- BACKGROUND
CARE is one of the largest humanitarian aid networks in the world, apolitical and non-denominational that supports and manages emergency and development projects by involving communities, collaborating with local partners. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustice. Supporting women’s empowerment and acting for their rights are essential actions in the fight against poverty, which is why women are at the heart of our programs. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.
The CARE France association is a member of the CARE network. It operates in more than thirty countries and has managerial and legal responsibility for Lebanon, Morocco, Cameroon and Madagascar.
In Cameroon since 1978, CARE develops and implements 3 action programs (broken down into several projects) in response to humanitarian crises and support for sustainable development. They are part of the phases of emergency, resilience of women and young people, access to sexual health and reproduction of the populations most at risk, including PLHIV.

- JOB DESCRIPTION
2.1 GENERAL OBJECTIVE OF THE JOB
Under the responsibility of the Country Director, the Far North Field Coordinator plays the role of operational leader for the implementation and coordination of activities from the Maroua base. He/she ensures the planning and management of resources (human, material and financial) to guarantee the efficiency and effectiveness of the response proposed by Care Cameroon to the needs of the target populations. As such, he/she is also responsible for the management of security, financial and legal risks as well as local representation with the various external stakeholders.
2.2 SPECIFIC OBJECTIVES AND TASKS
2.2.1 Ensure internal coordination and team leadership
– Transmit to the teams of the base skills, experiences and visions of short and medium term in accordance with the programming framework of CARE Cameroon
– Guarantee the good collaboration of the base teams around the major operational and strategic objectives of CARE
– Affirm constructive leadership that encourages management teams to achieve ambitious goals based on PAI
– Efficiently and inclusively manage the diversity within the staff present on the Maroua base
– Ensuring the management and prevention mechanisms of crises and internal conflicts within the teams

2.2.2 Ensuring safety and security
– Ensure compliance of the implementation and strict compliance with the procedures provided for in the security plan for all CARE staff based in the EN and in the CI standard.
– Ensure the implementation and operationality of the security measures and devices enacted by the security management plan in force within the mission.
– Ensure that all CARE base staff or visitors understand individual and collective responsibilities for safety and security.
– Ensure, in close collaboration with the Security/Logistics Manager, the immediate management of security incidents that may occur on its base and immediately notify the National Director.
– Maintain contact with UN officials, other NGOs and local authorities as well as internally with the Security/Logistics Manager for analysis and control of the security context.
– Update, in conjunction with the Security/Logistics Manager, the security plan as often as necessary
– Validate movement planning, based on the analysis and evolution of the context in conjunction with the base logistician and security/logistics manager.
2.2.3 Ensure external coordination and representation at regional level (Base): partners, local authority, humanitarian coordination
– Ensure the active participation of CARE in humanitarian coordination meetings in Maroua, and inform the Coordination of the main points discussed during these meetings.
– Facilitate and prepare on-site donor field visits and all other visits (headquarters and coordination)
– Set up and keep up to date the institutional mapping of the relevant actors in the NE in harmony with the local humanitarian coordination matrices.
– Identify possible partnerships with local NGOs and international NGOs.
– Identify the capacities of potential local partners, by conducting an assessment according to the procedures described in CARE’s “Partnership Handbook”.
– Maintain the good image of CARE at all levels.
– Communicate CARE’s mission statement, apolitical nature and core values to all stakeholders.
– Establish an effective and trusting working relationship with all stakeholders.
– Maintaining high standards of transparency in all transactions with partners, local authorities, Humanitarian Coordination
2.2.4 Supervise the operational implementation of base project activities
– Support, analyze and circulate field assessments (questionnaires, focus groups, interviews with key people), giving special attention to cross-cutting issues of gender and environmental protection, in order to enable CARE Cameroon to carry out advocacy and develop quality proposals for the continuation of ongoing projects.
– Ensure the development of development, recovery and emergency programs under the supervision of the National Director and the Deputy Director of Programs and Partnerships.
– Oversee all aspects of management, implementation and reporting of CARE’s development, recovery and emergency programs in the Far North.
– Participate in the process of recruiting national and international staff for development, recovery and emergency activities.
– Ensure that emergency programs and development programs are part of CARE’s program approach and in a post-crisis-rehabilitation-sustainable development continuum and that a good integration of humanitarian and development aspects is maintained by/within the base team
– Ensure compliance with the procedures and policies of CARE Cameroon and donors.
– Supervise the compilation of all reports of development, recovery, emergency (SADD) projects to inform CARE and humanitarian coordination (for the humanitarian component).
2.2.5 Guarantee the logistical, financial and administrative operation of the base
– Ensure that the logistics functions comply with internal and donor procedures, and meet project needs
– Integrate the validation mechanisms of the supply chain and purchases in accordance with the established thresholds.
– Identify and secure, with the support of the Logistics/Security Manager of the Base and the Security/Logistics Coordinator of the mission, the premises, the stores rented by CARE according to the needs of the projects.
– Guarantee, through the function of base logistician, the maintenance of the rolling stock, IT, safety equipment, energy, and other durable equipment
– Supervise the implementation of control and reporting concerning deliveries (nature, cash) to beneficiaries.
– Ensure compliance of all control and monitoring reports relating to support functions: logbooks, ledgers, expenditure forecasts, etc.
– Guarantee, under the responsibility of the base Accountant/Financial, a cash flow without breaks and meeting commitments to employees, partners and suppliers.
2.3 REQUIRED PROFILE
2.3.1 Training and experience
– BAC +5 – discipline.s / certified diploma.s related to the fields of international solidarity (Coordination of programs/projects, social sciences, health, economics, logistics or administrative management, etc.)
– 3 years minimum in an equivalent position and in complex operational environments.
2.3.2 Skills and qualities required
– Mastery of the office package
– Knowledge of the project cycle
– Writing and synthesis skills
– Multisectoral operational programming
– Management of confirmed multi-sector teams
– Ability to manage stress and work under pressure
– Excellent internal and external communication skills
– Basic knowledge in the safe management of people and property
– Basic knowledge of the main donors (EU, AFD, USAID, ECHO…)
– Strict personal respect and transmission/reminder to others of codes of conduct
2.3.3 Languages
– An essential command of French
– Desired knowledge of English
