The Cameroonian Association for Social Marketing (ACMS) is looking for candidates for the Senior Surveillance, Monitoring and Evaluation Manager (M/F) position based in Ngaoundere. What do we recruit? The Senior Surveillance, Monitoring, and Evaluation (SME) Manager will lead the strategic planning, surveillance, monitoring, and evaluation of the interventions and activities within the scope of the HIV-CHASAC project. This position is responsible for ensuring the effective implementation of data management, analysis, and reporting systems to enhance the overall performance of the project. The SME Manager will be critical in providing data-driven insights, ensuring data integrity, and fostering a culture of continuous improvement in health informatics and strategic information management. He reports to Principal Investigator.
Key Responsibilities: Oversee the performance management of the data team, ensuring adherence to project objectives and timelines. Provide ongoing training and professional development to the data team on best practices in surveillance, monitoring, evaluation, and data management. Foster a collaborative environment that encourages teamwork and innovation in addressing data-related challenges. Oversee the collection, management, and analysis of data from various project activities to ensure its accuracy, completeness, and timeliness. Supervises and supports the data entry and reporting process into DATIM and other project systems. Conduct data quality assurance checks, including regular audits, to guarantee the integrity of project data. Manage and maintain data systems and databases, ensuring that data management practices adhere to project policies, donor requirements, and international data protection standards.
Ensure that data insights and analysis are effectively communicated to project leadership to guide strategic decision-making.
Prepare and present regular reports on strategic information to the project, highlighting key performance indicators, outcomes, and areas for improvement. Support strategic planning by providing data-driven insights and actionable recommendations for project implementation and improvement.
Ensure the integration of strategic information into broader project goals and strategies, particularly in the evaluation of health outcomes and program impact. Oversee the development, implementation, and maintenance of health information systems tailored to the project’s needs.
Ensure that health information systems meet technical and functional requirements, including the integration of health data from various sources. Mentor and support the IT teams to troubleshoot technical issues, implement system updates, and ensure the security and functionality of data systems. Lead the training of project staff on the effective use of health information systems, ensuring that all stakeholders are proficient in system operations and data use. Provide analytical support by interpreting data trends, identifying areas for project improvement, and making recommendations to improve program effectiveness. 0 Use data to measure program impact, and collaborate with other stakeholders to enhance the overall efficiency and effectiveness of the project. 0 Engage with internal and external stakeholders, including donors, government entities, and other partners, to ensure that data-driven insights are aligned with their expectations and project goals. Oversee the Implementation and monitoring of data quality assurance measures, ensuring that data reporting is consistent with project policies, donor requirements, and regulatory standards. Ensure the project’s health information systems comply with relevant data protection laws, including data security, confidentiality, and privacy policies. Document and maintain records of data management processes, procedures, and system enhancements for future reference and audits. Identify and implement innovative approaches to enhance data collection, management, and analysis within the project. Encourages the exploration and adoption of new technologies to improve project outcomes, streamline processes, and enhance data-driven decision-making. Collaborate with stakeholders to continuously enhance system functionality, improve data integration with existing platforms, and optimize reporting capabilities.
Qualifications and skills required:
Master’s degree in Public Health, Epidemiology, Biostatistics, Health Information Systems, or a related field.
Minimum of 7 years of experience in monitoring, evaluation and strategic information management, with at least 5 years of experience in the monitoring and evaluation of HIV/AIDS and TB programs.
Experience working in the CDC-PEPFAR project is an added advantage Strong understanding of data management systems, including DATIM, and DAMA, and experience with statistical software (eg, SPSS, STATA, or R). Proven ability to train, mentor, and lead teams to deliver high-quality results in data management and analysis.
Excellent analytical skills, with a track record of using data to inform strategic decision-making and program evaluation.
Strong written and verbal communication skills, with experience in report writing and presenting to senior leadership and external stakeholders.
Familiarity with donor requirements, particularly USAID, CDC, or other international health donors. Ability to work in a fast-paced environment, prioritize tasks, and manage multiple projects simultaneously. Fluency in English and French. Personal Attributes: Leadership: Ability to lead, mentor, and motivate a team to achieve data-related goals and objectives. Analytical Thinking: Strong ability to analyze data, identify trends, and provide actionable insights to improve project performance. Communication: Strong interpersonal and communication skills, with experience presenting complex data to non-technical stakeholders. Problem-Solving: Demonstrated ability to identify challenges related to data management and analysis, and develop innovative solutions. Attention to Detail: Ensuring data accuracy and completeness in all stages of data management. Collaboration: Ability to work cross-functionally with other project teams, stakeholders, and donors to ensure alignment of strategic goals
