Recruitment notice: TEMPORARY ADVISOR IN CHARGE OF AFR100
DESCRIPTION OF THE OFFER
CALL FOR EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A TEMPORARY TECHNICAL ADVISOR IN CHARGE OF AFR100 FOR THE LARGE-SCALE RESTORATION PROJECT OF FOREST LANDSCAPES (RPF) IN AFRICA (FLR-AREECA) OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ/FLR) GmbH BASED IN BAFOUSSAM.
General context
The program “Large-scale restoration of forest landscapes (RPF) in Africa” is commissioned and financed by the Federal Ministry of the Environment, Nature Conservation and Nuclear Safety (BMU) as part of the Initiative International Climate Conference (IKI). It is executed by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in a consortium composed of AUDA-NEPAD, World Bank, FAO, IUCN, WRI and WWF and contributes to the objectives of the AFR100 Initiative and the “Bonn Challenge” at the level regional and global. The objective of the FLR program is the restoration of tree-rich landscapes to promote biodiversity, resilience to climate change and better livelihoods of rural communities. It is implemented in 5 selected landscapes in the four (04) countries Cameroon, Kenya, Malawi and Rwanda and will contribute to strengthening knowledge and dissemination of FLR practices on a large scale.
In Cameroon, the selected landscape, the Bamboutos Mountains, is located in the western region, and the program aims to bring tangible benefits to rural communities on an environmental, social and economic level. Improved agricultural production and restoration of ecosystem services are part of this management. The program will support the development of an adapted institutional framework and gender-sensitive models for financing and scaling up FLR.
The program will also contribute to the development and dissemination of good RPF practices across the continent.
To strengthen its team, the FLR program is looking for a Temporary Technical Advisor in charge of AFR100.
A- Area of responsibility and attributions
1- Technical activities
- Ensure the identification, planning, implementation and monitoring of the RPF activities of the project in the Bamboutos Mountains;
- Ensure the identification and recruitment and commitment of partner organizations for the implementation of RPF measures in the Bamboutos Mountains: conservation and reforestation of sacred forests, stabilization of water points and as well as anti-erosion control of micro -watersheds, Integration of fruit trees into the agricultural system, improvement of pastures, reforestation in schools and available land, etc.;
- Coordinate the development and implementation of local conventions for sustainable management of natural resources with target groups;
- Coordinate the implementation of a gender and development analysis with a focus on the role and interests of women with regard to the use and management of land;
- Coordinate the mapping necessary for project monitoring and the development of project progress reports;
- Develop reports on the achievement of project implementation indicators and milestones;
- Participate in the program working group with other consortium partners;
- Support the capitalization of RPF experiences and the dissemination of learning within the program consortium;
- Support capacity building of FLR stakeholders;
- Collect / propose in collaboration with the project team articles, video on the implementation of FLR in Cameroon on dedicated platforms for this (MINFOF/MINEPDED website, AFR100, GLF, Panorama solutions, GIZ, SNRD, etc. )
- Support the development of the MEOR for the western region;
- Coordinate and support the recruitment processes of consultants for the implementation of the project;
- Support the component manager in any other task entrusted to him/her.
2- Transversal activities
- Collect technical documents and ensure their availability on the DMS
- Ensure knowledge management for the preparation, implementation and documentation of training, workshops and technical meetings and other project activities;
- Contribute to maintaining and energizing dialogue within the consortium, with other GIZ projects in Cameroon and other stakeholders in the Bamboutos Mountains;
- Contribute to any other relevant task assigned by line managers.
REQUIRED PROFILE
B- Qualifications, experience and skills required
1- Qualifications
Bac+5 university diploma in Forestry, Natural Resources Management, environment, agronomic sciences, or in a specialty related to the objectives of the Program.
2- Professional Experience
- At least seven (06) years of professional experience with international organizations working in the context of sustainable development and global global challenges such as climate change and the protection of biodiversity;
- Proven professional experience in the restoration of forest landscapes and degraded lands, agroforestry, mapping and agricultural amenities without deforestation;
- At least 1 year of previous experience and good knowledge of stakeholders in the Bamboutos Mountains;
- Good knowledge of AFR100, REDD+, NDT processes in Cameroon;
- Good knowledge of Ministries and stakeholders in natural resource management in Cameroon;
- Proven experience in producing maps and training manuals; articles and communication materials as part of sustainable development and restoration of degraded landscape projects;
- Good knowledge of the Do No Harm approach, taking gender into account in the implementation of projects to restore degraded landscapes;
- Good knowledge of the framework for implementing environmental and social safeguards in the implementation of projects;
- Have work experience in a rural environment;
3- Other skills
- Master GIS (tools for collecting, analyzing and processing data ARC-GIS, Q-GIS, Collect Earth, etc.)
- Very good knowledge of planning and project monitoring tools;
- Very good practical knowledge of the use of information and communication technologies (Microsoft Office 365, DMS, Intranet, MS teams, etc.)
- Spirit of synthesis and ability to popularize complex themes for the general public and to communicate with various audiences (administration, private sector, etc.); divergent interests and engage stakeholders
- Good ability to write reports for international donors;
- Knowledge of the local language (Yemba, Ngiemboon, Ngombale) would be an asset;
- Current practice (oral and written) of French and professional skills in English
- Have excellent work organization skills;
- Ability to work in a team and multicultural environment;
- Be flexible for frequent travel on missions
Availability date: 15.12.2023
Contract period: Six (06) months renewable
Duty station: Bafoussam
Internal classification of the position: Band 4T
