Position objective  : Within the M&E team, collect information on the ground relating to the humanitarian situation of households;

Actively participate in humanitarian monitoring and contribute to the development of program monitoring and evaluation tools and the capitalization of program activities;

Diploma / Level of study: 

Bac+3 or more in project management, social sciences.

  • Training on evaluation methodologies;
  • Knowledge of WASH and NFI-Shelter;
  • Good training on Excel and Kobo ;

Required Skills :

Excellent command of IT tools (Excel, Word, Power Point, etc.), Analytical ability – Ability to supervise a team and plan activities – Communication skills – Knowledge of local languages ​​spoken in the area of ​​intervention – Flexibility – Dynamism – Good organizational skills – Good ability to write reports – Good knowledge of the intervention area – Experience in an RRM program and comfort with mobile IT tools (Tablet / GPS) would be a plus ; Knowledge of local languages: Fufuldé, massa, massa…

Main tasks :

Mission 1: Participate in humanitarian monitoring

Tasks :

  • Contribute to the evaluation and analysis of the humanitarian context of the RRM ACF intervention zone by collecting reliable information from the field;
  • Contribute to the identification of focal points and populate the contact database;
  • Develop contacts with the humanitarian community and key people in the communities to ensure good feedback.
  • Participates in exploratory missions in the field.

 

 

Mission 2: Monitoring and evaluation/EMS 

Tasks :

  • Monitor the evolution of humanitarian needs in the area through the regular carrying out of multi-sectoral assessments (EMS) and the conduct of exploratory missions (MEX).
  • Coordinate, supervise and periodically evaluate the Humanitarian Monitoring / EMS agent
  • Supervise field surveys, including post-distribution surveys, KAP (knowledge, attitudes and practices) analysis of gender dynamics and multi-sector rapid assessments;
  • Analyze the impact of interventions through post-distribution monitoring (PDM/PIM).
  • Write Mex/EMS reports, incidents for each month and transmit them to the PR/RRM as soon as possible;
  • Monitor the quality of data collected and compiled by the project teams.
  • Improve activity and project monitoring tools.
  • Ensure that all survey data includes verification sources;
  • Ensure the admissibility of projects, in particular through the implementation of a system for reporting complaints and requests for information;
  • Create and regularly update a database of permanent investigators and focal points for the project.
  • Check the quality of the data collected
  • Identify the constraints/problems encountered in the implementation of activities and propose possible solutions for improvement .
  • Write a summary of activity reports;

 

Mission 3: Archiving and capitalization 

Tasks :

  • Contribute to the development of the capitalization of lessons learned and best practices at the project team level;
  • Ensure the classification of all verification sources produced (terms of reference, questionnaires, investigation reports, evaluation report, activity report, monitoring tools).

 

Mission 4: Supervision and capacity building of investigators

Tasks :

  • Participate in strengthening operational teams on monitoring and evaluation;
  • Develop the team’s work schedule;
  • Participate in the training of investigating officers during investigations and evaluations and periodically, of focal points before interventions.
  • Supervise and provide coaching for the teams under his responsibility.
  • Work in collaboration with project teams on the design and improvement of participatory monitoring and evaluation mechanisms.
  • Work, in collaboration with the project teams, on the design and improvement of survey tools.
