ABOUT CENC
The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of dignity Humanity is at the center of the concerns of the International Development Goals. I-CI CENC works to ensure the dignity of the human being, the common good, subsidiarity and solidarity of all humans. The development work of the CENC in Cameroon is accomplished through, access to quality education, health, promotion of the commitment of the faithful for the reduction of inequalities and the empowerment of vulnerable groups.
COSMO PROJECT SUMMARY
The COSMO (Consolidating Systems and Services for the Management of Orphans and Vulnerable Children) project, lasting 5 years and worth approximately US$33 million, is funded by the President•s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID). It covers at least 68 health districts in the 10 regions of Cameroon. The program has been implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) since January 1, 2023.
The OVC (Orphans and Vulnerable Children) program addresses the challenges of sustainable care for OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support to children infected and affected by HIV in Cameroon. Led by CENC, grantee partners, the Government of Cameroon and other stakeholders are working collaboratively to reach approximately 65,000 OVC and their families in health districts across the country where the HIV burden is high. The program consists of HIV prevention and case-finding activities for OVC, as well as community support for linkage to care and retention of children and adolescents living with HIV. with the aim of contributing to the control of the HIV epidemic by achieving and maintaining UNAIDS targets 95-95-95.
TERMS OF REFERENCE
Position Summary
The Operations Manager is responsible for managing the contractual, financial, compliance, human resources, security, logistics, procurement and administrative aspects of the development, implementation and consolidation of the COSMO project. He must serve as the point of contact between the central office, the project area offices and the various implementation partners on all matters related to operations (human resources, acquisition and logistics, information technology, protection and security). , administration). It should mentor and assist implementing partners, collaboratively, to strengthen institutional capacity in operations, including in the areas of procurement, asset management, logistics and human resources.
Roles and Responsibilities l- Human Resources
Identify and help address challenges that affect the proper management and optimal use of project assets and human resources.
Effectively manage talent, team dynamics and staff well-being.
Provide coaching, strategically adapt individual development plans and contribute to performance management.
• Monitor and evaluate performance to ensure adequate capacity to SUCCESSFULLY support high-quality programming.
• Contribute to effective and sufficient staffing to meet the needs of the Project, implementation partners and adherence to HR systems, policies and practices that support a high performance culture, staff development and retention .
• Contribute to ensuring quality personnel administration and a working environment that truly reflects the guiding principles of the CENC and donors.
• Ensure that recruitment is carried out in accordance with CENC policy.
Ensure that compensation policies and practices are administered in a manner that respects internal fairness, market competitiveness and compliance with policies.
Ensure the annual reconciliation of salary costs (Payroll and Payroll ledger).
Create and maintain conditions conducive to learning. Establish a safe environment for sharing ideas, solutions and challenges, as well as the ability to quickly detect, analyze and respond to deficiencies. Identify performance gaps and training opportunities for CoSMO staff, implementation partners and recommend training and technical assistance.
• Proactively manage security and mitigate security risks.
• Identify opportunities to build staff/partner capacity in security analysis and management.
• Ensure security briefings are provided to incoming staff, visitors, senior NCCB management and other stakeholders as appropriate.
3- Acquisition and logistics
Update and encourage compliance with procurement policies and procedures.
Define and ensure optimal planning of acquisitions.
Ensure compliance with the procedures of the Lessor and the CENC in terms of acquisition and logistics.
Oversee all acquisition and logistics processes and ensure their efficiency.
Effectively implement and supervise asset conservation processes and guarantee an exhaustive inventory of all Project assets.
Ensure and monitor the good working condition of all movable, real estate and rolling stock of the entire Project.
Monitor all aspects of safety and insurance of the automobile fleet and real estate.
Coordinate and ensure the logistical organization of workshops and field activities (missions) for the entire Project.
4- Information Technology
Ensure the integrity (accuracy, security) of information from the CoSMO Project information systems.
Supervise and coordinate the configuration and maintenance of ICT systems and databases, including networks, Servers and telecommunications.
Oversee the implementation of policies to support the integration and evolution of digital solutions to improve Project implementation.
Define and coordinate capacity building programs for staff and implementation partners in ICT matters.
Ensure the optimal functioning of the telephone and cyber fleet and the stability of the internet signal supply.
MINIMUM QUALIFICATIONS
Education and Experience
Master’s degree in business administration/business management, finance, accounting or other relevant field. A master’s degree would be an asset.
At least five (05) years of professional experience in the field of finance, human resources, logistics or in an administrative support/officer position with progressive responsibilities. Mastery of the MS Office software package (Excel, Word, PowerPoint, Visio),
Knowledge, skills and abilities
Management experience is an asset.
Knowledge of the regulations of several public donors, including USAlD, is an asset.
Experience in people management and ability to foster
exceptional organizational and leadership skills. Excellent interpersonal, negotiation and public speaking skills.

SUMMARY OF THE coSMO PROJECT

Under the leadership of NECC, sub-recipients’ partners, the Government of Cameroon and other stakeholders will work collaboratively to reach about 65,000 OVC and their families in health districts across the country where the HIV burden is high. The program consists of HIV prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV with the goal of contributing to HIV epidemic control by attaining and sustaining the 95-95-95 targets of UNAIDS.
TERMS OF REFERENCE
JOB Summary
The Operations Manager is responsible for managing the contractual, financial, compliance, human resources, security, logistics, procurement and administrative aspects of the development, implementation and consolidation of the COSMO project. He/she is expected to act as a point of contact between the central office, the project’s zonal offices and the various implementing partners on all matters related to operations (human resources, procurement and logistics, information technology, protection and security, administration). He/she is expected to mentor and assist the implementing partners, in a collaborative manner, to build institutional capacity in operations, including in the areas of procurement, asset management, logistics and human resources.
Roles and responsibilities
Human Resources
• Identify and help address challenges that affect the proper management and optimal use of project assets and human resources.

2- Safety and Security

Oversee all procurement and logistics processes and ensure their efficiency. Implement and oversee effective asset safekeeping processes and ensure a comprehensive inventory of all Project assets.
Ensuring and maintaining all movable, immovable and rolling stock of the entire Project in good working order.
Ensure all safety and insurance aspects of the vehicle and property fleet. Coordinate and ensure the logistical organisation of the workshops and field activities (missions) of the entire Project.
4- Information Technology
Ensure the integrity (accuracy, security) of information from the CoSMO Project information systoms.

Maitrise in business administration, finance, accounting or other relevant field. A Master’s degree would be an asset.
At least five (05) years of professional experience in finance, human resources, logistics or an administrative officer/support position with progressive responsibilities.
Proficiency in MS Office (Excel, Word, PowerPoint, Visio), web conferencing applications and information systems
Experience working in an NGO or US Government funded project is an asset (at least 2 years in an OVC or health project).
Required qualifications
