THE CONTEXT OF THE NATIONAL PROGRAM:

International Medical Corps is a global, nonprofit humanitarian organization dedicated to saving lives and alleviating suffering through healthcare training and relief and development programs. Founded in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political, non-denominational organization. Its mission is to improve quality of life through health interventions and related activities that build local capacity in underserved communities around the world. By providing training and health care to local populations and medical assistance to those most at risk, and with the flexibility to respond quickly to emergency situations, International Medical Corps rehabilitates and helps devastated health care systems to regain their autonomy.

 




 

In recent years, Cameroon has been affected by crises in several neighboring countries, which have led to insecurity and left Cameroonian communities in a state of vulnerability, particularly women, and children living in border areas. IMC UK is one of the organizations working with WFP since July 2016 on nutritional assistance projects for refugees and host populations in Cameroon, more specifically in the North, East and Adamawa regions. Several hundred thousand refugees of various nationalities, but mainly Central Africans and Nigerians, have found refuge in Cameroon for several decades. UNHCR figures from the September 2023 fact sheet on Central African refugees in the Adamawa region reveal that there are 76,195 Central African refugees, of whom 17,481 live in the Ngam and Borgop camp with 2,485 fewer children 5 years old. The significant presence of refugees in these communities has worsened the situation of food insecurity prevailing in host communities where opportunities for income-generating activities, such as subsistence agriculture, livestock and small businesses, are limited. IMC, under WFP funding, will develop a nutrition program based on BSFP activities and help communities vary the content of their meals.

IMC therefore wishes to recruit a Project Manager who will be responsible for the design and supervision of the implementation of the PAM Adamawa project in the Meiganga, Djohong and Ngaoui sub-divisions, including staff recruitment and capacity building, planning and implementation of activities, budget management, monitoring, reporting and coordination.

The project manager reports to the field coordinator and works in close coordination with the national nutrition coordinator, the finance and logistics team and the MAEL team. He/she directly supervises the nutrition, cash and livelihoods supervisors and, indirectly, the field workers and community health workers based in the different field sites.

Job Summary:

The Project Manager , who works under the direct supervision of the Field Coordinator, is responsible for implementing field activities such as providing technical and operational support to the field team to ensure good work performance, analyzing nutrition, livelihood and cash transfer trends, service gaps in intervention areas and suggest ways to develop/adjust program strategies to meet needs, contribute to design of the program and the preparation of concept notes, proposals and reports. He/she provides daily technical support and coaching to the project team and partners or stakeholders. He/she is also responsible for monitoring and ensuring the proper functioning of the community complaint feedback mechanisms set up within the community. This position requires an enthusiastic individual with a strong sense of individuality.

 

 

 

 

ESSENTIAL RESPONSIBILITIES:

1. Program management :

  • Provide technical support to the planning and implementation of food security and livelihood interventions, namely agricultural livelihoods, enterprise and skills development, financial inclusion and protection of the environment.
  • Actively promote the development of the value chain of selected companies through the provision of productive assets, technical training, value addition and market linkages.
  • Ensure coherence and connection between the different activities of the program, which range from health care seeking to nutritional support, FSL support, business development and links with other actors.
  • Ensure the active participation of different categories of beneficiaries in project interventions.
  • Implement all planned activities on the ground in the respective project implementation areas within the planned time frame and in a consistent manner.
  • Support the identification of key stakeholders involved in the value chain and lead discussions with them to identify areas of support to develop linkages and collaborative ways of working.
  • Coordinate relevant stakeholders and service providers to provide training to project beneficiaries, such as financial literacy training, agricultural loans, inputs, quality control and management, etc.
  • Conduct market research and advise on the best implementation strategies that would enable targeted farmers and farmer groups to have profitable agribusinesses.

2. Program Implementation and Capacity Development:

  • Participate in beneficiary profiling, beneficiary registration, and base line-end line assessments in FSL activities through technical review and guidance on data collection tools.
  • Participate in all project review assessments, surveys and studies and ensure these are conducted as per protocol.
  • Document and compile reports on project activities including Monthly & Quarterly donor reports, internal reports (weekly report, SitRep and activity reports (meetings, and any other activity).
  • Support the establishment of a database for all project activities to regularly monitor and evaluate their activities.
  • Take the initiative to report on project progress, successes and lessons learned during project implementation.
  • Conduct food security and nutrition analyzes of refugees and the host community and make recommendations on how International Medical Corps can better position itself.

3. Coordination:

  • Work with Field Coordinator, Site Managers or Focal Point, Finance Manager, Logistics to ensure appropriate support is provided to project teams in the field;
  • Participate in appropriate multi-sectoral activities related to FLS, for example field days, workshops, seminars, agricultural fairs and field monitoring visits.
  • Ensure that stakeholders are aware of program accountability and have information on the beneficiary feedback mechanism.
  • Work closely with relevant government departments (MINADER, MoPH, MINEPIA, MINPROFF, MINAS), the UN system, INGOs and NGOs to share relevant information.
  • Participate in internal and external meetings.
  • Ensure coordination with other sections of the IMC and all other stakeholders in the response.
  • Participate in donor meetings and field visits as appropriate.
  • Diligently performs all other duties as assigned from time to time.

4. Financial management:

  • Ensure compliance with donor financial regulations.
  • Ensure program activities are on budget and executed on time.
  • Work with logistics to ensure the purchase of program supplies.
  • Comply with IMC and donor requirements and report any funding issues.
  • Prepare pipeline, including procurement plan for the project, and submit to Field Coordinator for review.
  • Attend the Pipeline with the project management team.

5. Capacity building in terms of Human Resources

  • Carry out detailed induction and orientation of new staff members under your supervision ensuring that all relevant documents and work tools are shared with new staff members.
  • Identify training needs and build capacity of FLS extension agents in all key technical aspects of the program (agroforestry, agricultural field schools, soil and water conservation, business skills development, business development companies, VSLA methodology).
  • Provide capacity development training and support to key stakeholders and project staff to effectively mobilize and deliver agro-industrial development services to beneficiaries (social mobilization, interest group identification, business planning and strengthening links with the market).
  • Develop training manuals by thematic area and participate in the training of beneficiaries, staff and stakeholders in accordance with project requirements.
  • Train groups in business planning and develop bankable business plans for all farmer groups and individual replicators, as well as recommend relevant improvements in business plans.

PERSONAL QUALIFICATIONS:

  • Master’s degree in Agricultural Sciences, Business Economics or any other relevant field with at least 4 years of continuous experience in implementing activities related to food security and livelihoods.
  • Previous experience in a busy multi-sector environment, in a refugee context, is an asset.
  • Knowledge and practical experience of value chain development.
  • Knowledge and practical experience of public-private partnerships.
  • Experience working with farmer organizations.
  • Capacity building of organizations and individuals.
  • Participatory training methodologies.
  • Network of contacts in the private sector.
  • Strong presentation skills and proficiency in Power Point, Excel and MS Word.
  • Strong communication skills (written and oral) in English.
  • Ability to exercise good judgment and make independent decisions.
  • Team player, extreme flexibility and ability to deal with stressful situations.
  • Excellent reporting skills and good oral and written communication skills.
  • Knowledge of the local language is an added advantage.

  • Ability to drive a motorcycle and possession of a valid driver’s license.
