Mission and objectives
UNICEF is an international humanitarian agency for children, created by the United Nations Charter in 1946. The organization is present in over 192 countries and works in the fields of health, education, water and sanitation, child protection, HIV and AIDS, nutrition, social policy and protection. UNICEF operates in both humanitarian and development contexts, responding to the needs of children and women, particularly girls and the most vulnerable.

UNICEF’s presence in Cameroon dates back to 1975. The organization works in the fields of education, water and sanitation, child protection, HIV and AIDS. While its upstream efforts focus on advocacy and lobbying for budgetary conditions favorable to children and women, and the formulation of policies to promote their growth and development. At the operational level, UNICEF Cameroon focuses on building the capacity of stakeholders, providing services and creating partnerships to improve the lives of children and women.

The overall aim of the Child Protection Program is to ensure that children, particularly adolescent girls in vulnerable areas, are better protected against violence, exploitation and harmful practices, including in the context of humanitarian emergencies. The program thus contributes to strengthening governmental and community child protection systems, in order to identify and combat violations of children’s rights more effectively. Particular attention is paid to birth registration, the prevention of and response to physical and sexual violence, and the elimination of child marriage based on the evidence.

 

 

 

 

Context

International UN Volunteer will be working within education staff in UNICEF Cameroon. She/he will provide technical, operational, and administrative assistance throughout the programming process through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical program information while learning organizational rules, regulations and procedures to support the development and formulation of the EDUCATION Program within the UNICEF Country Program in Cameroon.

 

 

 

 

Task description
Under the direct supervision of an Education Specialist, the UN Volunteer will undertake the following tasks:

• Participate in the elaboration of Education Cluster section of the Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP)
• Support the development and implementation of the Education Cluster strategy
• Develop in-country information management approaches for data collection, analysis and reporting to make education data available to education actors, highlight achievements and identifying information gaps
• Manage and coordinate with partners on the understanding and timely reporting on the Education Cluster 5W
• Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value humanitarian data
• Participate the development and analysis of Education Cluster needs assessment and results analysis/monitoring
• Participate in the reporting of Education Cluster data, notably for the UNICEF SitRep and the OCHA 3W
• Responsible for the management of information and the production and dissemination of high-quality information products, tools and services to support decision making (eg, maps, snapshots, dashboards etc.)
• Provide training and expertise to national and sub-national Education partners on the use and development of information management data, tools and products (eg, quality data management and analysis, needs assessment, montoring the response, information management tools etc.) •
Actively participate in the IM Working Group and other relevant Cluster meetings
• Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers program mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Program for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs:

Working with UNICEF education team, the UNV Education Cluster Information Specialist will contribute to obtain the following results:

• Adapt existing in-country information management approaches to collect, analyze and report on group activities and resources, and identify and fill information gaps.
• Establish and maintain information databases that consolidate, analyze and report/disseminate information essential to decision-making. This includes the Joint Education Needs Assessment data analysis and reporting.
• Maintain monthly reports from Cluster participants, including 5Ws and situation reports (SitReps).
• Produce maps and infographics comparing government school data with data produced by humanitarian actors in the education sector.
• Provide capacity building sessions to national and sub-national education partners on the use and development of data, tools and information management products.
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
