CONDITIONAL CALL FOR APPLICATIONS FOR THE RECRUITMENT OF KEY PERSONNEL WITH A VIEW TO THE IMPLEMENTATION OF THE COMMUNITY HEALTH EQUITY TROUGHT SYSTEMS STRENGTHENING (CHESS) PROJECT

The Institute for Research, Socio-economic Development and Communication (IRESCO) is a Non-Governmental Organization whose mission is to contribute to the improvement of the living conditions of African populations through the promotion and implementation of viable development initiatives, based on research evidence. To effectively accomplish its mission, IRESCO relies on qualified personnel, recruited through a competitive and fair selection process. Its headquarters is located in the Mendong-Yaoundé district in Cameroon and it has regional representations at the different sites where its projects are implemented.

 




 

In anticipation of the implementation of a 5-year Community System Strengthening project in Cameroon, IRESCO is launching a call for applications for the following position: Position: Deputy Program Director in charge of

governance community

Place of assignment: IRESCO headquarters office located in Mendong-Yaoundé with the possibility of assignment to another region of the country according to needs.

Type of contract: Fixed-term contract with possibility of transfer to a permanent contract, depending on the opportunities and performance of the candidate.

NB: this call for applications is conditional on obtaining funding for this project from IRESCO.

 

 

Profiles sought

The Deputy Program Director in charge of community governance must hold a master’s degree in public health, social sciences and/or other relevant disciplines, and have at least five (5) years of experience in Community programming in the field of public health, including collaboration with national authorities. More specifically, he/she must demonstrate in-depth knowledge and understanding of community governance.

Job description:

Under the authority of the Program Director, the Deputy Program Director in charge of community governance will demonstrate vision and technical leadership to advance community health governance in Cameroon. The Deputy Program Director for Community Governance will:

Oversee all activities related to community empowerment, community monitoring, and coalition building between and within CSO networks, as well as advocacy;
Support the Program Director to coordinate collaboration with the Ministry of Public Health and other stakeholders to improve accountability to communities
Plan the activities of the Community Governance component of the Project, prepare annual and quarterly work plans and ensure their implementation in the overall Project strategy including results;
Ensure better decisions that meet community needs and priorities.
Involve community members and community resources as part of the solution.
Increase public understanding and support for public policies and programs.
Increase the legitimacy and accountability of government actions.
Liaise with relevant stakeholders (partner NGOs, MINSANTE and its branches, USAID) and participate in all meetings and meetings relating to the monitoring and development of joint Project activities; (Technical Committee, Steering Committee, etc.).
Ensure relevant project documentation, compile/process information from partners, government, donors, service providers, consultants and Community Based Organizations, Prepare and/or participate in the development of various related
documents with the project.

 

 

Produce quarterly and annual Project reports and contribute to the consolidation of the general report with the other partners involved within the required deadlines;
Support the implementation of the project’s Annual Work Plans by ensuring the coherence of activities, the synergy between interventions while ensuring that corrective measures are taken to strengthen the effectiveness and quality of interventions;
Support the process of developing a monitoring and evaluation strategy by developing a methodology and indicators for monitoring and ensuring ownership of the project by local and national stakeholders.
Institutional link

The Community Governance Manager will be under the supervision of the Program Director and will manage the activities of the Community System Strengthening project in Cameroon.

Candidate profile

At least a Master’s degree or equivalent in one of the following fields: Social Sciences, Public Health, Epidemiology, Community Health, Community Development.

Experience

Have at least five (05) years of experience in managing development and capacity building projects with relevant experience in capacity building. Experience in projects funded by USAID or the US government would be an asset.

Required skills and competencies

Have knowledge of community health issues;
Have knowledge of capacity building for Community-Based Organizations;
Have a working knowledge of social and community mobilization techniques;
Possess knowledge relating to different leadership styles as an instrument of advocacy, team and project management that can provide consulting services in this sense;
Have proven knowledge and abilities in the field of multi-partner project management;
Have written and oral communication skills in French and English;
Having a good knowledge of USAID approaches and procedures would be an asset;
Have mastery of information systems;
ICT skills:
General mastery of IT tools (spreadsheets, word processing);
Mastery of Power point presentations.
Be willing to undertake regular field missions;
Be able to work under pressure and in a team;
Excellent experience managing work teams both in the field and subordinates in a unit

Working languages

​​Fluency in oral and written English or French is essential.
