ZUSAMMENARBEIT OPEN NATIONAL CALL FOR TENDERS NO 83420625 STUDIES AND DAO ASSEMBLY FOR THE REHABILITATION OF THE INFRASTRUCTURES OF THE MEYO KYE AND EBORO HEALTH CENTERS IN GABON

A. CONTEXT
The APF ECCAS project implemented since 2020 aims to promote peace and security in the Central African sub-region through structural conflict prevention through good border governance. Component 3 of the project, which aims to implement cross-border cooperation measures between the Pilot Countries, provides for the construction of a number of infrastructures in the border areas of ECCAS member countries. Thus, during the scoping missions for the year 2021, around fifty projects were identified and are in the process of maturation. Planning for the year 2022 foresees the implementation of some of these projects in accordance with the procedures provided by its construction section of the GIZ.
It is in this context that the APF ECCAS project plans to use part of its funding to seek the services of a consulting firm, with a view to maturing the project ideas selected. The present Terms of Reference (ToR) involve carrying out an inventory of the abandoned infrastructures of health centers and setting up a DAO for the rehabilitation, completion and construction of the infrastructures making it possible to improve their operation in the localities of MEYO KYE, located in the department of Ntem in the province of Woleu-Ntem of the Republic of Gabon, the area dedicated to construction is within the perimeter of the GPS coordinates: (2.176833, 1 1.363889) / ( 2 0 10’36.6″N 11 0 21’50.0″E) (Your position in Meyo-Kve District, Gabon – Google Maps) and from EBORO,

B. CONSISTENCY OF THE MISSION
The task assigned to the service provider revolves around the achievement of the following missions
An inventory of the existing constructions (Plan, status of the works, status of the degradations
A topographical assessment with a view to the construction of the buildings, the evaluation of the land reserve, the realization of the VRD and the construction of the additional works,
A dimensioning of the equipment in Concrete, Hydraulic and electric,
The architectural and technical design of a Case of duty for the Health center of Meyo Kye
The construction of gender toilets in the two health centers The preparation of a bidding document in two batches.

vs. RESEARCH PROFILE
One (1) Architect (10 years of experience + Bac+5 diploma): Responsible for the coordination of all activities, the harmonious design of the project and the production of the CAD for the building part, including the specific activity of construction of a building for an adapted health center One (1) Civil Engineer (5 years of experience with at least one experience in designing BA or metal structures + Bac+5 diploma). In charge of the dimensioning activities of the various reinforced concrete or metal structures
One (1) geophysicist or hydrogeologist engineer. (Experience of at least 5 years in the hydrogeology and geophysics fields + BaC+5 diploma): in charge of all the geophysical and hydrogeological evaluation part. He will be assisted and will also conduct the hydrogeological study and implantation of the Drilling,
One (1) Hydraulic or similar senior technician (Experience of at least 5 years Bac + 2 diploma): Responsible for participating in the evaluation mission geophysics and to participate in the sizing of hydraulic equipment for the entire integrated project
One (1) works engineer as a topographer or surveyor. (Experience of at least 5 years of experience + BaC + 3 diploma): responsible for conducting the topographic mission and setting up the works on the ground (mass plan,
One (1) geotechnical engineer. (Experience of at least 5 years + Diploma BaC + 5): responsible for conducting the geotechnical mission and guarantor of the results of this geotechnical mission useful for the sizing of the structures to be built
One (1) Geotechnical Technician (Experience of at least 5 years in geotechnical assessments for crossings and foundations + Bac +2 diploma: Responsible for conducting geotechnical assessment activities in the field;
One (1) senior technician in electricity or renewable energy (2 years of experience and at least 02 solar energy supply projects + BAC + 2 diploma) responsible for sizing electrical equipment and solar panels,
Two (02) Draftsmen or projector in building: (Experience of at least 5 years in projection of Civil Engineering works + BAC diploma / Technician’s certificate); responsible for producing the architectural plans for one and the technical plans for the drainage and crossing structures.

D. COMPOSITION OF THE SUBMISSION FILE
1. Administrative file:
Letter of submission;
Certificate of non-royalty dating no more than 3 months on the day of submission,
Certificate of non-bankruptcy dating no more than 3 months on the day of submission; Gabonese bank domiciliation certificate
2. Technical file: according to the requirements of the Assessment grid for technical evaluation (Appendix to the terms of reference). Also attached will be the letter of submission of the Technical Proposal, the Consultant’s comments and suggestions sheet on the Terms of Reference and on the data, services and facilities to be provided by GIZ, the composition of the team and responsibilities of its members, the schedule of specialized personnel and the schedule of activities (work program). These forms are attached to the terms of reference of the service.
3. Financial file: In strict compliance with the framework of the estimate (Appendix to the terms of reference).

G. AWARD CRITERION
Only tenderers who have obtained a number of points at least equal to 70 points/100 will be admitted to the financial evaluation phase. The contract will be awarded to the highest bidder after weighting the technical and financial scores.
The technical score is determined according to the following formula

Following the correction of arithmetic calculation errors, the respective financial scores will be determined by weighting the financial offers of the following way

H. PERIOD OF THE SERVICE
The service will start the first week of November 2022
NB: GIZ reserves the right to modify the contract until the submission deadline. Likewise, it reserves the right to cancel it before signing the contract.
