Duration of contract: 1 year renewable




 

CONTEXT
As part of the wetland conservation project in the Lake Chad basin, The center for research promotion for Alinéa International Logistics, Administration and Security Manager

The wetlands conservation project in the Lake Chad Basin seeks to improve the climate resilience of ecosystems (RCE) and marginalized communities (CM) structurally vulnerable to climate change (CC), particularly women and youth (F&J), through Nature-Based Climate Solutions (NBC) in six RAMSAR sites in the Lake Chad Basin (BLT) in Cameroon, Chad and Niger. This objective will be achieved through an integrated approach that involves: rehabilitation/restoration of wetland ecosystems to support better conservation and sustainable use of biodiversity (BD) in protected areas registered under the RAMSAR Convention on wet area; rehabilitation/restoration of agropastoral spaces while increasing the adoption and benefits of climate-resilient and gender-transformative agropastoral livelihoods within and adjacent to target RAMSAR sites; and strengthening F&J leadership in environmental peacebuilding within and near target RAMSAR sites and in the existing regional stabilization process.

The mandate of the Project Logistics, Administration and Security Manager is part of the implementation of this important project and is defined as indicated below.

 

 

POSITION DESCRIPTION
Responsibilities

• Based full-time in Maroua and under the supervision of the Project Field Director, the Logistics, Administration and Security Manager will be responsible for providing services related to logistics, administration and Security.
• The tasks of the Logistics, administration and security manager are as follows:
• Ensure administrative procedures with suppliers, national and international institutions (receives and transmits correspondence and forms to the institutions concerned, carries out procedures with service providers and national institutions)
• Ensure administrative management of office management (organization of office spaces, reception, maintenance, repair and disposal of movable and real estate assets, ensures preventive maintenance of equipment and materials, manages the office inventory, collaborates in the implementation and monitoring of administrative procedures and controls)
• Ensure the provision of services (establishes an inventory of suppliers of goods and services, vehicles, office equipment and accessories, consultants, hotels, restaurants, IT service, services public, non-exhaustive list)
• Organize national and international travel (develops and implements a travel and travel tracking system for national and international staff, makes hotel and vehicle reservations, communicates to employees, consultants and travelers their reservations and related details, communicates to travelers the arrangements for their reception and departure)
• Organize and supervise the Procurement and storage of goods and services (collects bids and prepares tables for the acquisition of goods and services receives the goods and services acquired ensures that the acquired goods correspond to the established criteria; hands over the acquired goods to the identified beneficiaries, ensures the management of the stock database) • Ensures the management
of the security of people and project goods (Develops a security plan, ensures the updating of information on security and its distribution, ensures the application of security rules by staff, consultants and travelers, ensures that offices and vehicles have the equipment, materials and first aid kits)

 

 

• Ensure adequate transportation and movement of staff, consultants and international travelers
• Ensure all vehicles are in good condition with up-to-date road and passenger safety documents
• Ensure the monitoring of fuel purchases and consumption via an appropriate tool
• Ensure that vehicle services/maintenances are organized, scheduled on a regular basis using the appropriate forms and that major repairs are carried out correctly and on time.
• Ensure that the vehicle movement program is defined according to the project priorities
• Ensure the establishment of a good communication system with drivers
• Ensure the implementation of safety measures for vehicles, especially for parking, and that keys and emergency supplies/equipment are on board the vehicles.
• Manage drivers’ leave to ensure good concurrency without affecting project needs.
• Ensure that all logistics files are systematically and correctly filed at all times without exception, including canceled files. These records must always be updated, well organized, clearly marked and completed
• Provide other related services as needed.

Qualification and Skills required.
• Be of nationality (country of intervention; Cameroon) and have practical knowledge of the project intervention areas;
• Have a university degree in a relevant field (transport logistics, administration and finance, accounting or in an equivalent field);
• Have professional experience of at least 10 years in the field of logistics or in an equivalent field, preferably in development projects
• Practical knowledge of the process of acquiring goods and services.
• Having worked in an international organization would be an asset;
• Ability to work under pressure and with irregular hours;
• Mastery of French and local languages;
• Be able to maintain working relationships in a team spirit;
• Have the ability to work in an international and multicultural environment, and to deal with multiple partners and stakeholders;
• Have mastery of basic management software (Windows, Excel, Word);
• Sense of dialogue and negotiation
• Rigor and integrity
