the French association Première Urgence Internationale is looking for:
ONE (01) ASSISTANT RRM PROJECT MANAGER

Context

Première Urgence Internationale (PUI) is a Non-Governmental Organization of international solidarity, non-profit, apolitical and secular. Its objective is to respond to all the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PUI is present in 22 countries, in Africa, Asia, the Middle East, the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition, infrastructure rehabilitation, water and sanitation and economic recovery.

PUI has been present in Cameroon since 2008, first on the Eastern Front / Adamaoua then in the Far North (EN) in 2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water Hygiene and Sanitation (WASH), Food Nutrition Security and Livelihoods (SANME), Essential Household Items (AME)/Shelter. Since 2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri where teams carry out projects in SANME, EHA, Abri AME as part of the Rapid Response Mechanism (RRM).
 




 

In this context, PUI is recruiting a Deputy RRM Project Manager for the Kousseri base.

Overall objective:
Under the direct responsibility of the RRM (Rapid Response Mechanism) Project Manager, the RRM PR assistant participates in the implementation of the strategy defined within the framework of the project. He assumes, under the delegation and supervision of the Project Manager, responsibility for the implementation of activities through the search for solutions, work with implementation partners, municipalities and technical services, planning of activities as well as their monitoring and evaluation. It also takes into account the administrative, financial and logistical requirements which are necessary for the smooth running of activities.
Specific objectives:
 Programs: He/She ensures the proper implementation and monitoring of the program(s).
 Human Resources: He/She supervises the NFI-abri-SECAL and EHA team under his/her responsibility.
 Logistics and administration: He/She ensures logistical and administrative monitoring of project activities under his/her responsibility.
 Representation, coordination and reporting: He/She represents the association with partners, authorities and local actors involved in the implementation of programs.
 Security: He/She contributes to compliance with security rules on the base and transmits all security information to his/her line manager.
 Strategy: He/She contributes to the development of new interventions based on identified needs.

 

 

Responsibilities and activities to be carried out

1. ENSURING SUPERVISION OF PROGRAMS
– He/She participates in the definition and implementation of the RRM system;
– Participation in the definition of vulnerability assessment criteria, vulnerability analysis tools, intervention criteria;
– Participation in the definition of the methodology for targeting beneficiaries and the modalities for implementing interventions;
– Participation in the definition of data collection and analysis tools;
– Participation in raising awareness among various stakeholders regarding the implementation of the RRM system;
– Participation in the establishment of an effective humanitarian monitoring system;
– Participation in the establishment of NFI contingency stocks;
– He/She supports, with his/her team and the rest of the RRM project team and in collaboration with the various authorities concerned, the selection of intervention sites and can provide support for the supervision of the various evaluations carried out within the framework of this project;
– He/She ensures that the administrative, municipal, state technical and traditional authorities and the beneficiary populations understand the objectives of the interventions and actively participate in their implementation;
– He/She particularly ensures the transmission of information and the proper involvement of municipal authorities, municipal technicians and sectoral State authorities in activities with a view to better appropriation;
– He/She ensures that the beneficiaries selected for the interventions meet the conditions defined in the selection criteria;
– He/She plans activities and ensures compliance with the implementation plan of the RRM system. In the event of a significant delay in the implementation of interventions, he/she immediately informs his/her line manager and suggests solutions to remedy the situation;
– He/She contributes to the development, in conjunction with the RRM Project manager, to the validation of the technical and/or strategic choices of the interventions;
– He/She organizes the distributions of NFI-shelter, EHA, SECAL and awareness activities so that these take place smoothly while taking into account security constraints;
– He/She ensures the smooth running of capacity building activities for community relays in charge of raising awareness and supporting distributions;
– He/She participates in the drafting of the various reports required as part of this RRM system;
– He/She ensures that specific training activities are carried out for beneficiaries supported within the framework of NFI activities;
– He/She ensures compliance with the objectives defined in the project proposal, in particular, he/she monitors the defined indicators, reports to his/her line manager, reports any difficulties encountered in implementation and suggests improvements or reorientations if necessary ;

 

 

– With the RRM Project Manager, the Deputy Project Manager organizes the monitoring of activities carried out by the distribution and EHA supervisors;
– He/She participates in team meetings organized by his/her hierarchy and plays an active role in analyzing the situation and making decisions;
– He/she supervises the development of theoretical and practical training tools and materials on NFI, shelter, WASH and food security themes in conjunction with his/her manager;
– He/She participates in advocacy in favor of taking into account identified humanitarian needs;
– He/She leads the consultation frameworks provided for in the projects;
– He/She, in collaboration with resource people within PUI, participates in capacity building of RRM teams through training sessions and the dissemination of appropriate documentation;
– He/She ensures compliance with PUI’s ethical values ​​throughout the conduct of transversal program supervision activities;
– He/She ensures compliance with the schedule for carrying out the interventions;
– He/She presents to his/her teams the objectives, activities and strategic lines of the project and ensures that they are understood and clearly disseminated to beneficiaries and authorities;
– He/She regularly distributes the updated timetable of activities to his/her teams and ensures that it is understood and respected;
– He/She prepares the technical and methodological documentation and makes it available to his/her teams;
– He/She organizes the monitoring and follow-up of activities;
– He/She evaluates the activities carried out and proposes strategic reorientations;
– He/She contributes to the capacity of CSO staff as part of skills transfer.

