CONTEXT

CARE is present in 100 countries and implements more than 1,000 emergency and development projects in collaboration with government and local development actors. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustices.

In Cameroon since 1978, CARE has been implementing actions around 3 strategic axes: gender justice, health and climate and economic justice. Our actions are part of the emergency and resilience phases aimed at empowering women and young people, strengthening community systems, supporting decentralization processes and improving services and access to sexual and reproductive health. .

 




 

As part of the continuity of its objective which aims to reduce morbidity and mortality associated with HIV and Sexually Transmitted Infections (STIs), CARE was renewed by the ICN as First Recipient (PR) to organize and coordinate interventions of the GC7 community grant (2024-2026). A specific and autonomous management unit is set up, made up of around fifty employees, which relies on an operational system built around 3 regional offices with 4 Sub-Recipients (SR) and several dozen Community-Based Organizations (SSR) in the 10 regions of Cameroon.

In this dynamic, CA RE seeks:

 

Position  : Five (05) MEAL/SERA Officers (Project)

Pole:  Program – FM Management Unit

Contract form:  Two (02) year fixed-term contract

Working time: 40 hours per week (Full time)

Hierarchical reporting:  MEAL/SERA Manager

Position location:  Yaoundé, Garoua, Douala (non-relocated position)

Assignment :

Under the supervision of the MEAL Manager, the MEAL Manager contributes effectively to the implementation of the data collection, compilation and analysis system in the project sites and to the establishment of a simple data transmission circuit. from the level of the OBCs to the PR via the SRs in order to guarantee the capacity building of the SRs and the optimal implementation of the project.

 

MAIN RESPONSIBILITIES

RESPONSIBILITY 1: Capacity building of M&E teams

Activity 1.1: Provide refresher sessions/partner capacity building on the use of project monitoring tools (collection tools, dashboards, reports, etc.).

Activity 1.3: Identify/Execute M&E-related training needs of SRs and SSRs teams and coordinate with other collaborators such as TAs to plan and implement training that meets these needs.

Activity 1.4: Manage SR M&E officers with the aim of strengthening their technical capacity, and the performance of exchanging knowledge and providing professional development advice in collaboration with the MEAL Manager of the Global Fund.

RESPONSIBILITY 2: Data management and quality

Activity 2.1:  Participate in supervision visits in order to identify the strengths and weaknesses of the data management system and formulate proposals for improvement if necessary.

Activity 2.2:  Provide support to partners’ MEAL managers in the complete handling of project indicators and responsible data management.

Activity 2.3:  Ensure monthly, quarterly, half-yearly and annual quality control of data transmitted by partners based on the sources and means of verification defined within the framework of the project.

Activity 2.4  : Under the supervision of the SERA Manager and the project teams, ensure the biannual triangulation of programmatic data with those of the finance and GAS units with a view to their internal validation.

RESPONSIBILITY 3: Analysis and Use of data  

Activity 3.1:  Under the supervision of the SERA Manager, develop dashboards for the visualization and rapid analysis of data and ensure feedback at the program and SR level.

Activity 3.2:  Support teams in data analysis and production of periodic reports.

Activity 3.3: actively participate in updating the mapping of hot spots and estimating the size of key populations in the project intervention areas.

Activity 3.4: Under the supervision of the SERA Manager, participate annually in filling out the PIIRS Reach and impact forms

RESPONSIBILITY 4: documentation, archiving and capitalization

Activity 4.1: Under the supervision of the SERA Manager, ensure the establishment and monitoring of accountability mechanisms

Activity 4.2: Monitor knowledge management and participate in the drafting of capitalization documents;

Activity 4.1: Monitor the effects, particularly on changes in gender equality and power relations within households, etc.

Activity 4.3:  Proceed every six months with the digital and physical archiving of any document relating to the project’s MEAL.

Activity 4.1: Actively participate in program team meetings.

SKILLS AND QUALIFICATIONS REQUIRED FOR THE POSITION

 

KNOW

 

  • Diploma: Min Bac+3 required (Bac+5 an asset) Public health, mathematics, IT, project analysis and evaluation, social science and related training
  • Experience: Experience of at least 3 years in an international NGO

  • Use Word, Excel, Power Point, Outlook, Kobo Collect, SPSS, EPI Info or any other application related to the activity
