Summary of the Project
Funded by the “ President of America’s Emergency Plan for Aid
Relief (PEPFAR) » through the United States Agency for
International Development (USAID), The
National Episcopal Conference of Cameroon (CENC) implements the Project Consolidation of catchment systems and services in charge of orphans and vulnerable children in Cameroon (COSMO) in
Cameroon since 2023.
The COSMO Project aims to provide holistic and sustainable care to orphans and other vulnerable children (OVC) by strengthening the capacities of the Government of the Republic of Cameroon (GRC ), civil society organizations, communities and households to provide quality care and support to children and their families infected and affected by HIV.
The COSMO project is currently working in partnership/collaboration with local implementing partners, the Cameroonian Government and other stakeholders to reach OVC and their families in at least 68 health districts across the 10 regions of Cameroon. The program includes prevention and case-finding activities for OVC, community support to enable linkage to care for infected children and adolescents as well as to improve retention of children and adolescents living with HIV who have been enlisted for care and treatment.
The COSMO/Diocese of BAFIA project is therefore seeking to recruit qualified personnel to serve as Meal Coordinator. Direct Supervisor: COSMO Project Coordinator/Diocese of

Main Responsibility
Under the supervision of the Project Coordinator, the MEAL Coordinator will be responsible for supporting monitoring, evaluation, accountability and learning activities. This includes coordinating data collection and entry, regularly carrying out quality assessments of physical (questionnaires and other collection tools) and electronic data, ensuring that the feedback and response mechanism of the project is functional and effective, support the implementation of the project’s accountability and learning process, support data use initiatives and build the capacity of CoSMO staff using the project’s Standard Operating Procedures. Responsibilities: In collaboration with the Project Coordinator (PC), the
Case Management Coordinator (CMC), Liaison Agent (AL) and Data Entry Clerk, the MEAL Coordinator must ensure the implementation of the case management system. monitoring, evaluation, accountability and learning within the CoSMO project; Under the supervision of the Project Coordinator, the Monitoring, Evaluation, Accountability and Learning Coordinator will be responsible for:
v/ Control and validate the completion of the physical forms of project beneficiaries after validation by the CMC and the liaison officer, to ensure the completeness and quality of the data reported in accordance with the SOPs of the
CoSMO project; v/ Inform the CMC, AL and Case workers (CWS) of the inconsistencies identified and follow the relevant actions for feedback in order to correct them in a timely manner • v/ Coordinate the real-time entry of quality data into the system management information (GIS) by Data Entry Clerks using standard tools validated by the project;
v/ Support Data entry Clerks to ensure that they receive quality data from the field in real time and that they can achieve their data entry objectives; v/ Carry out the cross-checking and validation of data between the source documents and the project GIS after entry by the Data Entry Clerks; v/ Follow up with the CMC, liaison officers and Data entry Clerks to ensure that all inconsistencies between the source documents and the GIS are corrected in BOTH SOURCES in real time v/ Promote data use practices data by carrying out routine data analyzes of the project’s key performance indicators (KPIs) to highlight the 2 gaps and ensure that corrective measures have been implemented to address them.
v/ Coordinate the monthly data review meeting involving the program/MEAL teams to ensure regular monitoring of performance and to inform improvement strategies
N/ Regularly train and supervise the CMC, the Liaison Agent, the Case workers and Data Entry Clerks on data collection tools and related quality requirements using the various SOPs put in place by the project • N/
Keep copies of all SOPs and guidelines related to
MEAL and ensure that the teams of the program and the MEAL are constantly updated on the MEAL SOPs in place;
v/ Carry out basic data analysis to facilitate one-off or planned data needs, which will facilitate the compilation of monthly/quarterly reports; x/ Support the project team in the interpretation of indicators and their use for decision-making purposes while preserving quality data in real time; v/ After verification, ensure that the data received by the CENC/CoSMO MEAL manager via the GIS are of good quality;
Monitor the availability of standard data collection tools to ensure that CWS always have forms for field work; x/ Carry out quarterly assessments of data quality using a standard R DQA framework provided by CoSMO and ensure the implementation of corrective action plans formulated after assessment; v/ In collaboration with the CMC, verify that the robust support services (medical care, scholarships, legal support, etc.) provided to project participants are real and accurate; v/ Ensure that all participant source documents are archived in accordance with the project filing SOP; v/ Act as the focal person for the project’s feedback and accountability mechanism (FCRM) system by ensuring that you actively seek and respond to feedback from all members of the targeted communities and other stakeholders such as as defined by the FCRM •
N/ Support the implementation of the project’s accountability and learning process; v/ Regularly participate in joint formative supervision visits with the CoSMO team and ensure the documentation and implementation of corrective action plans; v/ Coordinate data triangulation activities with clinical partners and ensure that any gaps identified are filled by the parties concerned; v/ Support the partner in documenting
SUCCess stories; v/ Participate regularly in Monitoring/Evaluation meetings as well as those of the program and share lessons learned, resolutions taken, challenges to be met, recommendations for improving the quality of the program; v/ Respond to any other additional tasks assigned by the CENC/CoSMO team;
Qualifications and Experience:
v/ Hold at least one Higher National Diploma
in the field of data processing (statistics, IT, development, Public Health) and/or significant experience in data processing; v/ Have at least 2 years of experience in Monitoring/Evaluation: Una_ experience with a local NGO or in the Orphans and Vulnerable Children (OVC) program
will be a plus s/ 1-2 years of experience in data processing,
x/ Have a good command of Excel and Word and experience with 3 databases such as Microsoft access.
v/ Having knowledge of the use of electronic data collection tools will be a plus.
Skills:
• Mastery of IT tools (Word, Excel, Power Point,)
• Good analytical skills •
• Mastery of written and spoken English/French
Collaboration:
Internal: Liaison Officer/CMC, Accountant, Field agents, Youth mentors, Adolescent champions, OVC, project beneficiaries, Stakeholders.

Qualifications and Experience.
v’ Hold at least one Higher National Diploma
in the field of data processing
(statistics, IT, development, Public Health) and/or significant experience in data processing;
v/ Have at least 2 years of experience in Monitoring/Evaluation. Experience with a local NGO or in the
Orphans and Vulnerable Children (OVC) program will be a plus;
v/ 1-2 years of experience in data processing, preferably in a similar position in a humanitarian and/or development organization;
x/ Have a good command of Excel and Word and experience with databases such as Microsoft Access.
N/ Having knowledge of the use of electronic data collection tools will be a plus;
