IRC has been operating in Cameroon since 2016 in the Far North region, delivering lifesaving programs to increase access to water and improve hygiene practices, helping people meet their basic needs and providing GBV response programs for affected communities. Based on the recent humanitarian crisis in the South West and North West regions of Cameroon, IRC is expanding its intervention in this area to provide humanitarian assistance to affected communities. With its headquarters/coordination office in Yaoundé, IRC Cameroon’s regular sectors are: Environmental Health (EH), Women’s Protection and Empowerment (WPE), Education and Child Protection, Economic Recovery and Development (ERD) and Protection and Rule of Law (PROL) .

1. Purpose of the job

The Supply Chain Manager will work under the supervision of the Field Coordinator and the Supply Chain Coordinator. He/she should be a key member of the supply chain team to assist in the continued development of the team. He/she will ensure the integrity of the supply chain system. The Supply Chain must be able to respond quickly to programmatic and operational needs, while ensuring compliance with good practices, standards and procedures while producing quality documentation. 1- Responsibilities

Generality

Under the direct supervision of the Field Coordinator, the Supply Chain Manager will be responsible for:

Supervision, management, of the supply chain team of each base Buea, Maroua and Kousseri

Organize, structure and train the staff under his responsibility as well as the continuous evaluation of the performance of each member of the team.

Ensure that the segregation of duties recommended by IRC is respected.

Ensure the implementation of standard operating procedures and enforce them.

Supply chain activities:

He/she will;

Know the IRC supply chain standard operating procedures and comply with the rules and procedures outlined therein

Ensure that all supplies comply with IRC procedures and policies.

Ensure that the performance of the entire supply chain is satisfactory and contributes effectively to the overall program implementation with an emphasis on fairness, integrity, timeliness and quality.

Produce and submit the various required reports on time with care and quality.

Purchase of goods and services:

 

 




 

 

Develop and make available a database of suppliers, indicative prices, catalogs, technical information; regularly updated to be used for budgeting and ordering purposes.

Ensure that the procurement of goods and services is carried out in accordance with IRC procedures, ensuring quality and fair market price.

Implement framework contracts in accordance with the IRC procedures in force.

In collaboration with programs, implement comprehensive procurement plans for all active grants while ensuring execution and regular monitoring.

Share with the program, on a weekly basis, the follow-up of purchases and draw attention to purchases that require special attention

Movements and transport:

Coordinate vehicle movement and assignment

Closely monitor fuel consumption, quality, reliability and maintenance of vehicles.

Ensure drivers and vehicle users adhere to IRC recommended transportation and movement protocols.

Optimize maintenance and repair costs for vehicles, motorcycles and generators

Inventory, material and asset management:

Ensure that storage and retrieval procedures and documentation are strictly adhered to.

Monitor equipment with emphasis on compliance with procedures and documentation.

Establish a system for tracking and maintaining IRC equipment and other assets.

Share the inventory report with the program, drawing attention to expiration dates, excess inventory, and alerting programs to distribution needs.

2.Others

Promote a team spirit within the supply chain and contribute to an atmosphere of cooperation, complementarity, mutual aid for all departments and sectors of IRC Cameroon.

Perform all duties responsibly and act professionally at all times.

Represent IRC at different levels with partners. On supply chain issues

Commits to the IRC Way (IRC Ethics).

Undertakes to ensure the optimal implementation of these Policies in its work environment.

Is available to perform any other ad hoc task deemed useful by his direct supervisor or by the IRC.

Produce month-end supply chain activity reports, ensuring quality of information and timeliness.

 

3.Other functions

Ensure that all activities are implemented in accordance with IRC operational policies.

Other additional duties assigned by supervisor

Qualifications

 



 

 

University degree, in logistics, management, social sciences or any other equivalent qualification or experience.

At least 3 years of experience in a similar management or supervisory position

Strong management skills including development, evaluation, planning, budget and asset tracking;

Computer literacy and familiarity with Word, Excel, PowerPoint, etc. ;

Proven ability to manage, lead, motivate and train staff;

Excellent interpersonal skills, ability to work in an organized and independent manner;

Have a very high degree of integrity and probity;

Good sense of organization, communication and interpersonal relations;

Good disposition and report writing skills;

Good knowledge of the Far North Province and local languages.

Demonstrated ability to work and manage a multicultural team

Experience working with an international humanitarian NGO will be an advantage
