SUMMARY OF POSITION FUNCTIONS

The UNESCO Regional Office for Central Africa in Yaoundé (Cameroon) covers 10 countries: Angola, Burundi, Cameroon, Congo, Gabon, Equatorial Guinea, Central African Republic, Democratic Republic of Congo, Sao Tome and Principe and Chad . The Yaoundé Regional Office ensures, in conjunction with the National Offices (Brazzaville, Kinshasa and Libreville) and Antennas (Bujumbura, Luanda and N’Djamena) attached to it, the representation of UNESCO to national authorities, institutions and technical and financial partners in the sub-region, as well as the instruction and implementation of UNESCO programs in the Central Africa region. UNESCO is currently implementing a reform of its country system, a reform which decentralizes a certain number of roles and responsibilities to regional offices.

The Executive Assistant aims to provide organizational and substantial support to the Director of the UNESCO Regional Office for Central Africa in Yaoundé in order to promote the best implementation of the mandate assigned to the Regional Office. This mandate includes, for the Central Africa region, the presence and positioning of UNESCO, the coordination of UNESCO units and teams, as well as the orientation and supervision of programs. Specific support to the Director relates in particular to the implementation of effective management and coordination at the level of the Regional Office, National Offices and Branches, as well as the preparation and support of the main deadlines at the Director’s agenda.

Under the authority and direct supervision of the Director of the Office, the Executive Assistant will be responsible in particular for:

 

Organizing the management and overall coordination of the Office, and in particular:
Preparing and monitoring management files , directives and orders from the Director.
Organization, prioritization, distribution and monitoring of information, requests and external orders.
Preparation and monitoring of management meetings (sub-regional format and Yaoundé Office format).
Improvement of the working methods of the Management and the Office.

Support the representation and coordination activities of the Director, and in particular:
Relations with national authorities.
Relations with the United Nations system.
Relations with technical and financial partners.
Relations with Headquarters and other UNESCO entities.
Improve the quality of the Office’s institutional and programmatic response, including:
Distribution of roles and monitoring of intersectoral projects and programs on behalf of the Directorate.
Analysis of files and proposals before orientations of the management team and decisions of the Director.
Verification of programmatic, administrative or financial elements before their validation by the Director.
Quality control of documents transmitted and correspondence sent.

Prepare, in conjunction with the teams concerned, the main deadlines on the Director’s agenda, and in particular:
Preparation and monitoring of hearings and interviews.
Preparation of conferences, summits, events and official visits.
Coordination of the Director’s travel.
Monitoring of institutional deadlines (periodic reports, committees, consultations, etc.).

Execution or monitoring, depending on necessities, emergencies or unforeseen circumstances, of any other task falling under Management.

REQUIRED QUALIFICATIONS Education Advanced university

degree

(master’s degree or equivalent) in international development or humanitarian action, international relations, political science, public policy or public administration, management, social/human sciences, or in another relevant field (legal, literary, linguistic, scientific or human sciences).

Professional experience

At least four (4) years of relevant professional experience, including two (2) years of experience acquired preferably at the international level, in the fields of international relations, political science or other related field.
Skills & Competencies

Writing skills and ability to adapt and communicate key messages effectively.

Languages

Languages

​​Knowledge of Spanish and/or Portuguese.
Knowledge of other official UNESCO languages ​​(Arabic, Chinese or Russian).

SALARIES AND ALLOWANCES
UNESCO salaries consist of a base salary and other benefits which may include, where applicable: 30 days of annual leave, family allowance, medical insurance, pension plan, etc.

The starting annual salary for this position is US$92,526.
