The Lake Chad Basin Conservation Project is an initiative project that aims to improve the climate resilience of ecosystems and marginalized communities vulnerable to climate change, particularly women and youth, through nature-based climate solutions in six RAMSAR sites in Chad (Lake Fitri, Plaines d the Logone flood and Toupouri depressions, Bahr Aouk and Salamat flood plains), in Niger (Lake Guidimouni, Mare de Lasourri, and in Cameroon (Waza Logone flood plain). The project aims to rehabilitate/restorate 10,000 hectares of wetlands and surrounding lands, providing improved ecosystem services to two million men, women, youth and children living in the 6 RAMSAR sites targeted by the project.
Job description:
The Monitoring, Evaluation and Learning (SEA) Specialist will be responsible for monitoring, evaluating and capitalizing on the Lake Chad Basin conservation project, in accordance with best practices in the development aid sector. As a key member of the project, the SEA Specialist will actively participate in the execution and implementation of the project by providing advice and technical expertise to project staff, partners and other stakeholders in monitoring, evaluation and learning. This position will be based in N’Djamena in Chad, with regular field missions in the countries of the project intervention area.
Responsibilities:

 

 

Under the direction of the project Field Director, in collaboration with the SEA manager of French-speaking programming at Alinea, the Monitoring, Evaluation and Learning Specialist for the Lake Chad project will have the main responsibilities of: • Ensuring the effective management
of the gender-responsive monitoring and evaluation function, including reporting on project progress and results;
• Coordinate work with partner organizations on activities related to project monitoring and evaluation;
• Coordinate the update of the project implementation plan (PMO): planning, management and monitoring to ensure compliance with targets and the approved schedule;
• Update the project’s gender-sensitive monitoring, evaluation and learning strategy in accordance with the performance measurement framework (CMR), including expected results and indicators;
• Develop the gender-sensitive monitoring-evaluation plan for the project in collaboration with staff and partners;
• Establish a robust project monitoring and evaluation system to generate information for informed decision-making;
• Coordinate the process of geographical targeting of project beneficiaries and the carrying out of participatory evaluations;
• Provide continuous and personalized technical support and advice to the project team on monitoring and evaluation aspects;
• Lead the collection and analysis of field data on project implementation for periodic updating of CMRs;
• Design tools for collecting, analyzing, visualizing and disseminating data on the implementation of the project;
• Coordinate the development of periodic technical reports;
• Supervise the management and quality of periodic project reports and those of consultants for services rendered;
• Organize and lead capitalization meetings and workshops with teams in the field and partners;
• Manage the knowledge capitalized through the implementation of the project (challenges and lessons learned)
• Train and supervise project field teams in monitoring and evaluation.
• Communicate regularly with the project Field Director, the SEA manager of French-speaking programming at Alinea and other project staff members;

 

 

• Provide other related services as required.
Skills, competencies and skills:
• Experience and demonstrated results in integrating a gender perspective into the monitoring, evaluation and learning of development projects;
• Knowledge and experience in the design, management and implementation of development projects in one or more sectors of intervention such as, climate change, economic empowerment of women and youth, women’s rights and girls, community mobilization, advocacy capacity building and citizen participation;
• Superior written communication skills, particularly in French;
• Cultural sensitivity and understanding of the socio-economic and political situation in the project countries of intervention (Chad, Cameroon and Niger) and gender-sensitive programming;
• Mastery of rigorous qualitative and quantitative research approaches and methods;
• Experience in mobile data collection with Kobo toolbox, ODK as well as mastery of management and analysis of qualitative and quantitative data using appropriate software such as Excel, SPSS, STATA, NVIvo Dedoose etc… • Mastery of
software Power Bi data visualization;
• Knowledge of results-based management and Global Affairs Canada’s international development policies and priorities;
• Ability to work well with others and develop and maintain compatibility among project staff, subcontractors, consultants and project beneficiaries;
• Ability to meet tight deadlines with emphasis on providing quality products;
• Ability to travel as needed, to countries in the project intervention area.
Qualifications required:
• Second cycle university degree (Master’s equivalent) in monitoring and evaluation, statistics, international development, project management, economics, social sciences, public administration, or any other field deemed relevant;
• Additional training or certifications in project management, feminist studies, monitoring and evaluation, other related certifications are an asset;
• Minimum of three years of demonstrated work experience in a donor-funded international development assistance project, in an equivalent position;
• Experience working in multicultural and multidisciplinary project teams.
• Fluency in French and a functional knowledge of English is required;
• Mastery of at least one of the local languages ​​spoken in the project area.
