YOUTH DEVELOPMENT FOUNDATION (YDF) is a non-profit association lucrative and apolitical
whose objective is to contribute to the promotion of health in Cameroon. This association under
Cameroonian law was created in 1994, it is the manifestation of the desire of a group of young people to
empower themselves. It participates in building the capacities of communities in matters of SRHR, promotes
the law and information on reproductive health, as well as the rights relating to it and carries out
related advocacy. In addition, YDF participates in the establishment of useful and effective partner networks.
YDF is governed by Law No. 90/053. It has been legally recognized since June 14, 1996 by the
Mfoundi Prefecture (Declaration No. 000134/RDA/J06/BAPP of June 14, 1996).
Since March 2022, YDF has been a service provider within the framework of the CHAMP PROJECT financed by USAID,
the Principal Recipient of which is CARE International Cameroon.
Furthermore, YDF has been a Sub-Recipient (SR) under the CHILL PROJECT since fiscal year 2023
funded by USAID, the Principal Recipient of which is CARE and HEALTH PROGRAM (CHP)
Presentation of the CHILL project:
Ensure the uninterrupted provision of services to KP and to the PP, as well as to maintain the gains of the
last 12 years, USAID partnered with a local entity to implement a follow-on award called
“Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) in Cameroon. The CHILL activity
will provide comprehensive HIV prevention services, implement effective case finding
, and connect HIV-positive people to care and treatment services over a five-year period.
USAID anticipates that the lead partner will work closely with key stakeholders –
the Ministry of Public Health, the National AIDS Committee, the Global Fund to Fight AIDS
, Tuberculosis and Malaria, and PEPFAR-funded clinical programs – to ensure
seamless service delivery to key services and priority populations.
Under the supervision of the Drop In Center Manager, the M&E Officer will have the tasks of:
• Strengthening the capacities of staff on PEPFAR indicators and data collection tools used
at the DIC level
• Supporting and supervising staff in data collection through quality control of
data from the field
• Ensure data management and write weekly DIC programmatic reports
• Monitor DIC HIV cascade indicators over time
• Able to present DIC data to various stakeholders and other staff

• Analyze the data and display the monthly graphic update of the indicators on the wall in the
DIC meeting room
• Supervise the activities of field actors every month in order to verify the quality of the
data collected
• Provide support to the DIC manager in the process of using the data
• Ensure all other tasks assigned by the DIC manager
Criterion 1: Communication
Feedback to emails received from CHILL
Feedback to whatsapp messages, sms received from CHILL teams
Writing emails in a polite and courteous tone
Honoring invitations from CHILL
Criterion 2: Organization of work
Transmission of the annual programmatic action plan
Quarterly or monthly transmission of schedules of activities in the field to the CHP Site Coordinator
Transmission of TOR of activities for validation 48 hours before the activity
Transmission of the various weekly validation and triangulation meetings
Criterion 3: Supervision
Participation and involvement of the M&E Officer in weekly data collection meetings
Availability of data on time in the presence or absence of other field actors thus facilitating
weekly collection
Appropriation of data by the M&E Officer
Friendly working environment during supervision sessions
Monitoring of activities according to the annual Action plan and budget validated by the CHILL teams
Criterion 4: Reporting
Respect of deadlines transmission of weekly report
Publication of results weekly on the M&E Officers Whatsapp group
Compliance with deadlines for transmission of monthly programmatic reports
Supervision and compliance with deadlines for transmission of monthly programmatic stock management reports
(Inputs, laboratory equipment, prevention equipment, STI kits, ARVs)
Transmission to the Site Coordinator of the report of weekly, monthly and quarterly meetings
Supervision transmission of activity reports on site.
Criterion 5: Assessment of the quality of services
Participation in SIMS assessments
Supervision of monitoring of SIMS recommendations
Participation in QA/QI assessments
Supervision of monitoring of QA/QI recommendations
Participation in DQA assessments
Supervision of monitoring of DQA recommendations.
Criterion 6: Training, Documentation
Participation in the various training courses of Champ and its partners
Monitoring the implementation and appropriation of these training courses
Dispatching the Documentation and monitoring its use
Transmission of any capacity building or training needs to the Site Coordinator.

Profile sought:
The position is open to any person (male or female) meeting the following conditions:
➢ Be between 25 and 35 years old
➢ Hold a BAC level diploma +3/4 in social sciences, economics,
project management;
➢ Have at least 2 years of experience in an NGO, in the field of reproductive health,
project management or in related fields;
➢ Have experience in the design and management of community activities
➢ Have a command of English and French in writing and reading;
➢ Have strong computer skills, including MS Office (especially Word, Excel,
Powerpoint and Outlook), CommCare;
➢ Have rigor and a taste for accuracy
➢ Have very good skills in strategy, analysis, systemic thinking and
problem solving, with the ability to see the big picture and demonstrate of judgment and
making sound decisions.
➢ Have very good abilities to establish and effectively manage relationships with people at
all levels, internally and externally.
➢ Ability to lead diverse/multidisciplinary teams.
➢ Proactive, resourceful, solution and results oriented
➢ Have accounting and financial analysis skills
