Identification
Position title: Security Manager
Reports to: Head of Mission / Chef de Mission
Place of assignment: Maroua
Type of contract: Fixed-term contract
Duration of contract: 07 months
Availability: March 2024
The Security Manager is a member of the logistics and security department. Under the
supervision of the Head of Mission, the Security Coordinator’s main task is to
guarantee the security of all INTERSOS personnel, activities and assets in
Cameroon.
He will be responsible for supporting the implementation of all security and safety procedures
of the INTERSOS mission, learning about the context, giving advice on
humanitarian access and writing analysis reports, as well as than developing and
maintaining appropriate and effective relationships with different partners and authorities
.
Missions and Responsibilities
• Monitor and analyze the context of the country, in particular the areas concerned by the
programs and the presence of INTERSOS teams as well as subjects that may
have an impact on the activities and access of the teams to beneficiaries
• Write and implement
access and security policies, protocols and procedures thereby reducing risks posed to programs (including
beneficiaries), staff and assets of INTERSOS
• Report on a daily basis to superiors regarding the evolution of the context
• Analyze the vulnerability and access possibilities of the organization with regard to
particular areas (potential new areas of intervention,
evaluation areas for example) at the request of its hierarchy
• Coordinate and ensure the writing of incident reports during accidents and
transmit them to the appropriate person
• Ensure that the management of safety risks complies with the standards, principles
and procedures of the organization
• Establish and maintain a active information network, which includes INSO, INGOs,
UN agencies and other national and international security actors to
obtain credible and relevant security information
• Liaise and coordinate with police, security forces and other
stakeholders, as necessary
• Regularly update and monitor the Security Plan and ensure
its compliance with INTERSOS security rules
• Propose, define and write new SOPs if necessary on the mission
• Carry out regular visits to areas of intervention and presence of
INTERSOS to verify knowledge, application and validity of
SOPs
• In collaboration with colleagues from the logistics department, ensure proper
use and operation , updating security equipment (
safety trunks, safe-rooms, etc.) as well as the security of buildings and spaces
• Correct any problems (explanation-training to staff, implementation
, proposals for changes or modifications). improvement of SOPs, etc.) and report
to his superiors on the state of security on the bases
• Brief all new personnel (local and expatriates) on security rules
and the context of intervention, and provide them with essential documents depending on the
roles and needs of each individual
• Train or organize training for staff regarding
security management, the use of means of communication, security rules or
any other support that can improve the security of the mission
• Stay available to staff in the event of a request for support related to the
context or security and be proactive in the event of an identified need
• Remind staff of the security rules whenever
necessary
• Organize security exercises ( security drills) to improve the capacity of
teams to deal with emergency situations
• Monitor and secure the movements of personnel in the field
• Provide the INTERSOS mission with timely and credible security information
and support the analysis of the context and the local security situation through
daily incident alerts, weekly incident lists and
bi-weekly analytical reports.
Provide guidelines, tools and action plan monitoring in coordination with the Head
of Mission and geographic offices.
Job Requirements
Education • University degree in a related specialization in
international law, developments and security or a
related discipline Work
experiences
• At least 4 years of experience in a similar position
• Proven experience with an INGO or NGO
• Knowledge and experience working with authorities and
external partners
Language
• Fluency in formal written and oral English
• Good writing skills
• Fluency in English
Knowledge
IT • Microsoft Office suite (Word, Excel, Outlook),
• Consumer web browsers (Google Chrome, Microsoft
Edge, Mozilla Firefox)
