DESCRIPTION OF THE OFFER
CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A JUNIOR EXPERT IN CHARGE OF ADMINISTRATION AND FINANCE (M/F) FOR THE PROJECT “BIODIVERSITY AND SUSTAINABLE DEVELOPMENT IN THE DJA-ODZALA-MINKEBE TRINATIONAL LANDSCAPE” OF DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ/TRIDOM) GmbH BASES IN DJOUM.
General context
The Trinational Dja-Odzala-Minkébé (TRIDOM), a transboundary complex of protected areas, is an ecoregion of dense, humid tropical forests in the western Congo Basin representing a large part of the wild tropical environment of central Africa. It represents the second largest tropical massif on the planet. It extends over an area of approximately 178,000 km² and is made up of eleven (11) protected areas with peripheral zones and a free space without any particular protection status between them called the interzone.
This massif nevertheless remains confronted with several threats and problems which reinforce the breakdown of ecological balances and compromise the future of forests and wildlife, namely: The resurgence of large-scale commercial hunting and in particular that of large mammals for ivory and various trophies, the pressure on plant resources, the exploitation of minerals inside protected areas, the anarchic expansion of intensive agriculture and infrastructure.
Faced with this situation and with the aim of providing mitigation measures, German cooperation through its technical cooperation tool (GIZ) has set up an initiative entitled “Biodiversity and sustainable development in the Trinational Dja-Odzala-Minkébé landscape (TRIDOM)” whose objective is to contribute to sustainable development that respects the biodiversity of the landscape of the Trinationnal Dja-Odzala-Minkébé (TRIDOM).
This project, which aims to be inclusive (participation of state actors, the private sector and civil society), is implemented by GIZ and also contributes to improving TRIDOM’s intersectoral and cross-border cooperation. Funded by the German Ministry for Economic Cooperation and Development (BMZ), it is executed over a period of 4 years. The Central African Forestry Commission (COMIFAC) established by the “Yaoundé Declaration” in 1999 provides political supervision, in its capacity as a sub-regional institution in charge of monitoring sub-regional strategies and initiatives in the forestry sector and environment in Central Africa.
The project activities will be implemented in accordance with the selected areas of intervention, in particular:
- (i) strengthening cross-border cooperation through the effective functioning of the bodies of the TRIDOM agreement;
- (ii) the involvement of stakeholders (government, private sector and civil society) in the protection of biodiversity and the development of the TRIDOM landscape;
- (iii) the voluntary commitment of private sector companies to the protection of biodiversity and sustainable socio-economic development in the forest areas of the TRIDOM landscape;
- (iv) the establishment by local actors (municipalities and local administrative districts, private sector and civil society) of demonstration projects with a view to testing innovative approaches.
To this end, the Project “Biodiversity and sustainable development in the Trinational Dja-Odzala-Minkébé landscape” (GIZ/TRIDOM) is currently looking for a (01) Junior Expert in charge of administration and finance.
A- Area of responsibility and attributions
As a Junior Expert in charge of administration and finance for the “Biodiversity and sustainable development of the Trinational Dja-Odzala-Minkébé (TRIDOM) landscape” project, Djoum branch in the Republic of Cameroon, he/she undertakes to support the Administrative and Financial Manager of the Project in administrative and financial tasks and follow his instructions. He/she must manage his/her area of responsibility in accordance with the project objectives, agreements made within the team or consultations with the hierarchical superior.
Under the supervision of the Administrative and Financial Manager of the TRIDOM Project, the position holder is responsible for the following activities:
Administratively and organizationally
- Support the process of developing contracts (purchases and services) between the branch’s technical advisors and the main project management unit, and ensure the administrative monitoring of contracts and purchases;
- Support the organization and reporting of meetings as well as the management of a branch database;
- Help organize the office and activities;
- Ensure correspondence management;
- Contribute to the drafting of contracts;
- Ensure the digital and physical archiving of documents (correspondence, inventory reports, procurement and contract documents, etc.);
- Support the planning of project activities and the logistical organization of workshops and other events (practical arrangements, preparation of participant kits; workshop materials);
- Ensure the inventory of project goods and materials;
- Provide support for the organization of missions for branch staff and partners;
- Prepare invitations, mission orders, purchase requests, visa requests;
- Ensure liaison between the antenna and the main project management unit;
- Support the monitoring of HR aspects at the branch level (planning and monitoring of leave, absences, etc.);
- Maintain the antenna team’s movement file: missions, absences, etc.;
- Ensure internal controls and implementation of recommendations;
- Take on other activities and tasks as instructed by your superior.
On an accounting and financial level
- Maintain the cash register, the cash journal and produce cash accounting;
- Assist in the management of debts and receivables;
- Contribute to the processing of travel expense claims;
- Prepare activity statements in the event of payment;
- Support Technical Advisors in calculating activity expenses by output and mission costs;
- Check invoices for compliance and send them for payment;
- Prepare the branch’s accounting documents for receipts and cash vouchers (with coding) on the basis of complete documentation;
- Check the presence of all documentation, all signatures on the accounting stamp and on the documents, before cash payments;
- Record all expenses and revenues and complete the accounting stamp;
- Maintain and properly organize the accounting binders of the cash register / bank and transmit them to the Administrative and Financial manager for verification.
PROFILE REQUIRED
B- Qualifications, experience and skills required
Qualifications
- Have at least a BAC + 3/4 in the field of Administration, Management Sciences, Economics, Accounting, Finance or other equivalent diploma;
Professional experience
- Have at least three (03) years of experience in a similar position;
- Have proven experience and knowledge in the field of accounting
- At least three (03) years of work experience in administration and finance
- Experience working in an international organization would be an asset;
- Previous experience with GIZ procedures would be an asset.
Required knowledge and skills
- Have a perfect command of English and French, both written and spoken. Knowledge of another language would be an asset;
- Good practical knowledge of the use of information and communication technologies, computer-assisted accounting programs/software as well as computer applications;
- Be comfortable with telecommunications instruments (telephone, email, photocopier, etc.);
- Have experience in administrative and event management;
- Have basic knowledge of the general rules of Accounting with the implications on tasks;
- Have good organizational skills, work independently and meet deadlines;
- Have integrity and be able to work under pressure and in a multicultural team
- Have a constructive attitude in the event of difficulties or conflict;
- Have a good knowledge of the TRIDOM intervention area (Gabon, Cameroon, Congo);
- Good interpersonal skills;
- Be a multitasker and have excellent work management and organization skills.
Contract start date : 05.15.2024
Contract period : Two (02) years renewable
Place of assignment : DJOUM ( Chief town of the Dja and Lobo department).

Internal classification of the position: Band 3A under the hierarchical supervision of the Administrative and Financial Manager of the TRIDOM Project.
NB: The position requires field missions within the TRIDOM space in Cameroon, but also in the two (02) other TRIDOM member countries (Gabon and Congo).
