CALL FOR EXPRESSIONS OF INTEREST FOR A CONSULTANCY MISSION
Médecins du Monde Switzerland is looking for an individual consultant or a pair of consultants to carry out the mid-term evaluation of its project “Increasing the quality and guaranteeing access to care in maternal, neonatal, child and juvenile as well as reproductive health and family planning services for host communities, internally displaced persons and ethnic minorities in 02 health districts of the Noun department. Cameroon.” The project is implemented in the Malentouen and Foumban health districts.
The evaluation team will be responsible for formalizing an appropriate approach and methodology, supporting and leading the evaluation process, collecting and analyzing the necessary data, producing and delivering the framework note and the other expected productions as well as making the restitutions mentioned in the Terms of Reference of the mission which can be obtained by writing to the address recruitment.cameroun@medecinsdumonde.ch with the subject “ TdRs Mission Evaluation request ”.
The skills required for the mission are:
– Minimum Bac + 4 in Public Health or Socio-Anthropology;
– Professional experience of at least 3 years in support of the public health system in the field of maternal health, sexual reproductive health;
– Have carried out at least 02 similar works as a principal consultant;
– Demonstrate knowledge of the region/localities where the project will be implemented;
– Have a good knowledge of the health system in Cameroon;
– Have a perfect command of French with a very good editorial style

The file will be considered complete only if it includes the following 3 elements:
- Technical proposalincluding:
– Understanding the terms of reference.
– The technical approach developed and the detailed methodology.
– The constitution of the team, the distribution of responsibilities between its members, the CVs proposed and the availability of the members as well as the legal status(es) of the constituent members of the consultancy team and/or of the evaluation firm to which the .the consultant/s is/are attached.
– The forecast schedule for the mission as well as an estimate of the person/day load.
– Proof of professional experience (work certificate, certificate of successful completion)
– References of 2 previous similar works (Certificate of successful completion).
- Financial proposalincluding:
– The total budget including tax.
– The budgetary distribution including tax of expenditure items (fees, transport, communication, etc.).
- Declaration on honorattesting to (the absence of) conflict of interest.
