, provisional and/or definitive, of the goods acquired by the Employer and transferred to the partners;
Make purchases, follow up on orders and receive goods in strict compliance with the Employer’s logistical and administrative procedures;
Maintain and update the list of preferred suppliers;
Coordinate and plan the work of the drivers;
Coordinate and organize any transport of goods;
Update the inventory of the Employer’s property;
Write all the reports requested by the CAF-Log;
Track vehicle fuel consumption;
Verify vehicle needs and submit repair proposals based on driver analysis;
Optimize the communication tools and the maintenance of the computer park on its base;
Organize, set up and arrange stocks;
Apply all standards described by the Employer;
ADMINISTRATIVE AND LEGAL MANAGEMENT
Train and support the members of the team under his supervision;
Ensure the minimum replacement of members of the administrative service in the event of absence (holidays, illness, etc.);
Ensure and contribute to maintaining the motivation of his team on the base at a satisfactory level;
Provide operational support to other departments, if necessary, in updating monitoring materials;
Collaborate in monitoring the recruitment process for national staff at the request of the CAF-Log;
Collaborate in the process of contracting, monitoring and payment of external service providers;
Participate in the process of monitoring and evaluating the staff under his responsibility;
Participate in weekly team meetings;
REPORTING / COMMUNICATION:
Participate in monitoring the regulations in force;
Assist CAF-Log in relations with administrative authorities (Labour Inspectorate, CNPS, Tax, etc.).
CONDITIONS OF EMPLOYMENT:
• Full-time position, based in Bafoussam (this is not an assignment);
• National contract of 04 months, possibly renewable depending on the evolution of the project and the performance evaluation;
• Remuneration according to profile and MdM salary grid;
RESEARCH PROFILE:
• Education: BAC+3 Accounting and Finance, Management, Commerce or Business Administration
• Minimum experience of one year within an NGO or an international institution
• Experience in the administrative and financial monitoring of projects mobilizing national and/or international funding will be required;
• Knowledge of SAGA being an asset
• Rigor and taste for accuracy
• Have a sense of organization, good planning, and be solution-oriented;
• Be flexible, have good thinking and listening skills, good self-control;
• Be able to work in multidisciplinary and multicultural teams;
• Ability to cope with stress and work under pressure;
• Have a good command of the French language (working knowledge of the English language);
• Be able to work independently in different environments and situations;
• Have a good command of the computer tool, particularly Microsoft Office.
