DURATION OF CONTRACT: 12 months with strong possibility of extension
CONTEXT AND JUSTIFICATION
The CDD/Caritas is a development organization created by the diocese of Maroua-Mokolo
in the Far North Region. It was born in May 1982, from the diocesan will to provide
local populations, plagued by many difficulties, with a development service for the whole man
and for all men. It has been officially declared as an association since June 8, 2006 under number
079/RDA/K22/BAPP.

 

 

However, for more than 3 years, the entire Far North Region has been plunged into insecurity.
Many Cameroonians are forced to flee their villages to settle further
inland, following multiple attacks by the Islamist group Boko Haram. This situation has created
a humanitarian crisis in the Far North region that requires an appropriate response to
improve the living conditions of the populations.
In this context, Caritas, the humanitarian branch of the CDD, is implementing a
humanitarian aid project in the departments of Mayo-Tsanaga, Mayo-Sava and Diamaré. The objective of the project is
to improve the socio-economic conditions of internally displaced, returnee and refugee populations.
To implement this project, Caritas is looking for two Livelihood Project
Managers in MAROUA. The person will be based in Maroua.

DESCRIPTION OF TASKS:
Under the direct supervision of the Permanent Secretary of Caritas, the person concerned will have to ensure the
implementation, monitoring, quality, and reporting of projects and activities at Caritas. He/she will:
✓ Provide technical support to farmers supported by the project and monitor
activities;

 

 

✓ Provide training for beneficiaries in agronomy and economic management;
✓ Supervise the team of facilitators;
✓ Organize community protection activities for children in schools;
✓ Support the Project Coordinator in the reporting and capitalization of the activities carried out.
It will therefore be a question, in close consultation with the above-named Coordinator, of:
Project Implementation:
− Plan, manage, and monitor the progress of activities in the field. Propose an action plan as well
work schedules, organize the implementation and present the list
of actions to be carried out on a weekly basis.
− Conduct regular monitoring of implementation sites and ensure timely feedback
and action planning.

− Monitor budget management, and prepare monthly forecast financial needs for the review
of the Emergency Programs Officer and the Finance Department.
− Oversee outreach sessions in the field with partners and organize
participating community members.
− Define the financial, administrative, logistical and human needs to carry out the projects and
inform the coordinator. Collaborate with the CDD/Caritas team.

Partnership / Capacity Building:
− Attend sectoral meetings with local authorities and other humanitarian actors
in the area so as to be informed of the socio-economic situations in the dioceses.
− Ensure good cohesion within the teams.
− Maintain constant communication to identify obstacles to
timely and high quality programming and/or to identify technical or
administrative obstacles requiring action by Caritas.
− Identify capacity building needs for staff and propose the
necessary training sessions in the field related to the action plan.
− Support the organization of formal or informal training organized by Caritas for the
staff – learning assessments, planning, facilitation guides and
general organization in coordination with staff from Programs or other
CDD/Caritas departments.
Project documentation and development − With the collaboration of the project team, prepare monthly
activity and financial reports and submit them to supervisors. − Support the regular collection of data from the field and communicate it to the Caritas project coordinator for donor reports, situation reports, − Perform any other related task at the request of Caritas officials. QUALIFICATIONS AND EXPERIENCES:

− Holder of a degree in agricultural engineering or agricultural work.
− Minimum of two (2) years of professional experience in the field of
development/emergency project management – identification, planning, implementation, monitoring,
evaluation (participatory) and administrative management
− Experience in emergency projects.
− Have a good knowledge of the Far North Region and its context.
− Experience in working with local partners and farmer organizations.
− Good writing skills in French and fluent in Fufuldé. Capacity and good
level in English is a plus
− Good computer skills (Word, Excel, PowerPoint, etc.);
− Strong organizational and coordination skills

− High sense of confidentiality and ability to maintain good interprofessional relations
with staff and partners
− Have the ability and willingness to carry out missions in the field and live in rural areas.
− Have the ability to work under pressure and to cover long distances on
difficult roads.
COMPOSITION OF APPLICATIONS:
The application file must include the following elements:

– A letter of motivation addressed to the Permanent Secretary of Caritas of the diocese of Maroua-
Mokolo;

 

– A detailed curriculum vitae with the names and addresses of three reference persons;
– A photocopy of the national identity card;
– A photocopy of the birth certificate;
– Copies of the highest significant diplomas obtained and other professional references;
– Copies of practical references (work certificates, training certificates, etc.)
– A letter of recommendation from a religious leader (Pastor, Imam, Priest) to testify to
the morality of the candidate.

or files that do not meet the required qualifications will not be accepted. Only the

CONTRACT:
Place of work: Bishopric of the Diocese in Maroua
Type of contract: Fixed-term employment contract of 1 year. The candidate will be hired on probation for

a period of three months.

Remuneration: to be negotiated.
