Background and Rationale

The Cameroonian Association for Social Marketing (ACMS) is a non-governmental organization under Cameroonian law and a member of the Network of Population Services International (PSI) since 1996. ACMS is recognized as being one of the main actors in Cameroon in the prevention of HIV/AIDS and family planning promotion through social marketing and behavior change communication. ACMS is a complex organization with multiple projects and donors and a wide range of products and services, including a social franchising project with 372 clinics within the network.

The Cameroonian Association for Social Marketing (ACMS) through its technical partner Population Services International (PSI) has secured funding for the start-up of a project to fight against COVID-19 called COVID and funded by EPIC.

 




Indeed, the COVID Project implemented in the 10 regions of Cameroon aims to strengthen health systems in order to deal with COVID-19 and reduce cases of re-emergence among people aged 18 and over in countries that have adopted the Project.

At the level of Cameroon, the implementation of the COVID project will aim to increase the percentage of people vaccinated against COVID-19 within the target group.

Also, the ACMS is looking for the implementation of the activities of the said project, an experienced, dynamic and motivated Project Coordinator (M/F) whose main responsibility will be to develop and implement the project, this in line with the standards, the ACMS/PSI standards and procedures and the requirements of the lessor and the various partners.

 description:

Under the supervision of the Deputy Executive Director of the Cameroon Association for Social Marketing (ACMS), the Project Coordinator will be responsible for the implementation of the EPIC / COVID 19 project and supervises all project staff. He is responsible for developing donor technical and financial reports, project budgets, tracking project expenditures, financial systems and controls, monitoring and achieving project deliverables and sub-contracts.

He will have the following main responsibilities:

            RESPONSIBILITIES & TASKS

Representation: 15%
Develop and maintain relationships with government officials, external partner organizations and donors;
Represent ACMS/PSI in technical working groups, conferences, workshops and in professional circles;
Contribute to the promotion, maintenance and strengthening of internal strategic partnerships in collaboration with the relevant departments and heads of technical departments and technical areas, in support of the DEA;
Coordinate and or represent the project team.

Program Management: 30%
Coordinate and collaborate with government officials, donors, stakeholders, ACMS staff and consultants for
effective program implementation – and liaise with other partners working in the field COVID, in Cameroon;

Lead the team involved in the implementation of the project in its two components EPIC / Vaccine and EPIC / Technical assistance;
Provide expertise in demand generation and supply of COVID 19 vaccination services while ensuring that all milestones and deliverables are met;
Support the formulation of program strategy, including the development of goals and objectives, and oversee the process of designing appropriate approaches to achieve them;
Manage and work collaboratively with program team members to ensure that planning, development, resource availability and necessary management activities run smoothly and efficiently;
Work in collaboration with the finance team to prepare and monitor the progress of project and activity budgets;
Promote ethics in the management of material and financial resources of the project;
Contribute to program leadership to ensure the strategic integrity of the project in terms of programs and finances;
Promote and support the dissemination of project information to the project team and stakeholders;
Ensure compliance with PSI/ACMS operational policy regulations;
Develop and or revise documents, reports and presentations in accordance with donor guidelines for internal program purposes and externally for dissemination;
Contribute to monitoring the security situation in the project areas;
Ensure compliance by the entire project team with the platform’s security rules.

Technical: 15%
Lead the development of project activities and strategy in the two components EPIC / vaccine and EPIC / technical assistance;
Provide technical assistance to build the capacity of project members to deliver results consistent with ACMS best practices as well as project strategy.
Analyze evidence to determine best practices in the promotion of COVID 19 vaccination. Provide subject matter expertise to the project;
Lead the implementation of project work plans.

Intellectual leadership / knowledge management: 10%

Share technical knowledge and expertise to increase capacity in the context of demand creation and supply of COVID 19 vaccination service;
Encourage the use of evidence-based tools and innovations to improve the performance and reputation of ACMS as part of its contribution to Cameroon’s response to COVID 19;
Contribute to the development of knowledge management and sharing tools and processes.
Monitoring Evaluation 15%
Contribute to the monitoring and evaluation of project activities to ensure that objectives are achieved;
Coordinate COVID project monitoring, supervision and evaluation activities at the national level and in the project intervention areas;
Analyze the factors affecting the achievement of results, recommend corrective actions and follow up on these recommendations;
Coordinate the production of activity reports for a submission in the quality and time required.

People management: 10%
Can manage people; provide coaching and mentoring to staff.
Ensure that the personnel necessary for the operation of the project are available and motivated;
Actively build the capacity of project staff in project implementation regions to ensure sustainability of program effectiveness;
Annually evaluate the personnel placed under his supervision.

Proposal Development: 5%
Proactively seek funding opportunities, develop and maintain donor relationships;
Provide technical inputs to proposals and develop strategies for proposals. Serve as lead technical writer for COVID 19 related proposals.

Perform other duties as assigned by his/her Supervisor.

Qualifications and professional experience required:

Hold a medical degree or a master’s degree in public health, social sciences or development-oriented;
Have at least ten (10) years of experience in program implementation including training of health service providers;
Ability to write technical and program documents, such as training manuals and reports;
Understand public health and development approaches particularly in the Cameroonian context. Knowledge of the Cameroonian health system, key stakeholders and relevant government policies/strategies;
Ability to interact with and lead a wide range of governmental and non-governmental actors and institutions in all sectors;

Have proven leadership, communication and interpersonal skills;
Have proven work experience with the Government of Cameroon;
Speak fluent French and master English;
References will be required.

Professional experience required in lieu of diploma

Have more than 25 (twenty-five) years of relevant professional experience in the implementation of programs including the training of health service providers.

Additional Skills Required:

Highly competent and have extensive experience in all aspects of project cycle management – ​​design and development, implementation and monitoring/evaluation.
Have proven technical expertise in the management of malaria cases.
Have proven coaching, facilitation and communication skills.
