NOTICE OF CALL FOR APPLICATIONS FOR THE RECRUITMENT OF A COMPLIANCE OFFICER FOR THE PASSR BASED IN GAROUA – CALL FOR APPLICATIONS FOR THE RECRUITMENT OF A COMPLIANCE OFFICER FOR THE PASSR PROJECT BASED IN GAROUA

Who are we ?

The Cameroonian Association for Social Marketing (ACMS), member of the PSI network, is a non-governmental organization under Cameroonian law whose main mission is to improve in a sustainable and measurable manner the social situation of the Cameroonian population and to promote health and the prosperity of families. Thus, ACMS works in cooperation with the government and its public and private sector partners to deliver high-quality health programs, reaching all populations in need. For over twenty-five years, ACMS has provided the Cameroonian population with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria and HIV prevention among others.

The Recruiting Access to Reproductive Health Services Program (PASSR) is a development project in the Republic of Cameroon co-financed by the Federal Republic of Germany through its development bank (KfW). ACMS is responsible for implementing this large-scale Program.
Indeed, the PASSR implemented in four (04) regions of Cameroon (the East, Adamaoua, the North and the Far North) aims to increase the use of modern family planning methods, particularly methods of long duration of action.

Your Contribution:

  • Ensure compliance of all operations carried out by PASSR;
  • Monitoring partners and strengthening their capacities;
  • Facilitate accounting and financial management procedures for on-site activities in close collaboration with the accounting department;
  • Verify the supply of goods, services and products in accordance with KfW regulations;
  • Analyze the factors that could affect the achievement of project results, recommend corrective actions and follow up on these recommendations;
  • Provide support for the analysis of budgetary data and the development of projections;
  • Support project teams in appropriating KfW procedures, preparing financial reports and complying with procurement guidelines;

 

  • Ensure that PASSR project activities are carried out efficiently and effectively;
  • Collaborate closely with the Program Manager, other internal stakeholders (Finance, Human Resources, Internal Audit, Regional Manager, partners), staff in general, as well as external stakeholders (Consultants, Legal Advice, Service Providers, Suppliers, Organizations partners, donors, government of the host country, etc.) for the search for operational solutions to project compliance issues;
  • Perform any other tasks assigned by the supervisor.

 

What are we looking for?

We are looking for a Compliance Manager  (M/F) who will embody the ACMS values ​​listed below:

The basics :

  • Have at least  BAC+3 in finance and management, accounting or audit and management control  ;
  • Preferably have five (05) years of relevant professional experience in the field of finance; administration; audit; management control; procurement processes and donor-funded grants in a non-profit, development and/or humanitarian organization  ;
  • In lieu of the required diploma:  Have fifteen (15) years  of professional experience  as a compliance manager, management controller or auditor in a company of comparable size to ACMS;
  • Have good experience in budgeting and work planning: experience with an international donor;
  • Have strong proven experience in partner capacity building;
  • Have a good understanding of public health and development approaches, particularly in the Cameroonian context. Knowledge of the Cameroonian health system, key stakeholders and relevant government policies/strategies would be an asset.

 

What would interest us?

  • Familiarity with social marketing and/or NGOs;
  • Familiarity with donor administrative policies and procedures;
  • Fluency in French and/or English and sufficient command of the other language;
  • Good command of IT tools and software (Word, Power Point, Excel)
  • Excellent capacity for synthesis, precision and conciseness;
  • Ability to travel nationally;
  • Ability to manage stress and pressure;
  • Good adaptation capacity.
