Responsibilities 1. Financial Management Responsible for the funds and financial management of the mission ➢ Manage and coordinate the budget preparation and budget monitoring of the office, and support the project coordinators on this aspect for each project ➢ Ensure the financial, accounting and administrative control of all FAIRMED RCA operations ➢ Ensure the appropriation and compliance of the accounting and financial procedures manual by employees ➢ Ensure FAIRMED’s OHADA compliance in the CAR ➢ Provide leadership to the FAIRMED RCA team of accountants and cashiers ➢ Guarantee healthy and transparent management standards within the framework of management in the CAR ➢ Participate in the prevention and management of organizational risks ➢ Participate in the control of purchasing procedures ➢ Guarantee quality financial reporting and compliance with FAIRMED and donor procedures ➢ Guarantee external audit and ensure the implementation of recommendations. ➢ Contribute to the analysis and financial projections for the efficiency of the portfolio 2. Administrative management ➢ Ensure, in collaboration with other managers, the understanding, appropriation and respectful implementation of FAIRMED administrative procedures in operations ➢ Guarantee FAIRMED’s fiscal and institutional compliance (compliance with the requirements of the supervisory Ministries and the labor inspectorate) ➢ Ensure compliance and monitoring of contracts 3. Human resources management
Coordinate and supervise the administrative management of the mission’s staff
➢ Supervise the human resources assistant
➢ Ensure that the employee management cycle is effective and meets standards (from
recruitment, absences, performance management, skills development,
to exit)
➢ Guarantee the compliance of the administrative and social management of employees (files,
registration, insurance, tax/social contributions, visa and salaries).
➢ Participate in the promotion of FAIRMED values in team management
➢ Contribute to implementing the change in progress for healthy,
transparent management of resources that meets the standards of the profession

Minimum experience required
➢
Minimum 5 years of experience in an international NGO
➢
A first experience in a similar position
➢
Proven experience in team management and multicultural collaboration
➢
Proven experience in budget management, donor procedure practices, in a
fragile context
➢
Experience in administrative management of human resources (legal, social and
salary aspects)
➢
Experience in leading change and establishing a culture
of integrity and transparency is an ASSET
➢
Experience in management control and/or auditing is a plus
Qualification
Holder of a university degree at bac+5 level, or bac+4 with experience deemed equivalent,
in Management/Accounting/Finance and/or Administration
Understanding of the challenges of humanitarian aid and development aid
The package we offer includes the following elements:
➢ Unaccompanied position
➢ Employment contract under Central African law plus an expatriation clause including a
housing bonus, a monthly expatriation Perdiem and R&R
➢ A monthly gross net salary of XAF 1,650,000
➢ Health and accident insurance, Evacuation insurance, Contribution to
family health insurance
➢ 24 days of leave per year
