Recruitment of a local civil society organization (CSO) to support
community activities in the eastern region as part of the EQUITE-
ACCES-PALU project << strengthening the involvement of vulnerable populations in the fight
JOB DESCRIPTION: Local CSO active in the
Eastern region – Cameroon
I. Context
Impact Santé Afrique (ISA) coordinates the platform of Civil Society Organizations
(CSOs) for the elimination of malaria (CS4ME).
Since March 2021, Impact Santé Afrique (ISA) has been implementing the project on
community rights and gender related to malaria control programs, and aims to strengthen
the influence of civil society with decision-making bodies in the fight against
malaria.
As part of its activities and the “Equité Accès Palu” project funded by
the Initiative over a period of 3 years, Impact Santé Afrique is looking for a local Civil Society OrganizationEast

Objectives Organize participatory community planning in favor of target communitiesby including all social categories, gender and age groups indecision-making processes; while involving local regional technical services of theDoumé District.Specific objectives:a. Support communities in participatory community planningas well as management mechanisms;b. Support communities to define their needs themselves, prioritize them, and setup management mechanisms;
c. Facilitate the gathering of communities and those in spite of their differences
around the concerns of the communities in order to propose solutions or
responses to the identified and priority needs;
d. Promote the spirit of community prevention through discussions on the
experiences and impacts lived during the fight against malaria in order to strengthen
joint initiatives which create socio-economic links to
build a common future and good social cohesion;
e. Sensitize communities on the synergy between traditional and
institutional mechanisms for the fight against malaria.
III. Functions and responsibilities of the local CSO
Placed under the responsibility of the Executive Director of Impact Santé Afrique (ISA), and in
collaboration with the Coordinator and the project managers, the description of the tasks
expected of the CSO covers the following:
1. Service delivery
The local CSO will have to successfully carry out the following activities:
• Propose a monthly calendar of participatory community planning activities
in the Doumé District;
• Deploy field agents in the health areas, communes and villages
concerned by the project for the execution of participatory community activities
using the methodology developed by the project;
• Organize the monitoring of field agents to ensure the proper execution of
participatory community activities;
• Depending on the essential sectors, list the problems faced by
the community;
• Develop solutions to the problems encountered in the intervention areas;
• Agree with the targeted communities on priority areas or actions;
• Develop an action plan (who does what, how, where and when).
• Meet with community leaders at the level of health areas, communes
and villages to explain to them the activities of IMPACT SANTE AFRIQUE through
the “EQUITY – ACCESS – PALU” project;
2. Expected results:
• Propose a monthly calendar of participatory community planning activities
in the Doumé District is developed;
• Field agents are deployed in the health areas, communes and
villages concerned by the project for the execution of participatory community activities
using the methodology developed by the project;
• Monitoring of field agents is organized to ensure the proper execution of the
participatory community activities;
• Depending on the key sectors, the list of problems
faced by the community is developed;
• Solutions in consultation with the communities and
technical partners are proposed after various consultations;
• Agreements are established with the communities targeted on the
priority areas or actions;
• An action plan is established following the various meetings (who does what,
how, where and when).
3. Expected deliverables
• Narrative and financial reports of monthly activities;
• Attendance sheet;
• Press clipping;
• Photos of activities and other communication elements.
All reports must be written according to the ISA framework, including the methodology
used, accompanied by supporting documents (invoices, proof of payment, contracts, etc.)
and any other information that the CSO wishes to provide.
4. Methodology
Service providers will propose their methodologies and techniques that they
would like to use, in the submission of the call for tenders, which will allow
IMPACT SANTE AFRIQUE to evaluate their application according to the level of their
understanding of the offer.
The providers who will be selected will work in close collaboration with IMPACT
SANTE AFRIQUE, local authorities and especially the technical departments responsible
for the issue of malaria control.
Service providers will receive their payments according to the progress
of the activities listed above. Payments will be made monthly after sending and
validation of the deliverables by IMPACT SANTE AFRIQUE:
• Community leaders are met at the level of health areas,
communes and villages to explain to them the activities of IMPACT SANTE
AFRIQUE through the “EQUITY – ACCESS – PALU” project;

5. Project intervention areas
The project will operate in the Doumé District. Below, the
planned geographical delimitation in the Doumé District with targeting at the level of health areas.

6. Procedure for submitting applications
Only eligible service providers will be selected for the award of the contract, accompanied
by their Quotation. To be selected, bidders must meet the
following minimum qualification criteria:
a. Candidate Profile
The desired expertise will focus on the recruitment of a local CSO whose qualifications and
skills are presented as follows:
• Graduate in one or more of the following fields: Master’s degree in
communication, public health, project management or any other diploma;
multi-sectoral in the field of health;
• Leadership qualities and consensus-building skills;
• Extensive experience in organizational development,
capacity building, advocacy and strategic communication.
• Good experience in the fight against malaria;
• Excellent facilitation and communication skills;
• Experience in workshop facilitation and partner coordination

The technical offer proposal must contain the following documentation:
• Proof of legal existence and authorization to operate in Cameroon in the field
of activity for which you are submitting your proposal (Approval or
professional card) issued by the competent authority of Cameroon;
• Tax identification number issued by the Tax Directorate;
• Valid tax compliance certificate issued by the
Tax Directorate;
• Trade register issued by the commercial court;
• Certificate of similar services rendered;
• Description of the CSO;
• List of personnel to be deployed for the project according to the following positions: Focal point,
CSO manager and the project accountant;
• The CVs, national identity cards, bank certificates of the three (03) people deployed on the project.
7. Evaluation of offers
The evaluation of the offers received will be based in particular on the following criteria:
(i) The candidate’s experience in conducting missions similar to those specified
in this call for applications and leading training sessions;
(ii) Understanding the expectations of the mission and the
proposed intervention methodology.
8. Submission of the offer
The final deadline for submission is set for February 26, 2025 at 11:59 p.m. (GMT +1).
Offers received after this date will not be considered.
Only pre-selected candidates will be contacted for an interview.