2. SUPERVISE THE NFI-ABRI-SECAL and EHA TEAM UNDER HIS/HER RESPONSIBILITY
– He/She is directly responsible for the NFI-abri-SECAL and EHA teams;
– He/She organizes, directs and supervises their activities;
– He/She sets up the monthly schedule of activities and ensures their dissemination and monitoring;
– He/She organizes, in collaboration with the Project Manager, regular evaluations of his team members;
– He/She ensures with the Project Manager that the safety of his/her teams is ensured (means of transport, means of communication, etc.);
– He/She contributes to ensuring compliance with PUI’s internal regulations among his/her teams;
– Under the supervision of the Project Manager, he/she transmits, explains and ensures that his/her teams respect all PUI procedures and administrative decisions;
– He/She identifies the training needs of his/her teams and completes the training of his/her teams, if necessary;
– He/She participates in recruitment if necessary;
– He acts as the Project Manager in his absence.

3. ENSURING THE FINANCIAL AND LOGISTICS MANAGEMENT OF NFI PROGRAMS
– He/She participates, in collaboration with the Project Manager and the logistics and finance departments, in the management of financial and material resources allocated to the programs in compliance with internal procedures of PUI and those of donors, and carries out monitoring and analysis of budgetary consumption in relation to the activities of its programs;
– He/She participates in the development of the monthly forecast;
– He/She carries out, in collaboration with the Project Manager, the purchasing schedules linked to the activities he/she follows, as well as the NFI distribution schedules as part of the interventions;
– He/She plans logistical needs and communicates them to his/her line manager, in accordance with the indications in the purchasing plan;
– He/She participates in technical support for purchases related to his/her aspect of activity (precise drafting of DAs, participation in the choice when necessary, receipt of purchases, etc.);
– He/She is responsible for transmitting logistical needs on a weekly basis, he/she gives his/her agreement for local aid purchases and submits some to the RRM Project Manager for approval (according to internal rules and those of the donors ) ;
– He/She ensures the application of internal procedures and those of donors within the NFI team.

4. ENSURING COORDINATION, REPORTING AND REPRESENTATION

– He/She organizes the collection and synthesis of NFI-abri-SECAL-EHA data;
– He/She regularly transmits information concerning the progress of the programs to the RRM Project Manager;
– He/She ensures the drafting of activity reports and writes a monthly activity report according to the monthly planning that is made;
– He/She regularly organizes and leads technical coordination meetings with his/her teams;
– He/She participates in the drafting of reports to be submitted to donors (intermediate report/final report);
– He/She represents the organization to donors, local authorities and the technical services of the Ministries concerned;
– He/She participates in internal coordination meetings and ensures the distribution of the report of this meeting to his/her teams;
– He/She participates in coordination meetings inherent to his/her areas of activity.

5. ENSURE THE SAFETY OF PEOPLE AND GOODS
– He/She ensures that the security plan is known to the team under his/her responsibility and that the security rules are respected;
– He/She contributes to the collection of information relating to security in his/her area of ​​intervention and disseminates it to his/her line manager;
– He/She ensures that the project/s, methodology, selection criteria do not endanger the beneficiaries, PUI members or any other person;
– He/She immediately alerts his/her line manager in the event of endangerment of teams or beneficiaries;
– He/She ensures that the members of his/her teams and any daily workers have the safety equipment adapted to their activities (for example: helmets, safety shoes, protective vest, gloves, etc.).

6. IDENTIFICATION OF FUTURE PROJECTS FOR THE MISSION
– With the RRM Project Manager, he/she is the technical referent for the analysis of needs and the preparation of potential new projects in the intervention area (evaluation, technical report for the preparation of project proposals);
– With the RRM Project Manager, he/she is the technical referent for calculating the aid budget for new projects and prepares the details of the aid budgets as a team;
– He/She participates in the writing of evaluation reports and the drafting of new project proposals.

Profile sought:

 BAC+3 in a relevant field (Earth sciences, Hydraulics and sanitation, Engineering sciences, Project management or an equivalent combination of experience)

 Professional experience
– At least 3 years of experience on an equivalent position
– Experience working in an emergency context where security access is difficult
– Experience in project management, Experience in NFI-Shelter-Food Security-WASH

 Knowledge and skills required
– Knowledge in NFI-shelter-SECAL -EHA and needs assessment
– Training / Capacity building
– Compliance with Administrative and Logistical procedures
– Compliance with safety rules
– Design and drafting of projectsTeam management

Conditions

 Fixed-term contract;
