NOTICE OF RESTRICTED CALL FOR APPLICATIONS FOR THE RECRUITMENT OF TWO (02) FINANCIAL OFFICER FOR THE SEMBE I PROJECT BASED IN MAROUA

The Cameroonian Association for Social Marketing (ACMS) is a non-governmental organization under Cameroonian law  whose main mission is to improve the social situation of the Cameroonian population in a sustainable and measurable manner and to promote the health and prosperity of families. .  Thus,  ACMS works in cooperation with the government and its public and private sector partners to deliver high-quality health programs, reaching all populations in need. For over twenty-five years, ACMS has provided the Cameroonian population with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria control, HIV and hepatitis control. among others.

The Cameroon Association for Social Marketing (ACMS) obtained funding from the “System to End the Malaria Burden Through Meaningful Engagement (SEMBE I)” of the United States Agency for Development (USAID) to support the National Program team Malaria Control Program (PNLP) to lead and implement evidence-based malaria prevention, diagnosis and treatment services at regional and community levels, focusing on the Far East region. Northern Cameroon. This project also strengthens the Government’s capacity to guide and promote local solutions in the fight against malaria in line with the objectives of the Republic of Cameroon and in support of USAID priorities described in the cooperation strategy for development of the country 2020-2025 (CDCS).

Based in the Far North region, the project will implement a sustainable and evidence-based approach to the control and elimination of malaria, through four objectives:

 

– Objective 1  : Increase access and use of quality malaria diagnosis, insecticide-treated bed nets (ITNs), and drug-based prevention and treatment services at the facility and community level. the community.

– Objective 2  : Increase the adoption of prevention and treatment-seeking behaviors for malaria and other febrile illnesses

– Objective 3  : Improve access to quality data on malaria and their use.

– Objective 4  : Strengthen health systems to optimize planning, coordination and management of the local response to malaria and other febrile illnesses.

 

Your Contribution:

  • Ensure the receipt and review of compliance and completeness of the financial documents of the SEMBE I project based on the information defined in the checklist, the SOP or the ACMS administrative and financial procedure manual;
  • Contribute to the preparation of administrative correspondence, Memorandums, TORs and PowerPoint presentation of the activities of the finance department of the SEMBE I Project.
  • Prepare and make payments in cash and via mobile payment platforms to stakeholders in activities in compliance with the approved Terms of Reference and the various controls, procedures, policies in force at ACMS;
  • Ensure the review of the accuracy of the budget lines entered on payment requests, activity expenses as well as transmission to the financial manager for validation monitoring;
  • Support the Financial Manager in monitoring or implementing audit recommendations of the region’s financial processes;
  • Make a contribution to the management of Financial audits as a first level of quality control of accounting documents, checks of supporting documents and control of compliance with procedures, as well as the implementation of related recommendations;
  • Contribute to the reconciliation of bank accounts and mobile payment of the ACMS offices in Maroua and to the reconciliation of balance sheet accounts;
  • Ensure the systematic traditional and electronic archiving of accounting documents and files related to requests for advances;
  • Train and monitor focal points with emphasis on district level controls when assembling the summary payment mask;
  • Carry out petty cash inventories and stock inventories;
  • Check petty cash replenishment requests;
  • Ensure the transmission of parts to headquarters;
  • Carry out and ensure the exhaustive recording of documents in the system;
  • Analyze the journals of accounting entries on a daily basis;
  • Carry out account analysis;
  • Track rejections from mobile payment accounts;
  • Collect documents from the various activities implemented in your area in collaboration with the various stakeholders;
  • Perform any other tasks assigned by management.

 

What are we looking for?

We are looking for  two (02) Finance Managers based in Maroua  (M/F)  who will embody the  ACMS values  ​​listed below:

The basics :

  • Hold at least a  Bac + 3 diploma in Accounting, Finance, Management Control or other equivalent diploma;
  • Have at least 3 years of experience in a similar position in a development organization, an NGO, a large-scale project or company.
  • In lieu of the required diploma: Have more  than five (05) years of relevant professional experience in the field of Accounting, Finance, Management Control
  • Relevant experience in an international NGO will be an asset;
  • Having good communication skills and knowledge of IT tools, Office package software (Word, Excel, Powerpoint, Outlook), mastery of accounting software would be an asset;
  • Have audit management skills to be able to respond to various ACMS audit recommendations and be able to improve operations accordingly.

 

What would interest us?
