Background
The humanitarian situation in Cameroun is compounded by three main crises. While the country has been relatively stable for many years, ongoing attacks by armed groups such as Boko Haram in the Far North, Lake Chad region; the Central African Republic (CAR) crisis affecting the East, Adamaoua and North regions; and the Anglophone crisis in the Southwest and Northwest regions have all drastically altered the country’s stability since 2013.
It is in this challenging context that the Norwegian Refugee Council (NRC) started operating in the Northwest and Southwest regions since August 2018 to provide life-saving assistance to vulnerable populations affected by displacement through the implementation of integrated programming approach in the following core competencies: Information, Counselling and Legal Assistance (ICLA), WASH, Shelter, Livelihoods and Food security (LFS) and Education.
NRC is seeking a dedicated and experienced Project Manager to further develop and strengthen our WASH & Shelter programmes in the far North regions of Cameroon.

What you will do:
In this position, you will:
- Line management for all both WASH and Shelter project staff in the Far North regions and local staff if required.
- Manage daily tasks related to human resources, administration, finance, logistics and security of the local office.
- Adherence to NRC policies, guidance and procedures.
- Contribute to the development of Country, Area and WASH – Shelter strategies, initiate and participate in the development of relevant WASH – Shelter projects.
- Coordinate, manage and ensure high quality WASH – Shelter projects implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
- Provide regular progress reports to the Area Manager and the Core Competency Specialist (CCS).
- Ensure that projects target participants most in need of protection, explore and asses new and better ways to assist.
- Develop and manage project budget (in cooperation with CCs) and coordinate across CCs.
- Ensure capacity building of project staff and transfer key skills.
- Liaise and collaborate with relevant local authorities and other key stakeholders.
What you will bring:
- Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
- Experience from working in complex and volatile contexts
- Knowledge about own leadership skills/profile
- Fluency in English and French, both written and verbal
- Knowledge of the far north regions of Cameroon
- Experience in office management
- Experience in team capacity building
- Technical knowledge and experience of the behaviour change process in a humanitarian context
- Technical knowledge and experience of the community engagement process in a humanitarian context
- Experience with construction and management of borehole programme is desired
- Experience with construction and rehabilitation of shelter programme is desired
- Experience with alternative WASH and innovative shelter approaches in a humanitarian context is an asset

What we offer:
- Duty station: Kousseri, Cameroon
- Contract: until 31st December 2024 (possible extension, dependent on performance & funding)
- Travel: minimum 30%
