Position – conditions : NM-G2 / G

1. General objectives of the position

This position has a reduced regional dimension in support of DRC operations in the Central African Republic (40%), DRC Cameroon (30%) and DRC Chad (10%). 10% of the position will thus be reserved for broader regional aspects (support for training aspects and ad hoc surveys). This position aims to ensure compliance with DRC procedures, guidelines and requirements regarding CoCRM (DRC Code of Conduct) and safeguarding within these operations. It contributes to the development of national strategies, which translate into action plans and daily tasks.

 




 

The Safeguarding & Code of Conduct Specialist is responsible, under the responsibility of the Regional Safeguarding & Code of Conduct Coordinator, for maintaining and promoting a code of conduct culture in collaboration with managers, staff, the various Code of Conduct teams, to examine, plan and implement capacity building plans on strengthening the functional practices of COCRM and safeguarding within DRC Centrafrique, DRC Cameroon and DRC Chad. This position also includes maintaining CoCRM, directing survivors to appropriate service providers (internal or external to DRC), conducting internal administrative investigations, and coordinating with other stakeholders regarding safeguarding (PSEAH).

For reasons of sectoral technical visibility, this position is placed under the final supervision of the Regional Safeguarding & Code of Conduct Coordinator (WANALA ReSCO). It is, however, understood that this position shared between different DRC operations is intended to also report to the Country Directors of DRC Central Africa, DRC Cameroon and DRC Chad (with direct responsibility during his/her presence/travel in the relevant country).

This position involves frequent international travel across Central Africa, as well as a significant amount of on-base travel (50-70% of the time).

2. Responsibilities

Registration of complaints for DRC Central African Republic, DRC Cameroon, DRC Chad missions

  • Establish complaint escalation channels (CSRs), manage complaint access points (e.g. hotline, toll-free line, email, complaint boxes, etc.) and receive CSRs in person.
  • Advise registrants/complainants on the structure and procedures of the DRC CoCRM, available reporting opportunities and others.
  • Register the RSMs in the secure Code of Conduct database and inform/communicate with the Registration Officers of the Region and DRC Headquarters. Update the Code of Conduct Tracker with available information.
  • Communicate with and provide feedback to registrants regarding CoCRM decisions.

Safeguarding Focal Point & Code of Conduct for DRC Central African Republic, DRC Cameroon and DRC Chad missions

  • Establish a precise diagnosis, analysis and measures to be taken concerning the state of the Code of Conduct mechanism within DRC Centrafrique and DRC Cameroon.
  • Develop, facilitate and support the dissemination of PSEAH training and CoCRM awareness sessions to staff of DRC Centrafrique, DRC Cameroon and DRC Chad, as well as to staff of implementing partners and beneficiaries of the mentioned operations.
  • Carry out archive work/examination of old files (“cold cases”) from the DRC Central African Republic and DRC Cameroon missions in relation to the Code of Conduct for analysis.
  • Represent and participate in relevant inter-agency PSEAH working groups, clusters or networks to the extent permitted by applicable DRC policies.
  • Support investigators in PSEAH investigations by identifying relevant and available services, approaching survivors, identifying their needs (with the survivors themselves) and directing them to the service provider. appropriate services internal or external to DRC. The Safeguarding & Code of Conduct Focal Point will from time to time support the investigator by interviewing survivors, as appropriate.
  • Collaborate and coordinate with relevant program and MEAL teams to ensure that accountability to affected populations (AAP) is maintained in the operations in question, which includes the establishment of relevant Community Feedback Mechanisms, identification , reporting and suggesting mitigation measures for SEAH risks that may arise.
  • Collaborate with programmatic teams to maintain an effective connection between CoCRM and CFM in the intervention areas of the mentioned countries in order to register and accelerate the processing of files related to PSEAH issues.
  • Advise the relevant management/management of the mentioned operations regarding contracting with implementing partners regarding safeguarding and accountability requirements.

 




 

Internal administrative investigations

  • Conduct internal investigations as an investigator under the control of investigation managers at the Regional Office or DRC Headquarters level.
  • Produce high-quality investigation reports (closing or investigation reports) and advisory reports on potential shortcomings, risks and problems identified during the investigation for the Country Directors of the mentioned operations.
  • Monitor, if necessary, investigations on behalf of the Regional Safeguarding & Code of Conduct Coordinator (ReSCO), as Additional Authorizing Officer (AAO) and report to ReSCO.

When necessary, the Safeguarding & Code of Conduct Specialist may be invited to carry out other tasks requested by the Regional Safeguarding & Code of Conduct Coordinator, the Country Directors of DRC Centrafrique, DRC Cameroon and DRC Chad .

3. Required skills

Required :

  • Advanced degree (Master) in law, social sciences, international relations or field related to the position in question
  • Minimum of 3 years of professional experience in the humanitarian sector, preferably related to ethical or accountability issues
  • Excellent command, both oral and written, of French and English is expected
  • Mastery of MS Office software

Desirable:

  • Certificate demonstrating training in internal administrative investigations (CHS, OSACO, etc.).
  • Certificate demonstrating trainer aptitude.

5. General rules

  • The employee must follow DRC’s instructions regarding security, confidentiality and ethics, including the code of conduct and the humanitarian responsibility framework.
  • The employee must not engage in any other paid activity during the term of the contract with DRC without prior authorization.
  • The employee must not engage in any activity that could harm DRC or the implementation of a project during the term of the contract with DRC.
  • The employee must not grant media interviews or publish photos or other materials related to DRC projects without prior authorization.
  • The employee must return to DRC all equipment borrowed for the project at the end of the contract period or upon request.
