Background
Reach Out Cameroon is a non-governmental organization established in 1996. It obtained
its legal status in 2000 and its authorization as a national NGO from MINAT in




2024. The organization supports disadvantaged groups, particularly youth and women,
through a community-centered approach and advocacy based on three

main pillars: Health, Human Rights and Governance, and
Economic Security.
The Health Department is committed to improving health outcomes and
promoting equity in health care delivery throughout Cameroon. Established in
response to the critical health disparities faced by underserved populations

served, ROC has been at the forefront of community-based health interventions for
twenty-eight years.
The Community Health Equity Through Systems Strengthening (CHESS) project, funded by
the United States Agency for International Development (USAID), is a
strategic initiative designed to address systemic barriers to health equity
in Cameroon’s health landscape. The Community Health Equity Through Systems Strengthening (CHESS

systemic barriers to health equity in Cameroon’s health landscape.
The project’s goal is to ensure equitable and universal access to essential health services
for all segments of the Cameroonian population through
advanced community participation.
By promoting inclusive governance, CHESS seeks to ensure that health systems
meet the needs of all community members, particularly the most
vulnerable groups.
Reach Out Cameroon (ROC), in collaboration with the Ministry of Public Health and with
funding from USAID, will implement this five-year project which will strengthen the capacities of




25 disease- or population-focused civil society organizations (CSOs) in Cameroon,
to effectively implement community-based surveillance (CLM) and support
community-based surveillance systems (CBS) for early case detection and reporting
; strengthen the capacity of existing national dialogue structures and community health workers
to meaningfully engage in

community health governance, human rights, and health promotion through
innovative and context-specific social and
behavior change (SBC) communication strategies.
By the end of the project, which will be implemented in 150 health districts in all 10 regions of
Cameroon, the 25 CSOs coordinating 300 community champions or site monitors

will have improved, implemented, monitored and evaluated CLM, CBS and UHC interventions on HIV,
TB, malaria and family planning, thereby contributing to the achievement of the
project objective of improving equitable and universal access to essential health services for
all segments of the Cameroonian population through
advanced community participation.
To ensure the effective implementation and sustainability of the CHESS project, we require the
services of a Senior Administrative and Financial Manager. This position is essential to
maintain strong financial management and administrative support, which are essential to the
success of the project and accountability to stakeholders.
This key position will coordinate administrative and financial management activities, including
budgeting and monitoring project expenditures, forecasting expenditures, maintaining and
supervising the accounting department and financial operations.
Responsibilities
▪ Ensure compliance and consistency with the organization’s policies and procedures,
as well as compliance with the terms and conditions of the agreements with USAID governing the
work of the office.
▪ Record and account for daily transactions, ensuring accuracy and
completeness of required records and supporting documentation as evidence
of transactions.




▪ Ensure proper cash management of local bank accounts and maintain
petty cash.
▪ Process cash disbursements in accordance with
financial management policies and established approval levels.
▪ Process payroll, remit taxes and other government contributions, and
prepare reports for local agencies.

▪ Responsible for the entire Accounts Payable function from

procurement to payment of invoices.
▪ Process employee expense reimbursements.
▪ Ensure that all beneficiaries of the organization are paid on time and
maintain sufficient and complete beneficiary files.
▪ Prepare monthly financial reports for the organization and internal management reports
for the Head of Mission or Country Director, containing information
on budget and actual expenditures.

▪ Perform month-end and year-end closing tasks such as reconciliations
, VAT refunds, inventory lists, etc. –
Responsible for procurement activities in accordance with the
organization’s procurement policy.
▪ Prepare and submit reports and declarations in accordance with
local legislation.
▪ Assist program staff in preparing the office and
project budget.
Qualifications and Experience Requirements
▪ A bachelor’s degree or higher in finance, accounting or a
closely related field.
▪ A minimum of six (6) years of experience in financial administration and management,
five (5) of which must be in an international institution or a USAID-funded project.

▪ A good knowledge of USAID financial procedures.
▪ Knowledge of Quick Books multi-currency accounting software (field accounting
).
▪ Experience with computerized accounting and strong organizational
and leadership skills.
▪ Strong analytical and problem-solving skills, and
exceptional oral and written communication skills.
▪ Fluency in English and French will be an added advantage.
