CALL FOR APPLICATIONS FOR THE INTERNAL/EXTERNAL RECRUITMENT OF A TEMPORARY JUNIOR TECHNICAL ADVISOR FOR THE SUPPORT PROJECT FOR THE ECCAS BORDER PROGRAM OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT ( GIZ / APF – ECCAS ) IN GAROUA.
A. CONTEXT OF THE APF-ECCAS PROJECT
The often weak cooperation between African states in the management of their borders regularly leads to conflicts and hinders regional integration. By creating border programs, the African Union and the Economic Community of Central African States (ECCAS) are tackling this problem. The project is implemented in the 11 countries of Central Africa and wishes for the actions of construction of border infrastructures of its component 3, favored integration at the community level. During the scoping missions for the year 2020-2021, around fifty projects were identified by the mayors of the border municipalities and are in the process of maturation. Projections from 2022 to 2023 provide for the implementation of some of these projects, in compliance with the internal GIZ procedures provided by the construction section. The first eight projects to have received attention are based in the North and Far North regions for Cameroon, and in Chad in the departments of Mayo Kebbi Ouest and Mayo Kebbi Est.
It is for the close monitoring of these high priority projects that the APF ECCAS Project is recruiting a Temporary Junior Technical Advisor ( Engineer Assistant for the monitoring of construction works) .
B. AREAS OF RESPONSIBILITY
The incumbent is responsible for the following activities:
- Monitoring (technical and administrative) of the implementation and completion of the construction of infrastructure in the border municipalities of Cameroon and Chad in priority, and possibly the CAR
- Ensure that the architectural and technical plans of the various trades (concrete structure, masonry, plumbing, electricity, carpentry, etc.) validated by the Project are correctly implemented by the construction companies
- Monitoring of the qualitative compliance of supplies dedicated to construction
- Monitoring of the compliance of the mobilization of human resources (work supervisors, site manager, etc.) of the companies in charge of the construction
- Follow-up of the effective and regular mobilization of the control offices (Firms or particular consultants for the dedicated projects) and report their failure if necessary
- Monitoring of the implementation of bilateral agreements for the joint management of the infrastructures to be carried out
- Monitoring the implementation of advice to state partners in border infrastructure projects
- Monitoring of the impacts of the infrastructure component of dedicated projects.
- In collaboration with colleagues: coordination with state actors at different levels (local, national, local authorities, communities), civil society and other actors, for the works to be built.
C. AWARDS
In this context, the incumbent has the following responsibilities:
Implementation follow-up
- Monitor the implementation of infrastructure projects according to priorities
- Identify and take into account and/or propose technical clarifications to companies after consulting the Technical Advisor in Civil Engineering of the APF ECCAS Project
- Follow the construction / rehabilitation concepts (including specifications, design budgets, technical specifications, BoQ) in cooperation with the local architect (subcontractor)
- Ensure quality control of all work and documents provided by the companies in charge of the work
- Participate in the preparation of construction concept approval forms including annexes requested for the G230 (construction unit at Headquarters).
Construction
- Participate in kick-off meetings with construction contractors and beneficiary representatives
- Make frequent site visits to oversee construction measures
- Participate in site meetings in close collaboration with the local architect and organize receptions of the projects implemented
- Provide weekly progress reports to the Head of Component, in cooperation with local contractor supervisors
- Carry out qualitative and quantitative control over the progress of construction
- Report, if necessary, the need for additional technical inspections in the event of defects
- Possibly request work “cash for work”.
General tasks
- Ensure compliance with relevant rules and laws throughout the construction process
- Take all necessary measures to fight against corruption and fraudulent practices related to construction
- Develop an operational schedule for monitoring infrastructure works in its area of intervention including the various descents
- Produce a weekly and monthly inspection and monitoring report for all constructions in the area of intervention in collaboration with the companies in charge of construction
- Carry out inspections and attend site meetings
- Check the implementation of quality assurance measures and propose the necessary changes, improvements and initiatives
- Enforce the specifications of construction companies, consultants, their monitoring and evaluation
- Liaise regularly with Line Manager, Architect(s) and Heads of other streams on all issues related to infrastructure projects
- Communicate immediately all problems arising in the execution of infrastructure projects
- Participate in the verification of accounts with the Technical Advisor in Civil Engineering of the APF-ECCAS Project
- Follow, as needed, refresher training related to the position
- Support the Technical Adviser in Civil Engineering as needed in the field of construction at ECCAS level
- Perform any other task entrusted to it in the implementation of the Program.
